dc.description.abstract	กระบวนการการพัฒนาวิชาชีพสถาปัตยกรรมในระดับสากลนั้น ประกอบด้วยขั้นตอนการพัฒนาแบ่งได้เป็น 4 ขั้นตอนตามลำดับการเข้าสู่วิชาชีพ ได้แก่ 1) การศึกษาเพื่อปูพื้นฐานบุคลากรวิชาชีพทางสถาปัตยกรรม 2) การฝึกปฏิบัติวิชาชีพเมื่อสำเร็จการศึกษาก่อนเข้าสู่วิชาชีพ 3) การสอบรับใบอนุญาตประกอบวิชาชีพ และ 4) การพัฒนาวิชาชีพต่อเนื่องตลอดอายุการปฏิบัติวิชาชีพ ในปัจจุบัน การควบคุมดูแลและการพัฒนาวิชาชีพสถาปัตยกรรมในประเทศไทยยังไม่มีการดำเนินการอย่างเป็นระบบที่ครบสมบูรณ์ และไม่ได้เป็นไปตามแนวปฏิบัติสากล สภาสถาปนิกได้ตระหนักถึงความสำคัญของการจัดวางแนวทางการพัฒนาวิชาชีพให้เกิดเป็นระบบที่สมบูรณ์ รวมทั้งเพื่อพัฒนาศักยภาพเพื่อเตรียมความพร้อมสำหรับการเปิดเสรีการค้าและบริการ ทางสภาสถาปนิกจึงได้มีแนวความคิดในการจัดวางแนวทางการพัฒนาวิชาชีพสถาปัตยกรรมให้เทียบเท่ามาตรฐานสากล ซึ่งรวมถึงระบบพัฒนาวิชาชีพต่อเนื่องด้วย ระบบพัฒนาวิชาชีพต่อเนื่องนี้เป็นระบบที่สอดคล้องกับแนวปฏิบัติวิชาชีพสากล เป็นการรักษาและเพิ่มพูนความรู้ ความสามารถและทักษะที่จำเป็นในการปฏิบัติวิชาชีพสำหรับสถาปนิกผู้ปฏิบัติวิชาชีพในทุกระดับ เพื่อให้สถาปนิกมีความรู้ความสามารถที่เหมาะสมต่อสภาวการณ์ที่เปลี่ยนไปอยู่เสมอ และสามารถปฏิบัติวิชาชีพได้อย่างมีคุณภาพตามมาตรฐานสากล โดยการเข้าร่วมโครงการพัฒนาวิชาชีพต่อเนื่อง การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาวิเคราะห์ปัจจัยที่มีผลต่อการจัดรูปแบบและรายละเอียดการดำเนินการโครงการพัฒนาวิชาชีพต่อเนื่อง และเพื่อเสนอทางเลือกที่เป็นไปได้สำหรับการจัดรูปแบบโครงการพัฒนาวิชาชีพต่อเนื่องสำหรับวิชาชีพสถาปัตยกรรมหลักในประเทศไทย โดยทำการศึกษารวบรวมข้อมูลปฐมภูมิจากการสัมภาษณ์และแบบสอบถามสถาปนิก และรวบรวมข้อมูลทุติยภูมิจากเอกสารและงานวิจัยที่เกี่ยวข้อง การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาวิเคราะห์ปัจจัยที่มีผลต่อการจัดรูปแบบและรายละเอียดการดำเนินการโครงการพัฒนาวิชาชีพต่อเนื่อง และเพื่อเสนอทางเลือกที่เป็นไปได้สำหรับการจัดรูปแบบโครงการพัฒนาวิชาชีพต่อเนื่องสำหรับวิชาชีพสถาปัตยกรรมหลักในประเทศไทย โดยทำการศึกษารวบรวมข้อมูลปฐมภูมิจากการสัมภาษณ์และแบบสอบถามสถาปนิก และรวบรวมข้อมูลทุติยภูมิจากเอกสารและงานวิจัยที่เกี่ยวข้อง จากการศึกษาสามารถสรุปว่าในการพิจารณาจัดทำโครงการพัฒนาวิชาชีพต่อเนื่องควรมีการพิจารณาปัจจัยเบื้องต้นต่างๆ ได้แก่ 1) หน่วยงานรับผิดชอบ องค์กรหรือสมาคมวิชาชีพที่เกี่ยวข้อง 2) บทบาทหน้าที่และการประสานงานขององค์กร 3) การดำเนินการให้เกิดการเข้าร่วมโครงการ 4) การพิจารณาการเข้าร่วม 5) การใช้ผลการดำเนินการ 6) กิจกรรมและรูปแบบการเข้าร่วม 7) การแยกหมวดหมู่เนื้อหาและค่าน้ำหนักหน่วยกิต และ 8) รายละเอียดเนื้อหา และจากความสัมพันธ์ของปัจจัยเหล่านี้แสดงให้เห็นว่าควรจัดให้มีความหลากหลายของรูปแบบและกิจกรรมเพื่อตอบสนองกลุ่มสถาปนิกที่มีความต้องการที่แตกต่างกัน ทั้งจากปัจจัยด้านประสบการณ์ ขอบเขตงานรับผิดชอบ และความสนใจ นอกจากนี้ยังสามารถสรุปได้ว่าในการวางแผนดำเนินการนั้นควรมีการแบ่งช่วงดำเนินการตามศักยภาพและความพร้อมของสถาปนิกและองค์กรวิชาชีพที่เกี่ยวข้อง โดยเริ่มดำเนินการด้วยวิธีการจูงใจในช่วงแรก ก่อนที่จะมีการบังคับใช้เพื่อการต่ออายุใบอนุญาตประกอบวิชาชีพเมื่อมีการดำเนินการที่สมบูรณ์และเป็นระบบมากกว่านี้	en
dc.description.abstractalternative	The international basic mechanism of monitoring the development of the personal qualities required in architects’ professional lives can be divided into 4 steps through the professional life span. These are 1) Accredited Graduation, 2) Intern Development Program, 3) Licensing, and 4) Continuing Professional Development. In Thailand, the architectural professions monitoring system has never been fully-standardized. Moreover, highly accepted professional standards are needed for the Thai architectural profession to be ready to compete with others internationally through free-trade agreements. The Council of Architects of Thailand (COA) is fully aware of this problem and planning to set up the foundation principles of international-standardized development for Thai architectural professionals, which will also include the Continuing Professional Development. The Continuing Professional Development (CPD) is a life-long learning process that maintains, enhances or increases the knowledge and skills of registered architects to ensure that their knowledge and ability are relevant to the needs of society. The principle imposes an obligation on registered architects to exercise their skill and diligence to a higher standard as required by the profession. The objectives of this study were to investigate the state and the problems that might be faced in implementing the CPD program, and to propose possible practical solutions based on the feedback and opinions gathered in this study. The study was conducted utilizing two data resources, firstly, the collected data from the interviews and questionnaires and secondly, the data obtained from local and international literature. The findings revealed that there were several factors to be considered in designing the Continuing Professional Development Program. These are 1) the related professional organizations, 2) the roles and collaboration of these organizations, 3) the power to enforce the implementation, 4) entry levels, 5) CPD requirements and the use of credits, 6) activities and channels of participation, 7) events and credit hours, and 8) subject area. From the findings, the relationship among these factors appeared to be that the CPD program should be set up through a great variety of courses to suit the differences in experience, main careers, needs, and interests of the registered architects. Moreover, the findings suggest that for the CPD program, an adjustable timeframe for implementation should be set depending on professional organizations and/or architect members potential. The program should be introduced and implemented to architect members on a voluntary basis in the first period and should be made compulsory as a pre-requisite for renewing the practicing license after an appropriate period of time.	en
