dc.description.abstractวิเคราะห์ผลกระทบของโครงการพัฒนาทรัพยากรมนุษย์สังกัดกระทรวงศึกษาธิการด้วยวิธีการเอชแอลเอ็ม กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ โรงเรียนขยายโอกาส สังกัดสำนักงานคณะกรรมการการประถมศึกษาแห่งชาติ เป็นโรงเรียนในโครงการฯ 66 โรงเรียนนอกโครงการฯ 69 โรงเรียน เก็บข้อมูลจากผู้บริหารโรงเรียน 135 คน ครู 250 คน และนักเรียน 1,532 คน โดยการสุ่มอย่างง่าย เครื่องมือที่ใช้มี 2 ชุด ชุดแรกเป็นแบบสอบถามตัวแปรผลกระทบของโครงการฯ จากผู้ที่เกี่ยวข้องกับโครงการฯ ชุดที่สอง เป็นแบบสอบถามข้อมูลตัวแปรอิสระและตัวแปรผลกระทบของโครงการฯ มี 3 ฉบับ คือ ฉบับผู้บริหาร ครู และนักเรียน ผลการวิจัยสรุปได้ว่า โครงการพัฒนาทรัพยากรมนุษย์สังกัดกระทรวงศึกษาธิการ มีผลกระทบทางบวกต่อนักเรียนเกี่ยวกับผู้ปกครอง คือ ผู้ปกครองเอาใจใส่ต่อการเรียนของบุตรหลานและมีเจตคติต่อโรงเรียนดีขึ้น ตัวแปรที่เกี่ยวข้องกับโครงการฯ ที่มีผลกระทบต่อนักเรียน ได้แก่ การได้รับการยอมรับจากบุคคลภายนอกของผู้บริหารโรงเรียนมีผลกระทบทางบวกต่อผลสัมฤทธิ์ทางการเรียนของนักเรียนความสัมพันธ์ระหว่างผู้บริหารโรงเรียนกับชุมชนและการได้รับการพัฒนาจากโครงการฯ ของผู้บริหารโรงเรียนมีอิทธิพลทางบวกต่อการเอาใจใส่ต่อการเรียนบุตรหลานของผู้ปกครอง การเป็นโรงเรียนในโครงการฯ ไม่มีผลกระทบต่อครู แต่ตัวแปรที่เกี่ยวข้องกับโครงการฯ มีผลกระทบ คือ การที่ครูได้รับการพัฒนาจากโครงการฯ มีผลกระทบทางบวกต่อครูทุกตัวแปรที่นำมาศึกษา ได้แก่ ครูมีคุณภาพการสอนดีขึ้น เอาใจใส่ต่อหน้าที่มากขึ้น มีความสัมพันธ์กับชุมชนดีขึ้นและได้รับการยอมรับจากบุคคลภายนอกโรงเรียนมากขึ้น ตัวแปรระดับโรงเรียนที่มีอิทธิพลต่อครู ได้แก่ จำนวนกิจกรรม/โครงการที่ประสบความสำเร็จมีผลกระทบทางบวกต่อการเอาใจใส่ต่อหน้าที่ของครูและความสัมพันธ์ระหว่างครูกับชุมชน คุณภาพการบริหารของผู้บริหารโรงเรียนมีผลกระทบทางบวกต่อคุณภาพการสอนและการได้รับการยอมรับจากบุคคลภายนอกโรงเรียนของครู การได้รับการยอมรับจากบุคคลภายนอกของผู้บริหารโรงเรียนมีผลกระทบทางบวกต่อคุณภาพการสอนและการได้รับการยอมรับจากบุคคลภายนอกโรงเรียนของครู จำนวนโครงการของโรงเรียนและการนิเทศ กำกับ และติดตามการปฏิบัติงานของครูโดยผู้บริหารโรงเรียนมีอิทธิพลทางลบต่อคุณภาพการสอนของครู จำนวนรายการที่โรงเรียนเป็นศูนย์ปฏิบัติการมีอิทธิพลทางลบต่อความสัมพันธ์ระหว่างครูกับชุมชน และการเอาใจใส่ต่อหน้าที่ของผู้บริหารโรงเรียนมีอิทธิพลทางลบต่อความสัมพันธ์ระหว่างครูกับชุมชนและการได้รับการยอมรับจากบุคคลภายนอกโรงเรียนของครูen
dc.description.abstractalternativeAnalyzes the Basic and Occupational Education and Training Programme (BOET) impacts by HLM approach. The sample consisted of 135 expansion schools under the Office of the National Primary Education Commission. These 66 schools were in the BOET and 69 schools were not. Data collected from 135 school principals 250 teachers and 1,532 students. Two sets of research instrument were used for gathering independents and BOET impacts' variables data in order to analyzed them by HLM approach. The first questionnaire used to collected the data from the programme's staffs. The other used to collected the data from school principals, teachers and students respectively. Results indicated that the BOET had positive impacts to student concerning parent looked after their child's learning and had good attitude to schools. Variables from the BOET had impact to students that was the principal to be acknowledge from out of school had positive impact to student's achievement. The relationship between principal and community along with principal was developed from the BOET had positive impact to parent look after their child's learning. The school in BOET had no impact to teacher. But variables from BOET had impact to teacher summarized as follows. Teachers were developed from the BOET had positive impact to their teaching quality, attention to his function, relationship with community and to be acknowledge from out of school. Variables in school level had effect to teacher were number of successful activity or project had positive effect to teacher's attention to his function and the relationship between teacher and community. Quality of school management had positive effect to teaching quality and teacher to be acknowledge from out of school. Principal to be acknowledge from out of school had positive effect to teaching quality and teacher to be acknowledge from out of school. A number of projects in school and principal monitoring had negative effect to teaching quality. A number of academic center in school had negative effect to the relationship between teacher and community. The attention of principal to his function had negative effect to the relationship between teacher and community and teacher's acknowledgment from out of school.en
