| Abstract: | การวิจัยครั้งนี้มีจุดมุ่งหมาย 1. เพื่อศึกษากระบวนการบริหารงานความสัมพันธ์ระหว่างโรงเรียนกับชุมชนของผู้บริหารโรงเรียนประถมศึกษาดีเด่น สังกัดสำนักงานการประถมศึกษาจังหวัดลพบุรี 2. เพื่อศึกษาปัญหาการบริหารงานความสัมพันธ์ระหว่างโรงเรียนกับชุมชนของผู้บริหารโรงเรียนประถมศึกษาดีเด่น สังกัดสำนักงานการประถมศึกษาจังหวัดลพบุรี ผลการวิจัยพบว่า โรงเรียนประถมศึกษาดีเด่นมีการกำหนดนโยบาย ปรัชญาและวัตถุประสงค์ ของโรงเรียนไว้อย่างชัดเจน การวางแผนงานความสัมพันธ์ระหว่างโรงเรียนกับชุมชนให้คณะครูประชุมร่วม กับกรรมการศึกษา ประเภทของแผนที่จัดทำ ได้แก่ แผนประจำปี แผน 1-3 ปี และแผนควบคุมกำกับ การจัดองค์การไม่มีการจัดโครงสร้างการบริหารงานความสัมพันธ์ระหว่างโรงเรียนกับชุมชนโดยเฉพาะทุกโรงเรียน มีโครงสร้าง 6 งาน ตามที่สำนักงานคณะกรรมการการประถมศึกษากำหนด การจัดคนเข้าทำงานใช้วิธีการ สังเกตความถนัดและศึกษาประวัติของบุคลากร การอำนวยการมีการสั่งงานด้วยวาจาและเป็นลายลักษณ์ อักษรตามลักษณะของงาน การตัดสินใจใช้วิธีสั่งการ ดำเนินการโดยผู้บริหารเสนอให้ผู้เกี่ยวข้องทราบแล้ว ตัดสินใจร่วมกัน การติดตามและควบคุมการทำงานใช้วิธีการรายงาน การประชุม การสังเกตและการสัมภาษณ์โรงเรียนประถมศึกษาดีเด่นไม่มีปัญหาการบริหารงานด้านงานความสัมพันธ์ระหว่างโรงเรียนกับชุมชน เพราะโรงเรียนใช้วิธีการตัดสินใจในรูปกลุ่มทำงานเปิดโอกาสให้ครูและกรรมการศึกษามีส่วนร่วมในการบริหาร การมอบหมายงานที่เหมาะสมกับบุคลากร การเตรียมการโดยยึดแผนโครงการเป็นหลัก |
| Other Abstract: | The purposes of the study were to study the administrative process and problems of school and community relations executed by outstanding elementany school administrators under the jurisdiction of the Office of Lop Buri Provincial Primary Education. Findings were 1) outstanding elementary schools formulated clear school philosophy, policy and objectives; 2) master plan for fostering school and community relationship was collectively developed by teachers and School Community Board of Education. The master plan were consequently developed into annual plan, one-three years plan, and monitoring plan; 3) school and community relationship was not clearly incorporated into school organizational structure in every school. Nevertheless schools implemented six school's tasks organizational structure prescribed by the office of National Primary Education Commission; A) staffing process was done by observing individual aptitude, competency and personal background; 5) directing process was carried out by both verbal and written communication varying and suitable to assigned tasks; 6) decision-making process was done by ordering resulted from collective consultation thence school administrator's final decision; 7) controlling and follow-up process was carried out by judging from report, meetings, observation, and interview. It was found that there was no problem in the outstanding primary schools in terms of administering school community relationship since most schools used collective decision-making process by setting up working group which teachers and members of School Community Education Board participated in appropriate school administration namely job delegation suitable for assigned staff, and plan-project oriented operation. |
