dc.description.abstract	การวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อศึกษาการจัดกิจกรรมการพัฒนาบุคลากร และปัญหาในการจัดกิจกรรมการพัฒนาบุคลากรในโรงเรียนประถมศึกษา สังกัดสำนักงานการประถมศึกษาจังหวัดสมุทรสาคร ผลการวิจัยพบว่าโรงเรียนส่วนใหญ่มีการกำหนดนโยบายและวัตถุประสงค์ในการพัฒนาบุคลากรไว้เป็นลายลักษณ์อักษร ซึ่งนโยบายดังกล่าวเป็นนโยบายระยะสั้นที่เกี่ยวกับกิจกรรมการพัฒนาบุคลากร ซึ่งมีความสอดคล่องกับนโยบายของหน่วยงานในระดับสูง และมีการวางแผนอย่างเป็นระบบ สำหรับกิจกรรมการพัฒนาบุคลากรทั้ง 8 กิจกรรมนั้น โรงเรียนส่วนมากมีการดำเนินการ และกิจกรรมที่ต้องการให้จัดมากที่สุด คือ การฝึกอบรมหรือประชุมเชิงปฏิบัติการ รองลงมา คือ การสัมมนาทางวิชาการ ส่วนกิจกรรมที่ต้องการให้มีการดำเนินการน้อยที่สุด คือ การสับเปลี่ยนหน้าที่ ในการจัดกิจกรรมโรงเรียนมีการประเมินผล เพื่อนำผลไปปรับปรุงการจัดครั้งต่อไป ปัญหาในการจัดกิจกรรมการพัฒนาบุคลากร ผลการวิจัยพบว่า ปัญหาที่มีอยู่ในระดับมาก ได้แก่ การขาดงบประมาณ ไม่มีการจัดสรรงบประมาณไว้เป็นสัดส่วนและปัญหาการขาดเอกสาร วารสาร และตำราทางการวิชาการ ที่จะเอื้ออำนวยต่อการจัดกิจกรรม รวมถึงไม่สามารถกำหนดนโยบายให้สอดคล้องกับความต้องการของครู-อาจารย์ได้ ส่วนปัญหาอื่น ๆ อยู่ในระดับน้อย
dc.description.abstractalternative	The purposes of this research are to study the organization of personnel development activities and the problems of the organization of personnel development activities in elementary schools under the jurisdiction of the provincial primary education in Changwat Samut Sakhon. The findings revealed that most schools had set up the personnel development policy and objectives in written document. The durations of each policy were short and in correspondence with the policy of the authority unit. Besides, there was a systematic planning. As for 8 personnel development activities, they were mostly conducted. The activity needed most was the training or workshop. The second one was seminar, whereas the position rotation was needed least. In organizing the school activities there were evaluations for the development of the next activities. Problems in organizing personnel development activities were : lack of funds, improper provision of budget, lack of documents, journals and academic material for the organization of personnel development activities. In addition, the policy was unable to bet set up to serve the teacher’s need. The other problems were negligible.
