| Abstract: | การวิจัยนี้มีวัตถุประสงค์เพื่อหาต้นทุนต่อคนต่อปี, ต่อวันต้องโทษ และต่อรายกิจกรรม ในการบำบัดฟื้นฟู ผู้ต้องขังคดียาเสพติดในฑัณฑสถานบำบัดพิเศษหญิง อ. ธัญบุรี จ. ปทุมธานี เป็นการศึกษาแบบย้อนหลัง (Retrospective study) เก็บรวบรวมข้อมูลย้อนหลังในปีงบประมาณ 2549 ระหว่างวันที่ 1 ตุลาคม 2548 ถึง 30 กันยายน 2549 โดยใช้แบบฟอร์มเก็บข้อมูลต้นทุน และใช้โปรแกรมสำเร็จรูป Microsoft Excel 2000 ในการวิเคราะห์ ผลการวิจัยพบว่า ในปีงบประมาณ 2549 ทัณฑสถานบำบัดพิเศษหญิง ธัญบุรี จ. ปทุมธานี มีผู้ต้องขัง จำนวน 1,667 คน กระทำความผิดคดียาเสพติดทั้งหมด มีวันต้องขังตลอดทั้งปีรวม 461,063 วัน ทัณฑสถานบำบัดพิเศษหญิง มีต้นทุนรวมทั้งหมด 24,796,153 บาท ต่อปี ต้นทุนต่อหน่วยบริการมีดังนี้ ต้นทุนในการบำบัดรักษาผู้ต้องขังคดียาเสพติดของทัณฑสถานบำบัดพิเศษหญิง เท่ากับ 14,874.72 บาท ต่อคน และ 53.78 บาท ต่อวัน ต้องโทษ ต้นทุนต่อรายกิจกรรมได้แก่ โครงการฝึกวิชาชีพด้านการปฏิบัติ การห้องอาหาร มีต้นทุนต่อหน่วยมากที่สุดเท่ากับ 656.36 บาท ต่อคน รองลงมาได้แก่ โครงการร้องเพลง ประสานเสียงผู้ต้องขังยาเสพติด เท่ากับ 645.63 บาท ต่อคน โครงการฝึกอบรมวิชาชีพเพ้นท์ผ้าและปักเลื่อม เท่ากับ 482.02 บาทต่อคน โครงการอบรมวิชาชีพการทำเปเปอร์มาเช่ เท่ากับ 476.40 บาทต่อคน โครงการ พัฒนาความรู้ภาษาอังกฤษแก่ผู้ต้องขัง รุ่นที่ 5 เท่ากับ 346.64 บาท ต่อคน โครงการออกกำลังกาย สร้างเสริมสุขภาพ เท่ากับ 287.26 บาท ต่อคน โครงการพัฒนาความรู้ภาษาอังกฤษแก่ผู้ต้องขัง รุ่นที่ 6 เท่ากับ 274.98 บาท ต่อคน โครงการเตรียมความพร้อมก่อนปล่อย เท่ากับ 256.44 บาท ต่อคน โครงการเยี่ยมญาติ ใกล้ชิดผู้ต้องขังสมาชิกชุมชนบำบัดเท่ากับ 88.53 บาท ต่อคน โครงการชุมชนบำบัดสัญจรรูปแบบผสมผสาน เท่ากับ 18.14 บาท ต่อคน และโครงการปฏิบัติธรรมพรหมจาริณีมีต้นทุนต่อหน่วยน้อยที่สุด เท่ากับ 13.52 บาท ต่อคน การศึกษาในครั้งนี้ทำให้ทราบถึง ต้นทุนต่อหน่วย และต้นทุนต่อรายกิจกรรมในการบำบัดฟื้นฟู ผู้ต้องขังคดียาเสพติด ณ ทัณฑสถานบำบัดพิเศษหญิง อ.ธัญบุรี จ.ปทุมธานี ซึ่งเป็นข้อมูลเบื้องต้นในการ วางแผน ดำเนินการบริหารจัดการทรัพยากร ที่มีอยู่อย่างจำกัดในหน่วยงานให้เกิดประโยชน์สูงสุด และ สามารถนำมาเป็นข้อมูลเบื้องต้นในการจัดสรรงบประมาณแก่หน่วยงานต่อไป |
| Other Abstract: | The purpose of this retrospective descriptive study was to explore unit cost of drug offenders rehabilitation and unit cost of projects in women correctional institution for drug addicts. Data were collected on October 1,2005- September 30, 2006. The instruments for collecting data were cost collecting forms. The data were analyzed by using Microsoft exel 2000. The study results showed that there were 1,667 drug offenders in women Correctional Institution for Drug Addicts. Total length of stay in prison was 461,063 days. Full cost was 24,796,153 bath per year. Unit cost were 14,874.72 bath per inmate or 53.78 bath per day. Unit cost of activities such as Cookery training was 656.36 bath per inmate, Chorus project for drug offenders was 645.53 bath per inmate, Cloth painting activity was 482.02 bath per inmate, Papermache training was 476.40 bath per inmate, English training program 5 th was 346.64 bath per inmate, Exercise activity was 287.26 bath per inmate, English training program 6 th was 274.98 bath per inmate, Re - entry program was 256.44 bath per inmate, Family relation activity was 88.53 bath per inmate, Community therapeutic program was 18.14 bath per inmate and meditation practice project was 13.52 bath per inmate. The findings will be primary information to set the policies and administer organization in order to use the limited resource for the most benefit. In addition, its results are useful inputs for more appropriate decision making about budget planning. |
