| Abstract: | การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อศึกษาการดำเนินงานและศึกษาปัญหาการดำเนินงานของศูนย์สื่อการเรียนการสอนประจำโรงเรียนประถมศึกษา สังกัดสำนักงานคณะกรรมการการประถมศึกษาแห่งชาติ เขตการศึกษา 1 กลุ่มตัวอย่างได้แก่ ผู้บริหาร เจ้าหน้าที่ศูนย์สื่อการเรียนการสอน และครูผู้สอน ผลการวิจัยพบว่า ผู้บริหารมีนโยบายในการจัดศูนย์สื่อการเรียนการสอนขึ้นในโรงเรียน โดยมีวัตถุประสงค์ในการจัดหาและอำนวยความสะดวกในการใช้สื่อการเรียนการสอนให้แก่ครูผู้สอน มีการจัดสถานที่ และแต่งตั้งผู้รับผิดชอบในการดำเนินงานของศูนย์สื่อการเรียนการสอน สนับสนุนการดำเนินงานในด้านงบประมาณ และนิเทศติดตามผลการดำเนินงาน ส่วนในด้านการดำเนินงานของศูนย์สื่อการเรียนการสอน เจ้าหน้าที่ศูนย์สื่อการเรียนการสอนมีความเห็นว่า ได้ปฏิบัติงานในด้านต่างๆ ดังนี้ 1) ผลิตและพัฒนาสื่อการเรียนการสอนโดยสำรวจความต้องการของครูและให้ครูมีส่วนร่วมในการผลิต 2) ประเมินผลการใช้สื่อโดยดูจากหลักฐานการใช้และแจ้งผลการประเมินในที่ประชุม 3) จัดหาและอำนวยความสะดวกในการใช้สื่อการเรียนการสอน โดยจัดสถานที่เก็บสื่อการเรียนการสอนเป็นห้องเอกเทศ และจัดเก็บสื่อโดยแยกตามกลุ่มประสบการณ์ มีการจัดทำทะเบียนวัสดุ อุปกรณ์ เครื่องมือและกำหนดรหัสให้อยู่ในสภาพเรียบร้อย รวมทั้งจัดป้ายประชาสัมพันธ์การให้บริการ 4) จัดให้การศึกษาและฝึกอบรมการผลิตและการใช้สื่อการเรียนการสอน โดยสำรวจความต้องการของครูและจัดอบรมปีละครั้ง 5) ให้ข้อสนเทศเกี่ยวกับรายการสื่อการผลิต และการใช้สื่อและบริการต่างๆ โดยศูนย์สื่อการเรียนการสอนจัดทำเป็นเอกสาร 6) ประเมินผลการดำเนินงาน โดยสังเกตความสนใจของผู้มาใช้บริการ และสรุปผลการดำนเนิงานให้ผู้บริหารทราบในด้านครูผู้สอนมีความเห็นว่า ศูนย์สื่อการเรียนการสอนได้จัดหาสื่อการเรียนการสอนที่มีคุณภาพดี สอดคล้องกับหลักสูตร จัดหาสื่อมาเพิ่มเติมอยู่เสมอ นอกจากนี้ยังอำนวยความสะดวกในการใช้บริการที่ศูนย์สื่อการเรียนการสอนให้แก่ครูอีกด้วย ส่วนในด้านปัญหาพบว่า ผู้บริหาร เจ้าหน้าที่ศูนย์สื่อการเรียนการสอน และครูผู้สอนมีความเห็นสอดคล้องกันว่า สิ่งที่เป็นปัญหามากที่สุดคือ เจ้าหน้าที่ศูนย์สื่อการเรียนการสอนมีเวลาไม่เพียงพอในการปฏิบัติงาน เนื่องจากมีภาระหน้าที่ที่จะต้องปฏิบัติเป็นจำนวนมาก |
| Other Abstract: | The objective of the study was to examine the operation of the Instructional Media Center (IMC) and its problems in elementary schools under the Jurisdiction of the Office of the National Primary Education Commission, Educational Region 1. The study was conducted on 3 sample groups: school administrators, IMC staff and teachers. The results of the study were as follow The school administrators had a policy to set up the IMC in their schools in order to provide the school teachers with proper instructional media items, to organize a place for the school IMC, to appoint staff, support finance, supervise and follow up the operation. The IMC staff performed the following responsibilities: 1) Develop and prepare instructional media materials to serve the needs of the school teachers 2) Evaluate the uses of instructional media materials by reviewing the users' record books and report the evaluation to the school administrators 3) Keep the instructional media materials in proper places, prepare a material register for systematically controlling the stock of the items, and make known the availability of instructional media items to the school teachers 4) Provide the teachers 'with trainings on the proper uses of IMC items at least once a year 5) Prepare lists of instructional media items and services available for borrowing, 6) Evaluate the operation of the IMC and report to the administrators, The teachers thought that the IMC could provide ' them with effective instructional media. The items were always added up to serve the requirement of the courses. The most important problem found was the IMC staff had been too occupied with many kinds of work so that they could not operate the functions of the IMC effectively and efficiently. |
