| dc.description.abstract | ใบรับรองอิเล็กทรอนิกส์ จำเป็นต่อการทำให้ธุรกรรมอิเล็กทรอนิกส์มีความน่าเชื่อถือ งานวิจัยนี้นำเสนอการประเมินการให้บริการของผู้ให้บริการออกใบรับรองอิเล็กทรอนิกส์ในประเทศไทยโดยใช้ข้อมูลสาธารณะที่ผู้ใช้บริการสามารถเข้าถึงได้ เพื่อที่ผู้บริโภคจะได้ตระหนักถึงเรื่องที่ควรทราบและบริการที่ควรได้รับจากผู้ให้บริการ การประเมินอ้างอิงจากมาตรฐาน กฎหมายที่เกี่ยวข้อง และความพึงพอใจของผู้บริโภคต่อข้อมูลที่ได้รับ ซึ่งผู้บริโภคสามารถประเมินได้ด้วยตนเอง นอกจากนี้ผู้ให้บริการยังสามารถนำนำแนวทางการประเมินนี้ไปใช้ปรับปรุงการให้ข้อมูลสาธารณะที่เกี่ยวเนื่องกับบริการของตน จากการวิเคราะห์ข้อมูลสาธารณะ มาตรฐานสากลและข้อกฎหมายที่เกี่ยวข้อง สามารถสร้างแบบประเมิน ที่มีการกำหนดประเด็นทั้งหมด 33 ข้อ แบ่งเป็น 5 หมวดคือ หมวดข้อมูลเกี่ยวกับการสมัคร หมวดข้อมูลเกี่ยวกับการใช้งานใบรับรอง หมวดข้อมูลเกี่ยวกับความมั่นคงของบริการ หมวดข้อมูลเกี่ยวกับมาตรฐานการดำเนินงาน และหมวดข้อมูลทั่วไป และทำการประเมินหน่วยงานที่ให้บริการใบรับรองอิเล็กทรอนิกส์ในประเทศไทย ที่เปิดให้บริการต่อประชาชนทั่วไป ซึ่งในปัจจุบันมีอยู่ 2 หน่วยงาน คือ บริษัท ทีโอที จำกัด (มหาชน) และ บริษัท กสท โทรคมนาคม จำกัด (มหาชน) โดยใช้ Symantec Corporation (VeriSign) ซึ่งเป็นผู้ให้บริการใบรับรองอิเล็กทรอนิกส์ระดับสากลมาเพื่อเป็นบรรทัดฐาน ผลการประเมิน ทีโอที ได้คะแนนใกล้เคียงกับ VeriSign เพราะมีข้อมูลรายละเอียดครบถ้วน และเป็นข้อมูลภาษาไทย รวมทั้งมีช่องทางการให้บริการลูกค้าทางโทรศัพท์ ในขณะที่ VeriSign แม้จะมีทุกอย่างที่กล่าวมาข้างต้น แต่เป็นข้อมูลภาษาอังกฤษซึ่งทำความเข้าใจได้ยากกว่า ส่วน กสทได้คะแนนต่ำกว่า เพราะยังขาดข้อมูลในส่วนสำคัญต่อการใช้งานอยู่หลายจุด | en_US |
| dc.description.abstractalternative | The Digital Certificate is required to secure electronic transactions. This research proposes an approach to assess Thai Certificate Authority using public information readily available to customers. The assessment is based on standards, relevant legislation and consumers’ satisfaction to the received information. Consumers can use this to assess service on their own. Also, service providers can apply this approach to improve the public information provided about their services. From the analysis of public information, as well as relevant standards and legislation, 33 issues have been identified for assessment, classified into 5 categories: information on application,information on certificate usage, information on security of service, information on operation standardsand general information. At present, there are two such authorities: TOT and CAT, with Symantec Corporation (VeriSign), an international certificate authority, as a benchmark. TOT received an assessment score similar to VeriSign, as it provides complete information in Thai. CAT received a low score as it lacks information that is important for usage. | en_US |
