dc.description.abstract	การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาความคิดเห็นของบุคลากรทางจิตเวชในโรงพยาบาลสมเด็จเจ้าพระยาต่อโครงการประกันสุขภาพถ้วนหน้าทางจิตเวช กลุ่มตัวอย่างเป็นบุคลากรที่ปฏิบัติงานให้บริการผู้ป่วยจิตเวชในโรงพยาบาลสมเด็จเจ้าพระยาจำนวน 355 คน เครื่องมือที่ใช้ในการรวบรวมข้อมูลใช้แบบสอบถามเกี่ยวกับข้อมูลส่วนบุคคล และแบบสอบถามความคิดเห็นต่อโครงการประกันสุขภาพถ้วนหน้า สถิติที่ใช้ในการวิเคราะห์ข้อมูลประกอบด้วยสถิติเชิงพรรณา T-test, F-test และ Stepwise multiple regression ผลการศึกษาความคิดเห็นต่อโครงการประกันสุขภาพถ้วนหน้าในแต่ละด้านพบว่า ด้านปัจจัยนำเข้าบุคลากรส่วนใหญ่ไม่เห็นด้วยร้อยละ 54.93 เห็นด้วยร้อยละ 45.07 โดยมีความคิดเห็นอยู่ในระดับปานกลางร้อยละ79.38 ส่วนด้านกระบวนการและผลลัพธ์ส่วนใหญ่เห็นด้วยร้อยละ 88.45 และ 62.25 ตามลำดับ โดยมีความคิดเห็นอยู่ในระดับปานกลางร้อยละ 55.73 และ 79.64 การเปรียบเทียบความคิดเห็นของบุคลากรทางจิตเวชตามกลุ่มตัวแปรอิสระ พบว่าระยะเวลาในการปฏิบัติงาน ตำแหน่งในการปฏิบัติงาน และการได้รับคำชี้แจงรายละเอียดของโครงการต่างกัน ทำให้บุคลากรมีความคิดเห็นต่อโครงการประกันสุขภาพถ้วนหน้าแตกต่างกันอย่างมีนัยสำคัญทางสถิติ (p<0.05) ตำแหน่งแพทย์ พยาบาลเป็นปัจจัยที่สามารถทำนายความคิดเห็นต่อโครงการด้านกระบวนการได้ร้อยละ 3.1อย่างมีนัยสำคัญทางสถิติ (p<0.05) ตำแหน่งแพทย์ พยาบาลและระยะเวลาในการปฏิบัติงานเป็นปัจจัยที่สามารถทำนายความคิดเห็นต่อโครงการด้านผลลัพธ์ได้ร้อยละ 6.2 อย่างมีนัยสำคัญทางสถิติ (p<0.05) จากการวิเคราะห์ความคิดเห็นในแต่ละด้าน พบว่าข้อที่บุคลากรส่วนใหญ่ไม่เห็นด้วยคือ ผู้ป่วย จิตเวชไม่ต้องเสียค่าธรรมเนียม 30 บาทเมื่อมารับบริการ ร้อยละ 61.03 บุคลากรได้รับคำชี้แจงเกี่ยวกับขั้นตอนระเบียบในการใหับริการผู้ป่วยในโครงการประกันสุขภาพถ้วนหน้าอย่างชัดเจน ร้อยละ 51.22 และผู้ป่วยจิตเวชที่ใช้สิทธิบัตรประกันสุขภาพถ้วนหน้าเมื่อไปรักษาที่โรงพยาบาลหลักที่ระบุในบัตรก่อนไม่ทำให้เสียเวลาและค่าใช้จ่ายในการเดินทางมากขึ้น ร้อยละ 56.72	en
dc.description.abstractalternative	The objective of this research is to study opinions of mental health personnels at Somdet Chaopraya (Mental) Hospital towards the Universal Mental Health Coverage Project. Samples are 355 personnels who directly involve in giving services to mental health patients at Somdet Chaopraya (Mental) Hospital. Instruments used in collecting data are questionaire about personal data and opinions towards the universal coverage project. Descriptive statistics, T-test, F-test and Stepwise multiple regression analysis were used to analyse data.The results showed that 54.93% of personels did not agree with the input factors while 45.07% agreed with79.38% moderately agreed 88.45% of personnels agreed with the process factors (55.73%) moderately agreed) 62.25% of personnels agreed with the output factors (79.64% moderately agreed). Difference in working position duration of work having received, or not about the detailed explanations about the project were found to associated with different opinion at p<0.05. Being doctors and nurses opinion about process factor 3.1% (p<0.05). Being doctors, nurse and duration of work are factors found to predict the opinion about output factors 6.2% (p<0.05).Analysis of opinion found that 61.03% of personnels thought that mental health patients should 30 baht when receiving services. 51.22% of personnels thought that project clearly. 56.72% of personnels thought that mental health patients using universal coverage project card having to go to the named hospital in the card first increase time and travel expense.	en
