dc.description.abstract	งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาความคิดเห็นของผู้ประกอบการต่อการดำเนินโครงการความร่วมมือระหว่างศุลกากรกับผู้ประกอบการ ปัญหาและอุปสรรคในการเข้าร่วมโครงการความร่วมมือระหว่างศุลกากรกับผู้ประกอบการ และสิทธิประโยชน์ที่ผู้ประกอบการพึงได้รับจากการดำเนินโครงการความร่วมมือระหว่างศุลกากรกับผู้ประกอบการ สำหรับขอบเขตการศึกษาวิจัย มุ่งที่จะศึกษาโครงการความร่วมมือระหว่างศุลกากรกับภาคเอกชน ซึ่งเป็นโครงการที่เป็นความร่วมมือระหว่างศุลกากรโลก ในส่วนที่เกี่ยวกับระเบียบวิธีวิจัย ผู้ศึกษาได้ใช้วิธีการเก็บรวบรวมโดยใช้แบบสอบถามเป็นเครื่องมือในการสำรวจความคิดเห็นของผู้ที่เกี่ยวข้องในการปฏิบัติงานโดยตรงของโครงการ จากผลการศึกษาในครั้งนี้พบว่า กลุ่มตัวอย่างตัวแทนออกของ ร้อยละ 83.4 มีธุรกิจขนาดกลางมากที่สุด คิดเป็นร้อยละ 47.2 ระยะเวลาดำเนินธุรกิจ มากกว่า 15 ปีขึ้นไป คิดเป็นร้อยละ 70.5 ระยะเวลาติดต่องานด้านการปฏิบัติพิธีการ 10 ปีขึ้นไป คิดเป็นร้อยละ 82.0 ส่วนใหญ่เป็นตัวแทนออกของรับอนุญาต (Licensed customs broker) คิดเป็นร้อยละ 48.0 ในภาพรวมมีความพึงพอใจในสิทธิประโยชน์ที่ได้รับในระดับค่อนข้างมากและเมื่อพิจารณาเป็นรายด้าน พบว่าในด้านของการได้รับงดเว้นการตรวจของจากเจ้าหน้าที่ศุลกากร เว้นแต่การสุ่มตรวจมีความพึงพอใจมากที่สุด รองลงมา คือ ด้านให้ผ่านการตรวจสอบใบขนสินค้าโดยไม่ต้องตรวจสอบพิธีการ ด้านให้ตัดบัญชีสินค้าสำหรับเรือ (manifest) ภายหลังการปล่อยของและสิทธิพิเศษในการคืนอากรหรือการชดเชยค่าภาษีอากร ได้รับอนุมัติการคืนอากรหรือชดเชยค่าภาษีอากรทันทีที่ยื่นคำร้องขอ ตามลำดับ	en
