| dc.description.abstract | การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัจจุบัน ปัญหา อุปสรรค ในการดำเนินการประกันคุณภาพการศึกษา ของสถาบันอุดมศึกษาวิชาชีพเฉพาะสังกัดกระทรวงวัฒนธรรม ด้านนาฏศิลป์ ดุริยางคศิลป์ และช่างศิลป์ และวิเคราะห์ปัจจัยที่มีผลต่อประสิทธิผลของสถาบัน รวมทั้งการพัฒนาตัวชี้วัดการประเมินประสิทธิผลด้วยเทคนิคดุลยภาพ (Balanced Scorecard) เก็บรวบรวมข้อมูลจาก ผู้บริหาร และผู้สอน ของสถาบันอุดมศึกษาวิชาชีพเฉพาะสังกัดกระทรวงวัฒนธรรมทั่วประเทศรวม 18 หน่วยงาน จำนวนตัวอย่าง 316 คน วิเคราะห์ข้อมูลโดยสถิติพื้นฐานและการวิเคราะห์องค์ประกอบ (Factor Analysis) 2 ครั้ง ตรวจสอบคุณภาพตัวชี้วัดและเกณฑ์การประเมินโดยผู้ทรงคุณวุฒิ ผลการวิจัยสรุปได้ดังนี้ 1. ปัญหาอุปสรรคในการดำเนินการประกันคุณภาพการศึกษาของสถาบัน คือตัวชี้วัดและเกณฑ์การประเมินไม่สอดคล้องกับอัตลักษณ์อันเป็นลักษณะเฉพาะของสถาบัน 2. ปัจจัยที่มีผลต่อประสิทธิผลของสถาบันมีจำนวน 9 องค์ประกอบ เรียงตามลำดับคือ 1)คุณลักษณะและบทบาทผู้นำ 2)การเรียนรู้และพัฒนา 3)คุณลักษณะของผู้สำเร็จการศึกษา 4)โครงสร้างและการดำเนินงานของสถาบัน 5)การบริหารการเงิน 6)ความสามารถและความเชี่ยวชาญของคณาจารย์ 7)สภาพแวดล้อมภายในสถาบัน 8) สภาพแวดล้อมภายนอกและโอกาสของสถาบัน 9)คุณลักษณะของอาจารย์ 3. ตัวชี้วัดการประเมินประสิทธิผลด้วยเทคนิคดุลยภาพประกอบด้วย 4 มุมมอง 48 ตัวชี้วัด คือ มุมมองด้านการเงิน 10 ตัวชี้วัด มุมมองด้านลูกค้า 7 ตัวชี้วัด มุมมองด้านกระบวนการภายใน 24 ตัวชี้วัด และมุมมองด้านการเรียนรู้และพัฒนา 10 ตัวชี้วัด โดยจัดทำเกณฑ์การประเมินตัวชี้วัดในระบบแต้ม (Point System) ใช้เกณฑ์สองลักษณะ คือ เกณฑ์ตรวจสอบด้านกระบวนการ และเกณฑ์แสดงคุณภาพด้านปริมาณของตัวชี้วัด | en |
| dc.description.abstractalternative | This research aimed to study current situations as well as problems and obstacles in executing educational quality assurance of higher education Institutions under the Ministry of Culture in dramatic arts, music, and fine arts. Factors affecting the effectiveness of those institutions had also been analyzed along with the development of indicators for effectiveness evaluation using balanced scorecard technique. Data were collected from a sample group of 316 administrators, lecturers and staff from 18 institutions nationwide. The data were analyzed twice using factor analysis technique to confirm the factors in each component. The quality of indicators and evaluation criteria were verified by experts. The research results could be summarized as follows. 1. The problems in executing educational quality assurance of those were the nonconformity of indicators and evaluation criteria to the unique identity of institutions. 2. There were nine factors affecting the effectiveness of the institutions under study, which could be ranked in order of their significance as follows: 1) Characteristics and roles of leaders, 2) Learning and development, 3) Characteristics of graduates, 4) Organizational structures and operations, 5) Financial management, 6) Competence and expertise of faculty, 7) Institution’s internal environment, 8) Institution’s external environment and opportunities, and 9) Characteristics of lecturers. 3. The effective evaluation indicators based on balanced scorecard technique consisted of 4 perspectives and 48 indicators: Financial perspective – 7 indicators, Customer perspective – 7 indicators, Internal process perspective – 24 indicators, and Learning and growth perspective – 10 indicators. The evaluation criteria were based on point system: Audit criteria for process evaluation and Quality criteria for quantity of indicators evaluation. | en |
