dc.description.abstract	การศึกษาและการวางแผนครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาสภาพและแนวโน้มการเปลี่ยนแปลงของอำเภอเกาะพะงัน (โดยเน้นเฉพาะเกาะพะงัน ซึ่งประกอบด้วย ตำบล เกาะพะงันและตำบลบ้านใต้) ในด้านกายภาพสิ่งแวดล้อม และเศรษฐกิจสังคม พร้อมทั้งจัดทำข้อเสนอแนะการพัฒนาด้านต่างๆ ผลการศึกษาพบว่า เกาะพะงันเป็นชุมชนที่มีทรัพยากรธรรมชาติมาก และค่อนข้างสมบูรณ์ แต่การใช้ประโยชน์ทรัพยากรยังไม่เหมาะสม ประชากรส่วนใหญ่ประกอบอาชีพเกษตรกรรม โดยเฉพาะการทำสวนมะพร้าว และการประมง โดยมีอาชีรับจ้าง เลี้ยงสัตว์ในครัวเรือน เป็นอาชีพเสริม ส่วนการค้า และบริการ เป็นอาชีพที่กำลังขยายตัว เนื่องมาจากการขยายตัวทางการท่องเที่ยว เกาะพะงันประสบปัญหาที่สำคัญหลายด้าน คือ การบุกรุกทำลายป่า การใช้ประโยชน์ทรัพยากรไม่เหมาะสม การขาดแคลนน้ำเพื่ออุปโภค บริโภค และการชลประทาน ปัญหาความด้อยพัฒนาด้านการผลิต โครงสร้างพื้นฐานและบริการ ประชากรมีรายได้เฉลี่ยปานกลางค่อนข้างต่ำ และมีการกระจายรายได้น้อยมาก ทั้งนี้เกี่ยวเนื่องมาจากปัญหาด้านผลผลิตและราคาที่ตกต่ำ จึงเป็นผลให้มีประชากรอพยพออกมาก ในปัจจุบัน เกาะพะงันมีการขยายตัวด้านการท่องเที่ยวอย่างรวดเร็ว แต่ยังขาดทิศทาง และมาตรการในการรักษาสภาพแวดล้อม อย่างไรก็ตาม ทรัพยากรของเกาะพะงัน ยังมีศักยภาพในการที่จะพัฒนาเศรษฐกิจ เกาะพะงันให้ดีขึ้นอีก ถ้าหากมีการจัดการที่เหมาะสม เช่น ศักยภาพในการขยายและยกระดับการผลิตทางการเกษตร และศักยภาพในการพัฒนาการท่องเที่ยว เป็นต้น ผลของการศึกษาได้ให้ข้อเสนอแนะการพัฒนาให้เกาะพะงันเป็นชุมชนเกษตรกรรมที่มีการปรับปรุง และกระจายการผลิตให้สูงขึ้น สามารถพึ่งตนเองได้ในระดับหนึ่ง และเป็นแหล่งท่องเที่ยวทางธรรมชาติแบบสงบ ภายใต้การคงรักษาเอกลักษณ์ และสภาพแวดล้อมทางธรรมชาติ ที่ผสมผสานกับวัฒนธรรมท้องถิ่นของเกาะพะงันไว้ โดยกำหนดให้มีแผนพัฒนาด้านต่างๆ ดังนี้ แผนการใช้ประโยชน์ที่ดินเพื่อการอนุรักษ์และพัฒนาอย่างเหมาะสม แผนพัฒนาการผลิตทางเกษตรกรรม แผนปรับปรุงโครงสร้างพื้นฐาน และบริการ แผนพัฒนาแหล่งน้ำ แผนพัฒนาการท่องเที่ยว และแผนการปรับปรุงองค์กรให้มีขีดความสามารถที่สูงขึ้น และให้ประชากรมีส่วนร่วมมากขึ้น ทั้งนี้โดยเสนอให้มีการจัดตั้งคณะกรรมการการใช้ประโยชน์ที่ดิน และการพัฒนาการท่องเที่ยวขึ้น และใช้กฎหมายที่มีอยู่ หรือการออกกฎหมายใหม่ใช้บังคับตามความจำเป็น	-
dc.description.abstractalternative	This study and development planning was carried out with the aims to examine the present condition and future trends of Amphoe Ko Phangan (specifically in Ko Phangan consist of Tambon Ko Phangan and Tambon Ban Tai) in environmental and socio-economical aspects, and to propose for appropriate development plans. The result of the study revealed that Ko Phangan has a rich amount of natural resources but not being properly utilized. Most of people involve in agriculture, especially coconut growing and fisheries and supplement their income by raising animals in their households or by taking labour works. Trade and services are the rapidly expanding occupation due to increasing in tourism. Currently important problems of Ko Phangan include illegal deforestation, improper utilization of natural resources, inadequate water for consumption and irrigation, inefficient productivity, inadiquate infrastructure and services. Per capita income was relatively low and not well distributed, resulting in high level of migration. Moreover, tourism in Ko Phangan at present is expanding rapidly without proper direction and conservative measures for ideal environment. However, Ko Phangan has high potentials for economic development under proper management of the resources, including potentials for expansion and increases in agricultural productivity and tourism. The study suggested that Ko Phangan should be developed as and agricultural community with high productivity, being selt-reliant at certain level, and natural place of tourist attraction in passive atmosphere, while maintaining its identity, natural environment that is in accordance with the local cultures. The proposed development plans are land use plan for conservation and appropriate development, agricultural productivity development plan, infrastructure and service development plan, water resource development plan, tourism development plan and organization improvement plan for higher efficiency and greater community participation. A committee should be organized to plan and control for land uses and tourism development with the existing laws or passing the new one for enforcement as necessary.	-
