| dc.description.abstract | การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ติดตามการขับเคลื่อน ผลผลิต และผลลัพธ์ของนโยบายการบริหารและการพัฒนาจังหวัดชายแดนภาคใต้ พ.ศ. 2555 – 2557 (2) วิเคราะห์อุปสรรคในการขับเคลื่อนนโยบายฯ และ (3) สังเคราะห์และเสนอแนวทางแก้ไขอุปสรรคในการขับเคลื่อนนโยบายฯ การวิจัยนี้เป็นการวิจัยเชิงผสม ประกอบด้วยการวิจัยเชิงคุณภาพ โดยการวิจัยเอกสารและการสัมภาษณ์ รวมทั้งการวิจัยเชิงปริมาณโดยใช้แบบบันทึกข้อมูลและแบบสอบถาม ผลการวิจัยปรากฏว่า (1) ในการติดตามการขับเคลื่อนนโยบายด้านทรัพยากรที่ใช้เพียงพอแต่ยังขาดความสมดุลระหว่างด้านความมั่นคงและการพัฒนา ด้านเส้นทางนโยบายมีความเชื่อมโยงและเหมาะสม ด้านกระบวนการและกลไกสอดคล้องกันแต่ยังบูรณาการไม่สมบูรณ์ ด้านภาคีได้รับความร่วมมือดีขึ้นจากประชาชน ภาคประชาสังคม เอกชน และต่างประเทศ ส่วนขบวนการลดการก่อเหตุรุนแรงแต่เปลี่ยนมาต่อสู้ทางความคิดอย่างเปิดเผยมากขึ้น ในการติดตามผลผลิต เหตุการณ์ความรุนแรง การสูญเสียประชากรและเจ้าหน้าที่ความมั่นคงมีแนวโน้มลดลง ส่วนการสิ้นเปลืองยุทโธปกรณ์และงบประมาณมีแนวโน้มสูงขึ้น และในการติดตามผลลัพธ์ มีระดับความพึงพอใจอยู่ในระดับ“ปานกลาง”ทั้งในด้านการบรรลุวัตถุประสงค์ ความเท่าเทียม และเสรีภาพ (2) อุปสรรคที่สำคัญคืออุปสรรคในการบูรณาการให้การจัดสรรทรัพยากรมีสัดส่วนด้านความมั่นคงและการพัฒนาที่เหมาะสมภายใต้สถานการณ์ที่เปลี่ยนแปลงอย่างรวดเร็ว รวมทั้งบูรณาการกลไกความมั่นคงและการพัฒนา และอุปสรรคจากการที่ต่างประเทศ องค์การระหว่างประเทศ หรือภาคประชาสังคมอาจถูกขบวนการใช้เป็นเครื่องมือในการต่อสู้ทางการเมืองได้ (3) ข้อเสนอแนวทางแก้ไขอุปสรรคควรปรับปรุงให้การขับเคลื่อนนโยบายมีความสมดุลระหว่างด้านความมั่นคงและพัฒนา ให้กลไกและภาคีในการขับเคลื่อนนโยบายมีพื้นฐานความเข้าใจที่ถูกต้อง และปรับปรุงให้กระบวนการและกลไกในการขับเคลื่อนนโยบายมีประสิทธิภาพ | - |
| dc.description.abstractalternative | The objectives are (1) to monitor the implementation; output; and outcome of the Southern Border Provinces Administration and Development Policy, 2012 – 2014, (2) to analyze obstacles in the implementation, and (3) to synthesize and recommend approaches to resolve such obstacles. This research used mixed method composing qualitative research by documentary research and interview while quantitative research used a case record form and questionnaires. The result illustrates that, (1) by implementation, the resources were adequate but not balanced, the policy paths were consisted and suitable, the processes and mechanisms were consisted but the integration was not perfect, the partners were more cooperative, the insurgent reduced violent actions and fight ideologically. By output, the number of violent incidents; casualties both citizens and security officials tend to reduce, but the number of equipment waste and budget used tend to increase. By outcome, the levels of satisfaction in objectives achievement; equity and freedom were ‘medium’. (2) The obstacles were the integration among security and development sections in a rapidly changing situation, and partners can be used by the insurgents. (3) Recommendations are improving the balance between security and development, provide the correct understanding to mechanisms and partners, and improving the process and mechanisms. | - |
