| dc.description.abstract | การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อศึกษาแนวโน้มการจัดห้องสมุดประชาชนจังหวัด สังกัดกระทรวงศึกษาธิการ ปีพุทธศักราช 2543 ซึ่งแบ่งออกเป็น 5 ระดับ คือ อาคารสถานที่ โครงสร้างการบริหารงาน วัตถุประสงค์ บทบาทและหน้าที่ การบริการและกิจกรรม วัสดุ อุปกรณ์ และครุภัณฑ์ และการประเมินผลใช้เทคนิคการวิจัยอนาคต แบบ EDFR (Ethnographic Delphi Futures Research) เก็บรวบรวมข้อมูลจากผู้เชี่ยวชาญ ด้านห้องสมุดประชาชนจังหวัด สังกัดกระทรวงศึกษาธิการ จำนวน 22 ท่าน รวม 3 รอบ รอบที่ 1 เป็นการสัมภาษณ์ รอบที่ 2-3 เป็นแบบสอบถาม ซึ่งผู้วิจัยสร้างขึ้นโดยใช้ข้อมูลที่ได้จากการสัมภาษณ์ในรอบที่ 1 นำข้อมูลมาวิเคราะห์ค่าสถิติ โดยการคำนวณค่ามัธยฐาน ฐานนิยมและพิสัยระหว่างควอไตล์ เพื่อสรุปเป็นแนวโน้มการจัดห้องสมุดประชาชนจังหวัด สังกัดกระทรวงศึกษาธิการ ปีพุทธศักราช 2543 โดยใช้คำและใจความหลักที่กลุ่มผู้เชี่ยวชาญมีความเห็นสอดคล้องกัน ปรากฎผลดังนี้ 1) อาคารสถานที่ ที่ยังอาศัยอยู่กับหน่วยงานอื่น ๆ จะได้รับงบประมาณสร้างใหม่เป็นเอกเทศ 2) แนวทางพัฒนาบุคลากรจะเป็นการให้ความรู้ด้านบรรณรักษศาสตร์เพิ่มเติม วัตถุประสงค์การจัดตั้งที่จะเพิ่มและเน้น จะเป็นการให้บริการข่าวสารข้อมูลต่าง ๆ โดยสื่อทุกรูปแบบบทบาทและหน้าที่จะเป็นศูนย์รวมของวิทยาการทุกสาขาวิชา การร่วมมือกับศูนย์ฯ ภาค, ศูนย์ฯ, จังหวัด ห้องสมุดอำเภอ จะเป็นการร่วมมือกันหาแนวทางพัฒนาการดำเนินงานและแก้ปัญหาที่เกิดขึ้น การใช้สื่อที่มีอยู่ให้เกิดประโยชน์สูงสุด 3) การบริการและกิจกรรมจะส่งเสริมและพัฒนาระบบเครือข่ายการเรียนรู้ โดยใช้สื่อสนเทศเป็นสาระหลัก และให้บริการด้านวิทยาศาสตร์และเทคโนโลยีมาขึ้น 4) วัสดุ อุปกรณ์ และครุภัณฑ์ จะมีลักษณะที่ผู้ใช้บริการสามารถเรียนรู้และใช้ได้ด้วยตนเอง มีเนื้อหาสอดคล้องกับสภาพสังคมและสภาพแวดล้อม 5) การประเมินผล เน้นให้ผู้ปฏิบัติงานประเมินตนเอง การนำความรู้ที่ได้รับไปใช้ประโยชน์ของประชาชน โดยจะประเมินความก้าวหน้า ในการดำเนินงานทุกด้าน | - |
| dc.description.abstractalternative | The main purpose of this research was to study the trends of provincial public library management under the jurisdiction of the Ministry of Education B.E. 2543. Divided into 5 parts :- 1) building and premise 2) administration structure, objective, role and duty 3) service and activities 4) materials and study aids 5) evaluation. The research methodology consists of the EDFR (Ethnographic Delphi Futures Research) to ask the opinion of 22 experts in the field provincial public library under the jurisdiction in the Ministry of Education, three rounds. The tools was designed by the researcher; the first round was interviewed, the occurred and the third round were questionnaires. Data were summarized in statistically; that is analyzed by means of median, mode and interquartile ranges. The research is used as a guildline of provincial public library management under the jurisdiction of the Ministry of Education B.E.2543, through wording and concurrent context agreed by most esperts. The result is as follows :- 1) Building and premises depend on other section and will receives the budget to build the new building and, independently 2) Personal development. The purpose of provincial public library is to increase and stress services in various forms. Role and duty will be center of learning resource. Cooperation is to administer and solve problems. Use of media is for the most benefit. 3) Services and activities will encourage and development the brance of learning system through information and more technological and scientific service. 4) Materials and study aids; user can learn and use by themselves, content of material and study aids will related with social and environment. 5) Evaluation will stress librarian to evaluate themselves, people who're user can use. | - |
