| dc.description.abstract | การศึกษาวิจัยนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาแนวทางการบริหารการจัดการเกี่ยวกับการข้อมูลส่วนบุคคลตามพระราชบัญญัติคุ้มครองข้อมูลส่วนบุคคล พ.ศ. 2562 2) เพื่อศึกษาการบริหารการจัดการเกี่ยวกับข้อมูลส่วนบุคคลของพรรคประชาธิปัตย์ 3) เพื่อศึกษาแนวทางในการพัฒนาการบริหารการจัดการข้อมูลส่วนบุคคลของพรรคประชาธิปัตย์ วิธีดำเนินการวิจัยนั้น ใช้การวิจัยเชิงคุณภาพ ด้วยการศึกษาข้อมูลทางเอกสารและการสัมภาษณ์กลุ่มเป้าหมายแบบเจาะลึก โดยใช้แบบสัมภาษณ์กึ่งโครงสร้าง ใช้วิธีการเลือกผู้ให้ข้อมูลสำคัญแบบเฉพาะเจาะจงจำนวน 9 คน ประกอบด้วย 1) กลุ่มเจ้าหน้าที่ผู้ปฏิบัติงานและผู้บริหารสำนักงานคณะกรรมการคุ้มครองข้อมูลส่วนบุคคล จำนวน 2 คน 2) กลุ่มเจ้าหน้าที่ผู้ปฏิบัติงานและผู้บริหารพรรคประชาธิปัตย์ จำนวน 6 คน 3) กลุ่มองค์กรเอกชน จำนวน 1 คน ผลการวิจัยพบว่า 1) แนวทางการบริหารจัดการข้อมูลส่วนบุคคลของสำนักงานคณะกรรมการคุ้มครองข้อมูลส่วนบุคคลและหน่วยงานเอกชนมีความสอดคล้องกันตามกฎหมายพระราชบัญญัติคุ้มครองข้อมูลส่วนบุคคล พ.ศ.2562 2) แนวทางการบริหารจัดการข้อมูลส่วนบุคคลของพรรคประชาธิปัตย์มีความสอดคล้องกันตามกฎหมายพระราชบัญญัติคุ้มครองข้อมูลส่วนบุคคล พ.ศ.2562 แต่ในปัจจุบันพรรคประชาธิปัตย์มีปัญหาเกี่ยวกับการบริหารจัดการแบ่งออกเป็นสี่ด้าน (1) ด้านบุคลากร (2) ด้านงบประมาณ (3) ปัญหาด้านวัสดุและเครื่องมือในการปฏิบัติงาน (4) ด้านการบริหารจัดการ 3) แนวทางในการพัฒนาการบริหารการจัดการข้อมูลส่วนบุคคลของพรรคประชาธิปัตย์ การพัฒนาปัญหาด้านบุคลากร ได้แก่ (1) จัดทำหลักสูตรการสอนพระราชบัญญัติคุ้มครองข้อมูลส่วนบุคคล (2) จัดทำสื่อประชาสัมพันธ์ความรู้เกี่ยวกับพระราชบัญญัติคุ้มครองข้อมูลส่วน (3) จัดหาบุคลากรภายนอก ที่มีความรู้โดยตรงและมีความเชี่ยวชาญ การพัฒนาปัญหาด้านงบประมาณ ได้แก่ (1) จัดทำหลักสูตรการสอนพระราชบัญญัติคุ้มครองข้อมูลส่วนบุคคลเองเพื่อประหยัดค่าใช้จ่าย (2) โหลดสื่อความรู้จากเว็บไซต์สำนักงานคณะกรรมการคุ้มครองข้อมูลส่วนบุคคล (3) การเก็บรวบรวมข้อมูลส่วนบุคคลโดยใช้กระดาษแทนเทคโนโลยีชั่วคราว การพัฒนาปัญหาด้านวัสดุและเครื่องมือในการปฏิบัติงาน ได้แก่ การจัดระเบียบการจัดเก็บเอกสารภายในใหม่ การพัฒนาปัญหาในการบริหารจัดการ ได้แก่ (1) การทำลายเอกสาร (2) การประกาศนโยบายคุ้มครองข้อมูลส่วนบุคคล (3) การประกาศนโยบายและขั้นตอนการดำเนินงานต่างๆภายใน (4) การจัดทำแบบฟอร์มสำหรับใช้เกี่ยวกับงานด้านการจัดการข้อมูลส่วนบุคคล (5) การเตรียมจัดตั้ง DPO (6) การฝึกซ้อมแผนเผชิญเหตุ กรณีเกิดเหตุละเมิดการคุ้มครองข้อมูลส่วนบุคคล (7) การจัดตั้งหน่วยงานเฉพาะสำหรับการบริหารจัดการข้อมูลส่วนบุคคล | - |
| dc.description.abstractalternative | This research aims to: 1) Study the guidelines for managing personal data according to the Personal Data Protection Act B.E. 2562, 2) Examine the management of personal data within the Democrat Party, and 3) Investigate the development guidelines for managing personal data within the Democrat Party. The research methodology employs qualitative research, utilizing document analysis and in-depth interviews with key stakeholders. The targeted nine interviewees include: 1) Two personnel, including an executive and an officer, from the Office of the Personal Data Protection Committee, 2) Six personnel, including executives and officers, from the Democrat Party, and 3) One representative from a private organization. The research findings indicate that: 1) the management of personal data in the Office of the Personal Data Protection Committee and private organizations aligns with the Personal Data Protection Act B.E. 2562 (2019). 2) The Democrat Party's management of personal data is also in compliance with the law. However, the party currently faces challenges in personnel, budget, materials and tools, and overall management. 3) Strategy Development for managing personal data within the Democrat Party are proposed as follows: 1) Personnel Development: (1) Develop a training curriculum on the Personal Data Protection Act, (2) Create informational materials about the Personal Data Protection, and (3) Recruit external personnel with direct knowledge and expertise. 2) Budget Development: (1) Establish a training program on the Personal Data Protection Act to save costs, (2) Download knowledge from the Personal Data Protection Committee's website, and (3) Collect personal data using paper-based methods instead of technology temporarily. 3) Materials and Tools Development: Reorganize internal document storage, introduce policies on data protection, and create forms for personal data management tasks. 4) Management Development: (1) Implement document destruction policies, (2) Announce data protection policies and internal operational procedures,(3) Declare a dedicated unit for personal data management, (4) Preparation of forms for use in work on personal data management (5) Set up the Data Protection Officer (DPO), (6) Conduct drills to handle personal data breaches, and (7) Establish a Specialized Unit for Personal Data Management | - |
