dc.description.abstract	วิทยานิพนธ์ฉบับนี้มุ่งศึกษาความเปลี่ยนแปลงสำคัญที่เกิดขึ้นในการดำเนินนโยบายต่างประเทศของไทยต่อประเทศเพื่อนบ้านอันประกอบด้วย กัมพูชา ลาว พม่า และเวียดนาม ภายใต้รัฐบาลพันตำรวจโททักษิณ ชินวัตร ระหว่าง พ.ศ. 2544-2547 โดยนำยุทธศาสตร์ความร่วมมือทางเศรษฐกิจอิรวดี-เจ้าพระยา-แม่โขงหรือ ACMECS (Ayeyawady-Chao Phraya-Mekong Economic Cooperation Strategy) มาเป็นกรณีศึกษา และใช้กรอบความคิดว่าด้วย regimes เป็นแนวทางในการวิเคราะห์ จากการศึกษาพบว่า นโยบายต่างประเทศของไทยต่อประเทศเพื่อนบ้านภายใต้รัฐบาล พันตำรวจโททักษิณ ชินวัตร มีความแตกต่างอย่างมีนัยยะสำคัญจากนโยบายต่างประเทศของรัฐบาลสมัยก่อนหน้า ในแง่ของสาระที่มีเป้าหมายชัดเจนในการที่จะกำหนดจุดยืนของประเทศไทย ในฐานะศูนย์กลางเศรษฐกิจของภูมิภาคและประเทศผู้ให้ โดยใช้การทูตเชิงเศรษฐกิจเป็นเครื่องมือหลักในการดำเนินนโยบาย บนพื้นฐานของการสร้างความไว้เนื้อเชื่อใจระหว่างไทยกับประเทศเพื่อนบ้าน และในวิธีการดำเนินนโยบายที่เป็นความริเริ่มโดยตรงจากรัฐบาล กล่าวโดยสรุป ACMECS เป็นความริเริ่มที่สร้างสรรค์และเป็นมิติใหม่ในการดำเนินความสัมพันธ์ระหว่างไทยและประเทศเพื่อนบ้าน อันจะนำมาซึ่งประโยชน์สุขของทุกประเทศสมาชิกที่เกี่ยวข้อง โดยจำเป็นอย่างยิ่งที่ทุกฝ่ายจะต้องเล็งเห็นความสำคัญและให้ความร่วมมือต่อกันในการขับเคลื่อน ACMECS ให้เป็นกลไกที่นำไปสู่การพัฒนาอย่างยั่งยืนต่อไป	en_US
dc.description.abstractalternative	The purpose of this study is to examine a significant change in the Thai foreign policy toward neighboring countries under Thaksin Shinawatra's government (2001-2004). The Ayeyaway-Chao Phraya-Mekong Economic Cooperation Strategy or ACMECS is chosen as a case study to illustrate such change while the concept of regimes provides an analytical framework for the study. The study shows that Thai foreign policy toward neighboring countries including Cambodia Laos Myanmar and Vietnam under Thaksin Shinawatra's government is relatively different from those undertaken by the previous governments both in substances and administrative style. Thus, the Thaksin's government has attempted to reposition Thailand to be an economic hub of the region and as a donor country. Economic diplomacy is the key instrument in bringing about this new foreign policy initiative along with the implementation of various confidence building measures in order to build trust between Thailand and its counterparts. In addition, the top-down administrative style is also carried out. In short, ACMECS can be considered as an initiative as well as a new approach in conducting foreign policy toward the neighboring countries which hopefully will benefit all. In this light, it is also important that all parties concerned place the utmost importance in moving ACMECS forward so that ACMECS can truly become an effective mechanism in bringing sustainable development hence a long-lasting peace in the region.	en_US
