| dc.description.abstract | การวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนาแผนยุทธศาสตร์องค์กรไอซีทีแห่งการเรียนรู้ตามแนวทางการพัฒนาคุณภาพการบริหารจัดการภาครัฐ (PMQA) เป็นการวิจัยและพัฒนาที่ใช้วิธีแบบผสมโดยใช้การวิจัยเชิงคุณภาพและเชิงปริมาณ การวิจัยเชิงคุณภาพประกอบด้วย การสัมภาษณ์ผู้บริหารขององค์กรไอซีทีจำนวน 5 คน และผู้เชี่ยวชาญด้านกรอบรางวัลคุณภาพการจัดการภาครัฐจำนวน 2 คน และการจัดสัมมนาเชิงปฏิบัติการกับกลุ่มตัวอย่าง จำนวน 19 คน การวิจัยเชิงปริมาณใช้การวิจัยเชิงสำรวจ เก็บข้อมูลด้วยแบบสอบถามกับกลุ่มตัวอย่างจำนวน 416 คน ที่เป็นผู้บริหารและผู้ปฏิบัติงานในสถาบันอุดมศึกษาจำนวน 19 แห่ง เครื่องมือที่ใช้ในการวิจัยได้แก่ แบบสัมภาษณ์กึ่งโครงสร้าง และแบบสอบถาม วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา การวิเคราะห์ค่า t-test ค่าเฉลี่ยและ ส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1.องค์กรไอซีทีมีสภาพการเป็นองค์กรแห่งการเรียนรู้ โดยรวมในระดับมาก แต่ยังมีความต้องการเป็นองค์กรแห่งการเรียนรู้ โดยรวมในระดับมากที่สุด ผลการเปรียบเทียบสภาพและความต้องการการเป็นองค์กรแห่งการเรียนรู้ พบว่าแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 2.ผู้เชี่ยวชาญมีความเห็นว่า หน่วยงานขาดบุคลากรพัฒนาระบบสารสนเทศเพื่อการจัดเก็บความรู้ บุคลากรขาดความรู้เรื่องการจัดการความรู้เพื่อการพัฒนาองค์กรแห่งการเรียนรู้ และขาดกระบวนการติดตามการใช้ความรู้จากการแลกเปลี่ยนเรียนรู้ 3.แผนยุทธศาสตร์องค์กรไอซีทีแห่งการเรียนรู้ประกอบไปด้วย วิสัยทัศน์: องค์กรไอซีทีจะเป็นองค์กรแห่งการเรียนรู้ที่มีการเรียนรู้ร่วมกันโดยใช้ไอซีทีเป็นฐานและสร้างสรรค์นวัตกรรมเพื่อสร้างความเป็นเลิศ และการใช้ไอซีทีสนับสนุนการจัดการศึกษาตามมาตรฐานสากลอย่างมืออาชีพ มีพันธกิจ 6 ข้อ ได้แก่ 1) สร้างระบบแรงจูงใจเพื่อกระตุ้นให้เกิดการเรียนรู้ระหว่างกัน 2) ส่งเสริมการใช้ไอซีทีเพื่อเป็นเครื่องมือแลกเปลี่ยนเรียนรู้ร่วมกันอย่างต่อเนื่อง 3) สร้างมูลค่าเพิ่มให้กับองค์กรด้านการบริการสู่ความเป็นเลิศเพื่อให้เกิดองค์ความรู้ใหม่ในการให้บริการด้านสารสนเทศ 4) พัฒนาสภาพแวดล้อมที่เอื้อต่อการเรียนรู้ร่วมกัน 5) ส่งเสริมการมีส่วนร่วมของบุคลากรและผู้มีส่วนได้ส่วนเสียเพื่อให้เกิดการเรียนรู้ร่วมกันอย่างต่อเนื่อง 6) กำหนดวิธีการจัดเก็บและการนำองค์ความรู้มาใช้โดยผ่านระบบเครือข่ายคอมพิวเตอร์ และประกอบด้วย 5 เป้าประสงค์ 7 นโยบาย 7 ยุทธศาสตร์ 5 แผนงาน และ 10 โครงการ | en_US |
| dc.description.abstractalternative | This research’s objective was to develop an ICT Learning Organizations Strategic Plan Based on Public Sector Management Quality Award Framework (PMQA). The research employed the mixed methods – combining both qualitative and quantitative methods. The qualitative approach was conducted with the interview of five executives of ICT organization, and 2 two experts in PMQA, and the workshop seminar with 19 subjects. The quantitative method was conducted by sending out a questionnaire to 416 subjects who were executives and employees in 19 higher educational institutes. The research tools used were the semi-structure interview form and questionnaires. The data was analyzed by content analysis, t-test, mean, and standard deviation. The research revealed that: 1.ICT organization in overall had the characteristics of a learning organization in a high level but the needs to become a learning organization in overall were at the highest level. The result of the comparison between the characteristics and the needs to become a learning organization showed a significant statistical difference at 0.05. 2.The experts indicated that the organization needed personnel to develop an IT system to archive and store knowledge, personnel lacked knowledge management and learning organization understanding and a monitoring process for knowledge sharing was needed. 3.The learning organization strategic plan for ICT organization consists of vision: ICT organization would be a learning organization with learning together using ICT, to create an innovation to achieve excellence, and use ICT to professionally support the management of education at the international standard. There were six missions: 1) to create an incentive system to stimulate team learning, 2) to promote the continuous use of ICT as a tool for of knowledge sharing, 3) to create added value to the organization in regards to the excellent service that facilitated a new knowledge in IT services; 4) to develop an environment that supported collaborative learning, 5) to promote the participation of personnel and stakeholders in creating the continuous collaborative learning, and 6) to specify an archiving method and the employment of knowledge through a computer networking system. There were also five goals , seven policies, seven strategies, five plans and ten projects. | en_US |
