| Abstract: | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการบริหารสถาบันอุดมศึกษาไทยเพื่อเตรียมความพร้อมสู่การเป็นประชาคมอาเซียน วิเคราะห์จุดแข็ง จุดอ่อน โอกาส และภาวะคุกคามของการบริหารสถาบันอุดมศึกษาไทยเพื่อเตรียมความพร้อมสู่การเป็นประชาคมอาเซียน และพัฒนายุทธศาสตร์การบริหารสถาบันอุดมศึกษาไทยเพื่อเตรียมความพร้อมสู่การเป็นประชาคมอาเซียน วิธีการวิจัยเป็นแบบผสมผสาน โดยการวิจัยเชิงปริมาณ เป็นการศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์การบริหารสถาบันอุดมศึกษาไทยเพื่อเตรียมความพร้อมสู่การเป็นประชาคมอาเซียน สังกัดสำนักงานคณะกรรมการอุดมศึกษา จำนวน 148 แห่งโดยใช้แบบสอบถาม วิเคราะห์ข้อมูลด้วยสถิติบรรยาย และวิเคราะห์ลำดับความสำคัญของความต้องการจำเป็นด้วยเทคนิค PNI ส่วนการวิจัยเชิงคุณภาพเป็นการศึกษาแนวทางการบริหารสถาบันอุดมศึกษาเพื่อเตรียมความพร้อมสู่การเป็นประชาคมอาเซียนของสถาบันอุดมศึกษาไทยที่มีความเป็นเลิศในเอเชีย โดยการสัมภาษณ์ผู้บริหารของสถาบันอุดมศึกษาที่มีความเป็นเลิศในเอเชีย จำนวน 7 แห่ง และการสนทนากลุ่มของผู้ทรงคุณวุฒิเพื่อตรวจสอบความเหมาะสมของยุทธศาสตร์ ผลการวิจัยพบว่า สภาพปัจจุบันของการบริหารสถาบันอุดมศึกษาไทยเพื่อเตรียมความพร้อมสู่การเป็นประชาคมอาเซียน มีค่าเฉลี่ยโดยรวมอยู่ในระดับน้อย (ค่าเฉลี่ย = 2.25) โดยด้านการผลิตบัณฑิตมีค่าเฉลี่ยอยู่ในระดับปานกลาง (ค่าเฉลี่ย = 2.85) ส่วนด้านอื่นๆ มีค่าเฉลี่ยอยู่ในระดับน้อย เรียงตามลำดับดังนี้ ด้านการให้บริการทางวิชาการแก่สังคม (ค่าเฉลี่ย = 2.11) ด้านการทำนุบำรุงศิลปะและวัฒนธรรม (ค่าเฉลี่ย = 2.04) และด้านการวิจัย (ค่าเฉลี่ย = 2.00) สภาพที่พึงประสงค์ของการบริหารสถาบันอุดมศึกษาไทยเพื่อเตรียมความพร้อมสู่การเป็นประชาคมอาเซียนมีค่าเฉลี่ยอยู่ในระดับมากทุกด้าน เรียงตามลำดับดังนี้ ด้านการผลิตบัณฑิต (ค่าเฉลี่ย = 4.12) ด้านการให้บริการทางวิชาการแก่สังคม (ค่าเฉลี่ย = 3.65) ด้านการวิจัย (ค่าเฉลี่ย = 3.61) และด้านการทำนุบำรุงศิลปะและวัฒนธรรม (ค่าเฉลี่ย = 3.58) ค่าดัชนีความต้องการจำเป็นของการบริหารสถาบันอุดมศึกษาไทยเพื่อเตรียมความพร้อมสู่การเป็นประชาคมอาเซียน มีค่าเฉลี่ยโดยรวม PNI = 6.19 ด้านที่มีค่าเฉลี่ยความต้องการจำเป็นมากที่สุด คือ ด้านการวิจัย (PNI = 7.10) รองลงมา คือ ด้านการให้บริการทางวิชาการแก่สังคม (PNI = 6.39) ด้านการทำนุบำรุงศิลปะและวัฒนธรรม (PNI =6.20) และด้านการผลิตบัณฑิต (PNI =5.63) ตามลำดับ ยุทธศาสตร์การบริหารสถาบันอุดมศึกษาไทยเพื่อเตรียมความพร้อมสู่การเป็นประชาคมอาเซียน ประกอบด้วย 4 ยุทธศาสตร์หลัก คือ (1) ยุทธศาสตร์การพัฒนาบัณฑิตสู่สากลตามบริบทที่เป็นจริงจากหลากหลายมุมมอง (2) ยุทธศาสตร์การพัฒนาเครือข่ายการวิจัยด้านอาเซียน (3) ยุทธศาสตร์การพัฒนาระบบสารสนเทศด้านอาเซียนเพื่อการจัดการความรู้และการบริการสังคม และ (4) ยุทธศาสตร์การส่งเสริมศิลปวัฒนธรรมเพื่อสานสัมพันธ์ในอาเซียน |
| Other Abstract: | This research aimed to explore the current and desirables situations; analyze strengths, weaknesses, opportunities, and threats; and develop management strategies for the preparation of Thai higher education institutions for the ASEAN Community. This research applied mixed method approach. The quantitative approach explored the current and desirables situations of management strategies for the preparation of Thai higher education institutions for the ASEAN Community from 148 Thai higher education institutions by the questionnaire. Data were analyzed using descriptive statistics and the technique called Priority Needs Index (PNI) was applied. The qualitative approach was undertaken by exploring the existing management strategies for the preparation of Thai higher education institutions for the ASEAN Community from 7 Thai well-known higher education institutions in Asia by interviewing. The proposed strategies were verified by the experts. The results showed that the current situations of management strategies for the preparation of Thai higher education institutions for the ASEAN Community was rated at a low level (mean =2.25). Producing graduates was rated at average level (mean = 2.85). The other was rated at low level.; providing academic services to community (mean =2.11), preserving arts and culture (mean =2.04), and conducting researches (mean =2.00). The desirables situations of management strategies for the preparation of Thai higher education institutions for the ASEAN Community was rated at high level (mean =2.25) . Producing graduates was rated at average level (mean =4.12), providing academic services to community (mean =3.65), conducting researches (mean =3.61). From the analysis of Priority Needs Index, management strategies for the preparation of Thai higher education institutions for the ASEAN Community turned out to be an average PNI =6.19; conducting researches (PNI=7.10), providing academic services to community (PNI=6.39), preserving arts and culture (PNI=6.20), and producing graduates (PNI=5.63). Management strategies for the preparation of Thai higher education institutions for the ASEAN Community consisted of 4 strategies (1) produce graduates for global market, counting on authentic contexts observed from various perspectives (2) develop ASEAN-related research network (3) develop an information system regarding ASEAN, which aims towards managing knowledge and community; and (4) promote arts and culture in order to develop and enhance ASEAN connectivity. |
