| Abstract: | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์ของระบบประกันคุณภาพภายในสู่ความเป็นเลิศของสถาบันอุดมศึกษา 2) ศึกษาปัจจัยเกื้อหนุนและปัจจัยอุปสรรคของระบบประกันคุณภาพภายในสู่ความเป็นเลิศของสถาบันอุดมศึกษา และ 3) พัฒนายุทธศาสตร์การพัฒนาระบบประกันคุณภาพภายในเพื่อการดำเนินการที่เป็นเลิศสำหรับสถาบันอุดมศึกษา โดยเก็บรวบรวมข้อมูลจากสถาบันอุดมศึกษาสังกัดสำนักงานคณะกรรมการการอุดมศึกษา กระทรวงศึกษาธิการ จำนวน 124 แห่ง เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถาม วิเคราะห์ข้อมูลด้วยสถิติ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และวิเคราะห์ปัจจัยที่ส่งผลต่อการพัฒนาระบบประกันคุณภาพภายในด้วยดัชนีลำดับความสำคัญของความต้องการจำเป็น โดยใช้สูตรคำนวณแบบวิธี Priority Needs Index และวิเคราะห์ข้อมูลเชิงคุณภาพที่ได้จากการสนทนากลุ่ม โดยใช้การจำแนกข้อมูล การเปรียบเทียบข้อมูลและการสร้างข้อสรุป ผลการวิจัยพบว่า 1.สภาพปัจจุบันของระบบประกันคุณภาพภายในสู่ความเป็นเลิศของสถาบันอุดมศึกษา ในภาพรวมพบว่าอยู่ในระดับปานกลาง (X̅ = 3.33) เมื่อพิจารณารายหมวดอยู่ในระดับมาก 1 หมวดคือ หมวดที่ 2 การวางแผนเชิงกลยุทธ์ (X̅ = 3.55) อยู่ในระดับปานกลาง 6 หมวด สภาพที่พึงประสงค์ในภาพรวมอยู่ในระดับมากที่สุด (X̅ = 4.56) เมื่อพิจารณารายหมวดพบว่าทุกหมวดมีความต้องการให้มีการดำเนินการอยู่ในระดับมากที่สุด ส่วนดัชนีลำดับความสำคัญของความต้องการจำเป็น ที่มีค่าสูงที่สุดคือหมวดที่ 1 การนำองค์กร (PNI = 0.422) รองลงมาเป็นหมวดที่ 5 การมุ่งเน้นทรัพยากรบุคคล (PNI = 0.399) หมวดที่ 4 การวัด การวิเคราะห์ และการจัดการความรู้ (PNI = 0.375) หมวดที่ 3 การมุ่งเน้นผู้เรียนและผู้มีส่วนได้ส่วนเสีย (PNI = 0.375) และหมวดที่ 6 การจัดการกระบวนการ (PNI = 0.309) หมวดที่ 7 ผลลัพธ์ทางธุรกิจ (PNI = 0.275) และหมวดที่ 2 การวางแผนเชิงกลยุทธ์ (PNI = 0.272) 2.ปัจจัยเกื้อหนุนของสถาบันอุดมศึกษาที่มีระบบประกันคุณภาพการศึกษาดีเลิศมีจำนวน 7 ประเด็นและปัจจัยอุปสรรคจำนวน 2 ประเด็น 3.ยุทธศาสตร์การพัฒนาระบบประกันคุณภาพภายในเพื่อการดำเนินการที่เป็นเลิศสำหรับสถาบันอุดมศึกษาประกอบด้วย 5 ยุทธศาสตร์หลัก 15 ยุทธศาสตร์รอง โดยยุทธศาสตร์หลักได้แก่ 1) นำองค์กรเชิงรุกอย่างมีธรรมาภิบาล 2) ยกระดับศักยภาพบุคคลากร 3) สร้างสถาบันแห่งการเรียนรู้ 4) ยกระดับคุณภาพหลักสูตรโดยเน้นผู้เรียนให้มีความรับผิดชอบต่อสังคม และ 5) บริหารความเสี่ยงเพื่อการดำเนินงานที่เป็นเลิศ |
| Other Abstract: | The purposes of this research were: 1) to study the level of current and desired situations of an internal quality assurance system for higher education institutions towards performance excellence. 2) to study the supporting and opposing factors of an internal quality assurance system for higher education institutions towards performance excellence. 3) to develop strategies for the development of an internal quality assurance system for higher education institutions towards performance excellence. Sample population consisted of higher education institutions under the Office of the Higher Education Commission, Ministry of Education. Research instrument used in the study was a set of questionnaires. The collected data were analyzed by descriptive statistics, using frequency, percentage, mean, and standard deviation. The factors affecting the development of an internal quality assurance system were analyzed using Priority Needs Index (PNImodified). The qualitative data gathered from focus group were analyzed using classification and comparison. The research findings were as follows : 1.The level of current situation of an internal quality assurance system for higher education institutions towards performance excellence turned out to be moderate (X̅ = 3.33); 2. Strategic Planning was the most practiced item in comparison with other items. Desired was at the highest level (X̅ = 4.56). Overall, the desired situations turned out to be at the highest level in each aspect. The first Priority Needs Index fell on Leadership (PNI[subscript modified] = 0.422). 2.Finding the 7st supporting factors and the 2nd opposing factors of an internal quality assurance system for higher education institutions towards performance excellence. 3.The strategies to develop an internal quality assurance system for higher education institutions toward performance excellence have 5 strategies and 15 tactics : 1) Strategic Leadership to good governance; 2) Enhancing the strength of Educators capabilities; 3) Developing Learning Organization; 4) Increasing the quality of curriculum for students with a concept of Corporate Social Responsibility; 5) Managing risks for performance excellence. |
