| Abstract: | ศึกษาปัจจัยและแนวโน้มการเปลี่ยนแปลงของเมืองเชียงราย อันเนื่องมาจากการคมนาคมขนส่งทางรถไฟ ที่จะเกิดขึ้นในปี พ.ศ. 2552 และเสนอแนะแนวทางในการพัฒนาเมืองเชียงราย เพื่อรองรับการคมนาคมขนส่งทางรถไฟ การดำเนินการศึกษาประกอบด้วยการใช้ข้อมูลทุติยภูมิทางด้านกายภาพ เศรษฐกิจ สังคมและประชากร ของเมืองเชียงราย และข้อมูลปฐมภูมิจากการสำรวจภาคสนาม เพื่อให้ทราบสภาพพื้นที่ และการใช้ประโยชน์ที่ดินของเมืองเชียงราย ประกอบกับรายงานการศึกษาความเหมาะสมของ โครงการสร้างทางรถไฟสายเด่นชัย-เชียงราย ที่คาดการณ์การเดินทางของผู้โดยสาร และการขนส่งสินค้าทางรถไฟ เพื่อนำมาวิเคราะห์ปัจจัยและแนวโน้มการเปลี่ยนแปลง ของเมืองเชียงรายอันเนื่องมาจากการคมนาคมขนส่งทางรถไฟ พร้อมกับเสนอแนะแนวทางการพัฒนาเมืองเชียงรายในอนาคต ผลการศึกษาพบว่า แนวโน้มการเปลี่ยนแปลงทางเศรษฐกิจ จะเกิดกิจกรรมทางการค้าและการบริการ ในบริเวณสถานีรถไฟ ที่เกิดจากการเดินทางของนักท่องเที่ยวและผู้โดยสารท้องถิ่น และกิจกรรมคลังสินค้าในบริเวณเส้นทางรถไฟ ที่เกิดจากการขนส่งสินค้าทางรถไฟ ทำให้การใช้ประโยชน์ที่ดินในบริเวณสถานีรถไฟ เกิดการเปลี่ยนแปลงเป็นการใช้ประโยชน์ที่ดินประเภทพาณิชยกรรม ส่วนการใช้ประโยชน์ที่ดินในบริเวณโดยรอบสถานีรถไฟ เป็นการใช้ประโยชน์ที่ดินประเภทอุตสาหกรรมคลังสินค้า ที่เป็นโกดังเก็บสินค้า จำพวกสินค้าอุปโภคและบริโภค ผลิตภัณฑ์ทางการเกษตร ปูนซีเมนต์ และคลังน้ำมันเชื้อเพลิง เมื่อพิจารณาปัจจัยและแนวโน้มการเปลี่ยนแปลงของเมืองเชียงราย จึงได้เสนอแนะแนวทางการพัฒนาเพื่อให้การคมนาคมขนส่งทางรถไฟ สอดคล้องและสัมพันธ์กับการใช้ประโยชน์ที่ดิน และโครงสร้างพื้นฐานของเมืองเชียงรายอย่างเหมาะสม |
| Other Abstract: | To study factors and changes of Chiang Rai town in relating to the train transportation in 2009, and to recommend guidelines for the town's development. The study process comprises the secondary data obtained from physical, economic, social and population of Chiang Rai town and collect primary data from field survey on existing conditions, land use and the feasibility study of Den Chai to Chiang Rai Railway Project which estimated passengers and freight forecasts. Those data have been analyzed the factors and changes which related to the train transportation. Finally, the development guidelines for Chiang Rai town is presented. The thesis found that the economic changes to activities of trade and services in railway station area are from commuters including tourists and local passengers, and activities of container deport in surrounding areas are from freight transportation. The land use around the station area will be changed to commercial use, while land use in surrounding areas will be changed to industrial use and warehouses storing goods, agricultural products, cement and petroleum container. The considering factors and changes of Chiang Rai town are used to recommend guidelines to land use and infrastructure development relating to the train transportation of Chiang Rai town. |
