| Abstract: | วัตถุประสงค์ของการวิจัยครั้งนี้ เพื่อวิเคราะห์ปัญหาในการผลิตและการเผยแพร่หนังสือตำราที่ผลิตโดยมูลนิธิโครงการตำราสังคมศาสตร์และมนุษยศาสตร์ พร้อมทั้งหาวิธีแก้ไขปัญหาดังกล่าว และศึกษาแนวโน้มการผลิตหนังสือของแหล่งนี้ อีกทั้งจัดทำสาระสังเขปหนังสือที่ได้ผลิตมาแล้ว ตั้งแต่วันที่ 17 สิงหาคม พ.ศ. 2509 ถึงวันที่ 31 มีนาคม พ.ศ. 2522 จำนวน 35 ชื่อเรื่อง เพื่อประโยชน์สำหรับบรรณารักษ์ห้องสมุดและนักวิจัยทั่วไป นอกจากนี้จะได้เป็นแนวทางให้แหล่งผลิตหนังสือตำราอื่น ๆ ในการผลิตหนังสือตำราขั้นอุดมศึกษาต่อไป ในการวิจัยนี้ ข้อมูลในการวิจัยได้มาจาก (1) แบบสอบถามสำหรับคณะกรรมการบริหารมูลนิธิโครงการตำราสังคมศาสตร์และมนุษยศาสตร์ (2) แบบสอบถามสำหรับบรรณารักษ์ของห้องสมุดทางด้านสังคมศาสตร์และมนุษยศาสตร์ระดับอุดมศึกษาทุกสถาบัน คือ หอสมุดกลางของมหาวิทยาลัย ห้องสมุดคณะหรือสถาบันของมหาวิทยาลัย และห้องสมุดวิทยาลัยครูทั่วประเทศ และ (3) รายการหนังสือของมูลนิธิโครงการตำราสังคมศาสตร์และมนุษยศาสตร์ที่จัดพิมพ์ตั้งแต่แรกเริ่ม จนถึงวันที่ 31 มีนาคม พ.ศ. 2522 ผลการวิจัยพบว่า คณะกรรมการบริหารมูลนิธิโครงการตำราสังคมศาสตร์และมนุษยศาสตร์นี้ ส่วนใหญ่เป็นอาจารย์ของมหาวิทยาลัยธรรมศาสตร์ คิดเป็นร้อยละ 66.66 ปัญหาในด้านการผลิตหนังสือ คือ คณะกรรมการบริหารฯ มีงานมากจนไม่สามารถทำงานให้กับมูลนิธิโครงการตำราฯได้อย่างเต็มที่ ปัญหารองลงมาคือ ปัญหาขาดแคลนเงินทุนในการผลิตหนังสือ สำหรับปัญหาในการออกหนังสือล่าช้า คือ ขั้นตอนล่าช้าอยู่ที่การจัดพิมพ์หนังสือค้างมาก และไม่มีผู้รับผิดชอบทำหน้าที่ได้อย่างเต็มที่ สำหรับหนังสือตำราที่ผลิตโดยมูลนิธิโครงการตำราสังคมศาสตร์และมนุษยศาสตร์นี้ มีคุณค่าทางวิชาการมาก แต่ในช่วงระยะ 13 ปี นับว่าผลิตหนังสือจำนวนยังน้อยมาก เพียง 35 ชื่อเรื่อง เท่านั้น สาขาวิชาที่ผลิตมากที่สุด คือ สาขาวิชาประวัติศาสตร์ มี 10 ชื่อเรื่อง รองลงมาคือ สาขาวิชารัฐศาสตร์ มี 6 ชื่อเรื่อง และ สาขาวิชาที่ผลิตมาน้อยที่สุด คือ ภูมิศาสตร์ และจิตวิทยา มีเพียงสาขาวิชาละ 1 ชื่อเรื่อง ในจำนวน 35 ชื่อเรื่อง เป็นหนังสือแปล หรือแปลและเรียบเรียง จำนวน 21 ชื่อเรื่อง และเป็นหนังสือที่แต่งเรียบเรียง หรือรวบรวม จำนวน 14 ชื่อเรื่อง เขียนเป็นภาษาไทย 33 ชื่อเรื่อง เขียนภาษาอังกฤษ 2 ชื่อเรื่อง ปัญหาในด้านรูปเล่มหนังสือนั้น คือ การเย็บเล่มยังไม่ดี ชำรุดง่าย และนอกจากนี้การซื้อหนังสือของมูลนิธิโครงการตำราฯ ของบรรณารักษ์ ร้อยละ 75 สั่งซื้อจากร้านจำหน่ายหนังสือ และมีเพียงร้อยละ 27.94 เท่านั้น ที่ติดต่อโดยตรงกับมูลนิธิโครงการตำราสังคมศาสตร์และมนุษยศาสตร์ ข้อเสนอแนะ 1. คณะกรรมการบริหารมูลนิธิโครงการตำราฯ ควรได้เลือกจากมหาวิทยาลัยต่างๆ ในอัตราส่วนที่พอดี อย่างน้อยแห่งละ 1 คน เลือกจากนักวิชาการและนักเรียนอื่นๆด้วย นอกจากนี้ ควรให้มีกรรมการบริหารที่มีความรู้ความสามารถในสาขาวิชาทางสังคมศาสตร์และมนุษยศาสตร์อย่างทั่วถึง นอกเหนือจาก สาขาวิชาประวัติศาสตร์ รัฐศาสตร์ และ เศรษฐศาสตร์ ที่มีจำนวนมากอยู่แล้ว 2. กำหนดบทบาทของคณะกรรมการบริหารฯ ใหม่ ควรเป็นเพียงที่ปรึกษาและวางแนวทางการดำเนินงานเท่านั้น โดยสรรหาบุคคลที่มีความสามารถในการผลิตหนังสือและการบริหารงาน เป็น ผู้จัดการมูลนิธิโครงการตำราฯ ดำเนินงานตามนโยบาย และ ทำงานให้กับมูลนิธิโครงการตำราฯ เต็มเวลา 3. ควรผลิตหนังสือในสาขาวิชาสังคมศาสตร์และมนุษยศาสตร์ให้มากขึ้น และให้ครบทุกสาขาวิชา โดยเฉพาะสาขาวิชาที่ขาดแคลนตำราภาษาไทย เช่น สังคมวิทยา ดนตรี ศิลปะ การละคร บรรณารักษศาสตร์ ประชากรศาสตร์ ฯลฯ และส่งแบบสอบถามเพื่อสำรวจความต้องการหนังสือไปยังผู้สอนในสถาบันการศึกษาระดับอุดมศึกษา บรรณารักษ์ นิสิต นักศึกษา และผู้อ่านทั่วไป เพื่อการผลิตหนังสือได้ตรงตามความต้องการมากที่สุด 4. การเผยแพร่และการประชาสัมพันธ์ ควรให้มีโดยสม่ำเสมอโดยวิธีการต่างๆกัน ได้แก่ จัดทำจุลสารแจกจ่าย ลงโฆษณาในวารสาร หนังสือพิมพ์และสื่อมวลชนประเภทอื่น จัดนิทรรศการหนังสือตามสถาบันการศึกษาระดับอุดมศึกษา แหล่งจำหน่ายหนังสือ และห้องสมุด รวมทั้งให้ส่งเอกสารแนะนำหนังสือ (Press Release) ไปยังห้องสมุดและสถาบันทางการศึกษาทางด้านสังคมศาสตร์และมนุษยศาสตร์ให้ครบทุกแห่ง 5. รูปเล่มหนังสือให้มีขนาดเหมาะสมกัน เป็นหนังสือวิชาการ ลงรายการทางบรรณานุกรมอย่างสมบูรณ์ในหน้าปกใน ทำดัชนีช่วยค้นเรื่องไว้ท้ายเล่ม และเพื่ออำนวยความสะดวกแก่ห้องสมุด ควรจัดทำบัตรผู้แต่งไว้ด้วย |
| Other Abstract: | This research aimed to analyze the problems of the university textbook production of the Foundation for the Promotion of Social Sciences and Humanities Textbook, then solve those problems and study the trend of the production too. The abstracts of the 35 textbooks which had been published from 17 August 1966 to 31 March 1979 were collected. Expecting that it would be useful to librarians and researchers and also to boost other publishers into the university textbook business. In this research, the information and data were obtained from 2 sets of questionnaire: one was sent out to the Foundation Executive Board; the other to the librarians in these fields in the university and teacher’s college libraries. The result indicated that the majority (66.66%) of the members of the Executive Board were Thammasart University instructors. The production problem were firstly the Executive Board could not really devote their time for the Foundation work, secondly because of the lacking the financial support. The backlog and having no responsible person delayed the issuing of the textbooks. For the Foundation textbook maintained high academic value but quantitatively low-only 35 titles in the thirteen-year period. Among these 35 titles 10 were in history which was the highest number in the production, then 6 in political science. The lowest number was one of each of geography and psychology. In these 35 titles, they were in 2 categories: translation – 21 titles and original writing or compiling – 14 titles. Thirty-three titles were written in Thai and other 2 in English. The binding was not good, easy to lose. Seventy-five percent of the librarians purchasing orders were through bookstore, only 27.94% ordered directly from the foundation. The recommendations are: 1. The members of the Executive Board should be selected from different institutes in a proper proportion, which might be at least one from each institute. These members should be selected from various subject specialists and writers as well. What is more, apart from a number of existing specialists in the fields of history, political science and economics, the Board should include competent specialists in the fields of social sciences and humanities. 2. The role of the Executive Board should be redefined; their responsibility should merely involve consulting and setting guidelines for work by hiring a person capable of administration and publication as a full-time manager for the Foundation. It’s the manager who will precede the work according to the plan. 3. There should be textbooks in every subject in the fields of social sciences and humanities especially in those fields where textbooks are still inadequate, for example sociology, music, library science, drama, art and demography. A set of questionnaires to survey the reader’s need and requirements for textbooks should be developed and sent to university instructors, librarians, students and layman. In this way, the production of textbooks will meet the need of the reader. 4. Publicity of books should be consistently carried out in different forms, for instance through distribution of pamphlets, advertisements in periodicals, newspapers, and through other forms of mass media, including the sending of Press Release to libraries and all institutes working on social sciences and humanities. At the same, book exhibitions at different academic institutes and bookstores should be held. 5. As academic books, they should have suitable size and format. Complete bibliographies should be supplied on the title page together with the index at the end. For library use an author card of each book should also be provided. |
