| Abstract: | วัตถุประสงค์ของการวิจัย 1. เพื่อศึกษาโครงสร้างการบริหารงานวิชาการของโรงเรียนมัธยมศึกษาสังกัดกองการมัธยมศึกษา กรมสามัญศึกษา ในจังหวัดปราจีนบุรี 2. เพื่อศึกษากระบวนการบริหารงานวิชาการที่เป็นจริงของโรงเรียนมัธยมศึกษา สังกัดกองการมัธยมศึกษา กรมสามัญศึกษา ในจังหวัดปราจีนบุรี 3. เพื่อศึกษาปัญหาและอุปสรรคในการปฏิบัติงานที่เกิดจากโครงสร้างและกระบวนการบริหารงานวิชาการของโรงเรียนมัธยมศึกษา สังกัดกองการมัธยมศึกษา กรมสามัญศึกษา ในจังหวัดปราจีนบุรี วิธีดำเนินการวิจัย กลุ่มตัวอย่างประชากรที่ใช้ในการวิจัยครั้งนี้ประกอบด้วยผู้บริหารโรงเรียน ผู้ช่วยผู้บริหารฝ่ายวิชาการ หัวหน้าหมวดวิชา และครู อาจารย์ของโรงเรียนมัธยมศึกษาในจังหวัดปราจีนบุรี จำนวน 25 โรงเรียน จำแนกเป็นผู้บริหารโรงเรียนขนาดใหญ่ 30 คน ผู้บริหารโรงเรียนขนาดกลาง 39 คน ผู้บริหารโรงเรียนขนาดเล็ก 42 คน และครู อาจารย์โรงเรียนขนาดใหญ่ 129 คน ครู อาจารย์โรงเรียนขนาดกลาง 118 คน และครู อาจารย์โรงเรียนขนาดเล็ก 121 คน รวมเป็นกลุ่มตัวอย่างประชากรทั้งสิ้น 479 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามและแบบสัมภาษณ์ สร้างขึ้นโดยอาศัยหลักการและทฤษฎีเกี่ยวกับการบริหารงานวิชาการจากหนังสือ เอกสาร และรายงานวิจัยต่าง ๆ การวิเคราะห์ข้อมูล สถิติที่ใช้ในการวิเคราะห์ข้อมูลสำหรับการวิจัยครั้งนี้คือ ค่าร้อยละ ค่าเฉลี่ยมัชฌิมเลขคณิตและค่าเบี่ยงเบนมาตรฐาน ผลการวิจัย 1. โครงสร้างการบริหารงานวิชาการของโรงเรียนมัธยมศึกษา ในจังหวัดปราจีนบุรี 1.1. การแบ่งสายงาน โรงเรียนขนาดใหญ่แบ่งสายงานออกเป็น 4 ฝ่ายคือฝ่ายวิชาการ ฝ่ายธุรการ ฝ่ายปกครองและฝ่ายบริการ ส่วนโรงเรียนขนาดกลางและขนาดเล็กนั้นแบ่งสายงานออกเป็น 3 ฝ่ายคือฝ่ายวิชาการ ฝ่ายธุรการและฝ่ายปกครอง 1.2 ตำแหน่งผู้ช่วยฝ่ายต่าง ๆ โรงเรียนขนาดใหญ่และขนาดกลางตำแหน่งผู้ช่วยฝ่ายวิชาการจะมีมากกว่าฝ่ายอื่น ๆ ส่วนโรงเรียนขนาดเล็กนั้น ส่วนใหญ่ยังไม่มีการแต่งตั้งผู้ช่วยผู้บริหาร แต่มีการมอบหมายงานในหน้าที่นี้ให้ครูในโรงเรียนปฏิบัติหน้าที่เป็นการภายใน 1.3. การจัดการเรียนการสอน โรงเรียนทั้งสามขนาดได้จัดการเรียนการสอนครบทั้ง 8 หมวดวิชา 1.4 กรรมการวิชาการ โรงเรียนทั้งสามขนาดมีการแต่งตั้งกรรมการวิชาการเพื่อบริหารงานวิชาการร่วมกับฝ่ายบริหาร มีหัวหน้าหมวดวิชาเป็นตำแหน่งที่มีส่วนร่วมเป็นกรรมการวิชาการมากกว่าตำแหน่งอื่น ๆ 1.5. การมอบหมายงานวิชาการ โรงเรียนขนาดใหญ่และขนาดกลางได้มอบหมายงานวิชาการให้ผู้ช่วยฝ่ายวิชาการปฏิบัติการแทน ส่วนโรงเรียนขนาดเล็กนั้นได้มอบหมายให้ครู อาจารย์ในโรงเรียนปฏิบัติการแทน 2. กระบวนการบริหารงานวิชาการของโรงเรียนมัธยมศึกษา ในจังหวัดปราจีนบุรีโดยส่วนรวมแล้วโรงเรียนได้ปฏิบัติตามกระบวนการบริหารงานวิชาการด้านต่าง ๆ ในระดับน้อยเรียงลำดับการปฏิบัติได้ดังนี้ คือ การจัดเวลาเรียนของนักเรียน การจัดตารางสอน การปฏิบัติงานวิชาการของครูอาจารย์ การจัดกิจกรรมนักเรียน การประเมินผลการศึกษา การวางแผนงานวิชาการ วิธีการสอน การสอนซ่อมเสริม การใช้หลักสูตร การประเมินผลงานวิชาการ เอกสารการใช้หลักสูตร อุปกรณ์การสอน การจัดห้องวิชาการ การนิเทศงานวิชาการ และอันดับสุดท้ายคือการใช้ทรัพยากรและแหล่งวิชาในท้องถิ่น 3. ปัญหาและอุปสรรคในการปฏิบัติงานที่เกิดจากโครงสร้างและกระบวนการบริหารงานวิชาการ โดยส่วนรวมแล้วเป็นปัญหาอยู่ในระดับมาก โดยมีสาเหตุมาจาก ผู้บริหารงานวิชาการยังขาดความรู้และประสบการณ์ในงานวิชาการทำให้ไม่สามารถควบคุมและให้การนิเทศงานวิชาการแก่ครู อาจารย์ได้ดีพอและให้ความสนใจในงานด้านนี้น้อย การบริหารงานยังขาดการกระจายอำนาจและการประสานงานระหว่างผู้บริหารและครู อาจารย์ ทำให้ครู อาจารย์ขาดความจริงใจในการที่จะให้ความร่วมมือในการปฏิบัติงานและแก้ปัญหาในงานอย่างจริงจัง นอกจากนี้โรงเรียนยังไม่ได้รับความร่วมมือจากชุมชนเท่าที่ควร |
| Other Abstract: | Purposes of the study : 1. To study the Academic Administrative structure of Secondary Schools under the Auspices of the Department of General Education in Prachinburi Province. 2. To study the real Academic Administration process of Secondary Schools under the Auspices of the Department of General Education in Prachinburi. 3. To study the problems and the obstacles concerning practices in academic administrative structure and process of secondary schools under the Auspices of the Department of General Education in Prachinburi Province. Research Procedures : Samples of this study were composed of administrators, academic assistant administrators, heads of academic sectors and teachers in 25 secondary schools in Prachinburi Province: Samples were consisted of 30 administrators from the Large secondary schools, 39 administrators from the medium secondary schools, 42 administrators from the small secondary schools, 129 teachers from the large secondary schools, 118 teachers from the medium secondary schools, and 121 teachers from the small secondary schools. The total numbers of samples was 479. Tools used in this research were constructed questionnaires and interviews. They were based on the principles and theories of academic administration developed from books, documents and research reports. Data were analysed and reported in terms of percentage, arithmetic mean and standard deviation. Findings : 1. The Academic Administrative structure. 1.1 The Administrative structure in large secondary schools were divided into 4 task areas : Academic task, business management, student affairs and service. In medium and small secondary schools were divided into 3 task areas : academic task, business management and student affairs. 1.2 According to the administrator’s assistant position, the academic assistants were appointed more often than any other assistant position in large and medium secondary schools. There were no academic assistant administrators in small secondary schools, they delegated work to teachers. 1.3 According to the teaching-learning operation, the teaching-learning operation of secondary schools in Prachinburi were divided in 8 academic sectors. 1.4 According to the academic [committee], the academic [committee] were appointed to work with administrators. The Head of academic sectors were often selected as members of the academic [committee] more than any other position. 1.5 According to the line of delegations in large and medium secondary schools administrators delegated work to academic assistant administrators. In small secondary schools, administrators delegated work to teachers. 2. The administrators and teachers viewed that secondary schools in Prachinburi province carried out academic administrative tasks in low level. It could be ranked respectively as follows : students’ learning management, scheduling, academic practices of teachers, student activities, evaluation, planning for academic administration, methodology in teaching, remedial teaching, curriculum, teaching equipments, the academic room managements, supervising the academic work, and using the natural local resources and knowledge came last. 3. To study the problems and the obstacles concerning practice in academic administrative structure and process of secondary schools under the Auspices of the Department of General Education in Prachinburi Province were high. They were caused by the unexperience academic administrators who could not control and supervise their teachers. Further problems were lack of delegation of authority, lack of coordination between administrators and teachers, and lack of cooperation from the community. |
