dc.description.abstract	เด็กก่อนวัยเรียนนับเป็นประชากรกลุ่มหนึ่งที่สำคัญต่อการเจริญก้าวหน้าของประเทศ แต่เด็กในวัยนี้ส่วนมากกำลังประสบปัญหาที่สำคัญอันเป็นอุปสรรคต่อการพัฒนาให้เป็นประชากรที่มีคุณภาพและสุขอนามัยที่ดีในอนาคต ปัญหาดังกล่าวคือ ปัญหาด้านโภชนาการ ซึ่งมักเกิดกับเด็กจากครอบครัวที่ยากจนในแหล่งเสื่อมโทรมหรือชนบทที่ห่างไกล และปัญหาด้านอนามัยซึ่งเนื่องมาจากการได้รับบริการด้านสุขอนามัยไม่ทั่วถึง เด็กจึงมีภาวะเสี่ยงต่อการติดโรคและมีอัตราการป่วยและตายสูง รัฐบาลได้ตระหนักถึงความสำคัญของปัญหาที่เกิดขึ้นกับเด็กก่อนวัยเรียนอย่างจริงจังเมื่อไม่นานมานี้ จึงพยายามที่จะแก้ไขโดยเร่งด่วน การศึกษาครั้งนี้ได้ทำการศึกษานโยบายของรัฐบาลในการที่จะปรับปรุงสุขอนามัยของเด็กก่อนวัยเรียน และนำกรณีของสถานอนามัยเด็ก – กลาง นนทบุรี ขึ้นมาพิจารณาเกี่ยวกับการจัดการให้บริการ เพื่อเป็นแนวทางให้เห็นขั้นตอนและวิธีการดำเนินงาน นอกจากนี้แล้วได้ออกแบบสอบถามเพื่อศึกษาถึงความเห็นเกี่ยวกับบริการและการดำเนินงานของสถานอนามัยเด็ก – กลาง นนทบุรี จากผู้ปกครองและเจ้าหน้าที่ที่เกี่ยวข้อง เพื่อให้ทราบถึงปัญหาที่เกี่ยวข้องอีกด้วย จากการศึกษาพบว่า การดำเนินงานของสถานอนามัยเด็ก –กลาง ประสบความสำเร็จในการเลี้ยงดูเด็กที่เข้ามารับบริการให้มีสุขอนามัยโดยทั่วไปอยู่ในเกณฑ์ดี แต่กระนั้นก็ยังไม่สามารถบรรลุตามนโยบายของรัฐบาลได้อย่างสมบูรณ์นัก ทั้งนี้เพราะการดำเนินงานดังกล่าวเข้าถึงกลุ่มเป้าหมายได้เพียงส่วนน้อยเท่านั้น นอกจากนี้ยังประสบปัญหาเกี่ยวกับการจัดองค์การที่มีการแบ่งลักษณะงานต่าง ๆ อย่างสับสน การขาดแคลนเจ้าหน้าที่ การประเมินผลที่ขาดประสิทธิภาพ และอุปกรณ์เครื่องใช้ที่จำเป็นมีไม่เพียงพอ ซึ่งปัญหาที่สำคัญ ๆ เหล่านี้ควรได้รับการพิจารณาแก้ไขต่อไป วิทยานิพนธ์ฉบับนี้ได้เสนอแนะแนวทางแก้ไขและปรับปรุงไว้โดยให้มีการติดตามสุขภาพเด็กในชุมชน และปรับปรุงระบบการคัดเลือกเด็กเพื่อคัดเลือกเด็กที่เป็นเป้าหมายก่อนอื่น ควรขยายขอบเขตการให้บริการโดยจัดบริการในลักษณะที่สามารถยืดหยุ่นได้ในพื้นที่ดำเนินการต่าง ๆ อาทิ เช่น การเลี้ยงอาหารเด็กในชุมชน และการเยี่ยมบ้านเพื่อบริการ ทางด้านการจัดแบ่งงานนั้นก็ควรให้สอดคล้องกับลักษณะงานที่ปฎิบัติจริง มีการจัดสรรเจ้าหน้าที่ให้เพียงพอและเหมาะสมกับลักษณะงาน และควรสนับสนุนในการพัฒนาเจ้าหน้าที่ด้วย นอกจากนี้ควรแสวงหาความร่วมมือจากชุมชนในด้านต่าง ๆ และสนับสนุนผู้ปกครองให้เข้ามามีส่วนร่วมในการช่วยงานบริการแก่เด็ก
dc.description.abstractalternative	Pre – school children are one of the significant population groups which is important to the national progress. However, most of the children at this age are facing with some critical problems which obstruct them from developing to be the valuable and healthful manpower in the future. One of these problems is nutrition which often strikes those among the poor and prolificity families in slum as well as in countryside. Another problem pertains to health which is due to the lack of efficient service. The result is that many children are in the risk of infection and their rate of sickness and death is considerably high. The government, by having seriously realized the importance of these problems recently, endeavours to solve them urgently. This study emphasizes on how to improve pre – school children’s health according to the government policy, and brings Central Preventorium for Children – Nonthaburi up to be a case study of service managing in this field, so that it should demonstrate its step and operation clearly. Addition to this, questionnaires have been circulated among the parent and concerning officers to find out about its services and operation. The solution brought out from this study is that the Central Preventorium – Nontaburi succeeds in caring pre – school children to be healthy. However, it cannot obtain the government’s policy completely because only a few of hard core groups can get its service. Moreover, the problems of disorderly organizing system, lacking of worker, inefficient evaluation and inadequacy of essential equipments are also concerned. This thesis also presents some suggestions. Those are trying to follow – up the health of pre – school children in community and improving its selection in order to select those hard core first. More than that, it should expand the service limitation by having some flexible services which can take place in any areas such as feeding station and home care service. About division of work, it should be set according to its actual case in practice. And it is necessary to search for enough and suitable workers, support them in development. Besides, seeking the cooperation from the community and promote them especially the parent to help in its child’s service will be useful.
