| Abstract: | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษากระบวนการเปิดเผยข้อมูลข่าวสารของกองบัญชาการทหารสูงสุด (บก.ทหารสูงสุด) ภายหลัง พ.ร.บ. ข้อมูลข่าวสารของราชการ พ.ศ. 2540 มีผลบังคับใช้ (2) ศึกษาผลของ พ.ร.บ. ข้อมูลข่าวสารของราชการ พ.ศ. 2540 ที่มีต่อวัฒนธรรมองค์การในด้านการเปิดเผยข้อมูลข่าวสารของ บก.ทหารสูงสุด (3) เพื่อศึกษาความคิดเห็นของผู้สื่อข่าว น.ส.พ. รายวันที่มีต่อการเข้าถึงแหล่งข่าวและการนำเสนอข่าวเกี่ยวกับ บก.ทหารสูงสุด โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ (Qualitative Research) การเก็บรวบรวมข้อมูลใช้วิธีการสัมภาษณ์เชิงเจาะลึก (In-depth Information) และศึกษาจากเอกสาร ผลการวิจัยพบว่า (1) กระบวนการเปิดเผยข้อมูลข่าวสารของ บก. ทหารสูงสุดมีกรอบการเปิดเผยโดยคำนึงถึงผลประโยชน์ของกองทัพและให้เปิดเผยเท่าที่จำเป็น โดยเอกสารใดที่กำหนดชั้นความลับตั้งแต่ชั้นลับขึ้นไปห้ามมิให้เปิดเผย หากจำเป็นต้องเปิดเผยต้องได้รับความเห็นชอบจากคณะกรรมการข้อมูลข่าวสาร ส่วนข้อมูลข่าวสารที่จัดให้ประชาชนตรวจดูตาม พ.ร.บ. ข้อมูลข่าวสารของราชการ ให้เปิดเผยโดยไม่ลงรายละเอียด ซึ่งขั้นตอนการเปิดเผย มีผู้บังคับบัญชาระดับสูงสั่งให้เปิดเผย ตามสายบังคับบัญชา หรือนำเรื่องเข้าสู่การพิจารณาของคณะกรรมการข้อมูลข่าวสาร บก.ทหารสูงสุด และนำมติที่ประชุมเรียนผู้บัญชาการทหารสูงสุด หากกรณีใดที่มีผู้ร้องขอเปิดเผยข้อมูลข่าวสารไม่พอใจในการตัดสินใจของ บก.ทหารสูงสุด สามารถอุทธรณ์ต่อคณะกรรมการวินิจฉัยการเปิดเผยข้อมูลข่าวสารด้านต่างประเทศและความมั่นคงได้ (2) ผลของ พ.ร.บ. ข้อมูลข่าวสารของราชการ พ.ศ. 2540 ที่มีต่อวัฒนธรรมองค์การในด้านการเปิดเผยข้อมูลข่าวสารของ บก.ทหารสูงสุด พบว่า มีการจัดตั้งคณะกรรมการข้อมูลข่าวสารขึ้นมาเพื่อกำหนดแนวทางและกลั่นกรองข้อมูลข่าวสารที่ได้รับการร้องขอจากประชาชน ขณะที่ทัศนคติของนายทหารเริ่มมีแนวคิดเปลี่ยนไปสู่การยินยอมการเปิดเผยข้อมูลมากขึ้นแต่จะต้องไม่กระทบกับความมั่นคงของประเทศ (3) ความคิดเห็นของผู้สื่อข่าว น.ส.พ. รายวันในการเข้าถึงแหล่งข่าว และการนำเสนอข่าว กล่าวคือ ในการเข้าถึงแหล่งข่าวยังคงมีขั้นตอนยุ่งยาก ต้องใช้ความสัมพันธ์ส่วนตัวเพื่อสร้างความไว้วางใจจากแหล่งข่าว ขณะที่การนำเสนอข่าวไม่สามารถให้รายละเอียดครบสมบูรณ์ เนื่องจากการแสวงหาข้อมูลสนับสนุนค่อนข้างยาก ข่าวส่วนใหญ่จึงออกมาในรูปของข่าวเพื่อประชาสัมพันธ์ สร้างภาพพจน์กองทัพ |
| Other Abstract: | The purposes of this research were (1) to study the procedure of providing information of The Royal Thai Supreme Command Headquarters (RTSCHQ) after validation of Official Information Act 1997 (2) to study the impact of Official Information Act 1997 on the organization culture in terms of providing information of RTSCHQ (3) to study viewpoints of daily news reporters towards reaching source and reporting news relating to RTSCHQ by qualitative research, data collection, in-depth interview and document study. The results show (1) The procedure of providing information of RTSCHQ is in the following frame mainly concerning of the army's interest and providing information as much as necessary. Any documents classified as confidential are not allowed to be revealed. If it is a must it needs to be approved by Information Committee. The information that must be provided for the public can be disclosed with out any details. Even though the Information Committee is classified as the information able to be revealed, Information able to be partially revealed and the confidential information unable to be revealed and the revealing procedure are done upon the command of the supreme commanders a long the authority line. (2) The effect of Official Information Act on the organization culture in terms of providing information of the RTSCHQ is that the Information Committee is established to determine the direction and screen information requested by the public while the soldiers' attitudes are changed to be more compromised in providing information. (3) View points of daily news reports toward reaching the sources and news reporting are that to reach sources of news is complicated and need personal connection to building trust among news sources while to reporting news can not be done in complete details. |
