| Abstract: | การวิจัยนี้มีวัตถุประสงค์ เพื่อพัฒนามาตรฐานการปฏิบัติงานเทคโนโลยีการศึกษา ของหน่วยงานด้านเทคโนโลยีการศึกษาในสถาบันอุดมศึกษา กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ได้แก่ ผู้เชี่ยวชาญ 51 คน ผู้บริหาร 13 คน และผู้ปฏิบัติงานเทคโนโลยีการศึกษาในสถาบันอุดมศึกษา จำนวน 370 คน ผลการวิจัยสรุปได้ ดังนี้ มาตรฐานการปฏิบัติงานเทคโนโลยีการศึกษาในสถาบันอุดมศึกษาประกอบด้วย 14 มาตรฐาน และ 84 ตัวบ่งชี้ คือ มาตรฐานที่ 1 งานออกแบบและพัฒนาการเรียนการสอน ตัวบ่งชี้ คือ มีขั้นตอนการออกแบบและพัฒนา การใช้ทฤษฎีและจิตวิทยาการเรียนการสอน การประเมินผล และผู้ใช้บริการมีความพึงพอใจ มาตรฐานที่ 2 งานออกแบบเพื่อผลิตสื่อการเรียนการสอน ตัวบ่งชี้ คือ มีการวิเคราะห์กลุ่มเป้าหมาย วิเคราะห์เนี้อหาวิเคราะห์งาน การดำเนินงาน การประเมินผลและนำผลมาปรับปรุงงาน และมีผู้ใช้บริการมีความพึงพอใจ มาตรฐานที่ 3 งานฝึกอบรมด้านเทคโนโลยีการศึกษา ตัวบ่งชี้ คือมีการศึกษาความต้องการจำเป็น การวิเคราะห์กลุ่มเป้าหมาย กำหนดวิธีการและกิจกรรม การเขียนโครงการ การควบคุมคุณภาพ การจัดฝึกอบรมภายในและภายนอก และมีผู้ใช้บริการมีความพึงพอใจ มาตรฐานที่ 4 งานวิจัยและพัฒนาด้านเทคโนโลยีการศึกษา ตัวบ่งชี้ คือมีการวิจัย การพัฒนาสร้างสรรค์ผลงาน และนำผลงานไปใช้ มาตรฐานที่ 5 งานประเมินผลภายในและภายนอก ตัวบ่งชี้ คือ มีระบบคุณภาพ และกลไกสำหรับการประเมินภายในและภายนอก มาตรฐานที่ 6 งานเผยแพร่ด้านเทคโนโลยีการศึกษา ตัวบ่งชี้ คือ มีแผนงาน การดำเนินงานโครงการ เผยแพร่แก่บุคลากรภายในและภายนอกการจัดทำคู่มือ การประเมินงาน และการประสานความร่วมมือกับหน่วยงานต่าง ๆ มาตรฐานที่ 7 งานผลิตสื่อกราฟิก มาตรฐานที่ 8 งานผลิตสื่อสิ่งพิมพ์ ตัวบ่งชี้ คือ มีการวิเคราะห์งานและวางแผนดำเนินงาน ให้คำปรึกษาทำความเข้าใจ การแสดงตัวอย่างผลงาน เลือกวัสดุ วิธีการผลิต การตรวจสอบผลงาน ตรวจสอบอุปกรณ์ พัฒนาผู้ปฏิบัติงาน และการศึกษาความพึงพอใจมาตรฐานที่ 9 งานผลิตสื่อวีดิทัศน์/โทรทัศน์ มาตรฐานที่ 10 งานผลิตสื่อเสียง/วิทยุ และมาตรฐานที่ 11 งานผลิตสื่อคอมพิวเตอร์ ตัวบ่งชี้ คือ มีการวิเคราะห์และวางแผนดำเนินงานให้คำปรึกษา ควบคุมกระบวนการผลิต พัฒนาวิธีการผลิตสื่อ การตรวจสอบผลงาน ตรวจสอบอุปกรณ์ พัฒนาผู้ปฏิบัติงาน และผู้ใช้บริการมีความพึงพอใจ มาตรฐานที่ 12 งานบริการให้คำปรึกษาด้านเทคโนโลยีการศึกษาตัวบ่งชี้ คือ มีระบบการตัดเลือกบุคคลในการปฏิบัติหน้าที่ การพัฒนาผู้ปฏิบัติงาน ปัจจัยสนับสนุนงาน และผู้ใช้บริการมีความพึงพอใจ มาตรฐานที่ 13 งานบริการสื่อการสอนและโสตทัศนูปกรณ์ ตัวบ่งชี้คือ มีการจัดบริการ จัดทำคู่มือ การใช้งานระบบฐานข้อมูล การศึกษาความต้องการผู้ใช้บริการ การตรวจสอบ ดูแล บำรุงรักษาสื่อและโสตทัศนูปกรณ์ การพัฒนาผู้ปฏิบัติงาน และผู้ใช้บริการมีความพึงพอใจ และมาตรฐานที่ 14 งานวางแผนและจัดการด้านเทคโนโลยีการศึกษา ตัวบ่งชี้ คือ มีการกำหนดแผนกลยุทธ์ของหน่วยงาน |
| Other Abstract: | The purpose of this research was to develop performance standards for educational technology in higher education institutions in Thailand. The samples were 51 experts, 13 administrators, and 370 educational technologists in higher education institutions. The research findings were as follows: The performance standards for educational technology in higher education institutions consisted of 14 standards and 84 indicators; (1) Instructional design and instructional development standard with 4 indicators: design and development, application of teaching and learning theories and psychology, evaluation, customer satisfaction; (2) Instructional media design standard with 6 indicators: target group analysis, content analysis, task analysis, implementation, evaluation and the use of evaluation results for work improvement, and customer satisfaction; (3) Educational technology training with 8 indicators: training needs analysis, target group analysis, training methods and activities identification, project writing, training quality control, internal and external training service and customer satisfaction; (4) Research and development standard with 3 indicators: research study work development and application of results for wok improvement; (5) Internal and external assessment standard with 3 indicators: the quality system, internal assessment and external assessment; (6) Educational technology diffusion in standard with 6 indicators: work plan, project implementation, service manual for customers, work assessment, cooperation with various organizations; (7) Graphic media production standard; (8) Printed material production standard with 9 indicators, analysis and planning, giving consultations, making contract, media exhibitions, material selections production, media proof, the instrument maintenance, staff development and customer satisfaction; (9 ) Video/television production standard; (10) Audio material/radio production standard; (11) Computer media production standard with 8 indicators: analysis and planning, giving consultations, production process control, media production process development, the examination of work product, the examination of instrument, the staff development and customer satisfaction; (12) Educational Technology consultation service in standard with 4 indicators: the recruitment of technologists, staff development, work support factors , and customer satisfaction; (13) Instructional media and audio visual aids service standard with 7 indicators: service management, manual for customers, the implementation of database, needs analysis , media and audio visual aids material, staff development and customer satisfaction and (14) Planning and management standard with one indicator, strategic plan of the organization. |
