dc.description.abstract	กรณีการไม่ต้องการเข้าร่วมความคิดริเริ่มด้านความมั่นคงทางทะเลในภูมิภาค(Regional Maritime Security Initiatives)ซึ่งเป็นความริเริ่มเพื่อปราบปรามการกระทำเยี่ยงโจรสลัดในเอเชียตะวันออกเฉียงใต้นั้น เหตุผลและจุดยืนของประเทศที่มีเอกลักษณ์ทั้งทางด้านสังคม เศรษฐกิจ และการเมืองของอินโดนีเซียและมาเลเซียต่างมีผลกระทบต่อการกำหนดนโยบายต่างประเทศเพื่อปราบปรามโจรสลัดเนื่องดังกล่าว เนื่องจากอินโดนีเซียและมาเลเซียต้องเผชิญกับการกระทำเยี่ยงโจรสลัดที่รุนแรงในพื้นที่ทางทะเลในเอเชียตะวันออกเฉียงใต้ ทั่วโลกต่างสนับสนุนความร่วมมือเพื่อปราบปรามการกระทำเยี่ยงโจรสลัด อย่างไรก็ตามอินโดนีเซียและมาเลเซียต่างไม่ต้องการให้ชาติมหาอำนาจใดเข้ามาแทรกแซง จึงสนใจศึกษาว่า เหตุผลทั้งทางการเมือง เศรษฐกิจและสังคมส่งผลต่อการดำเนินนโยบายต่างประเทศกรณีการปราบปรามโจรสลัดของประเทศอินโดนีเซียและประเทศมาเลเซียอย่างไร โดยจะเปรียบเทียบระหว่างประเทศอินโดนีเซียและประเทศมาเลเซียเพื่อชี้ถึงความคล้ายคลึงและความแตกต่างของเหตุผลทางด้าน เศรษฐกิจ การเมือง และสังคมของทั้งสองประเทศต่อการกำหนดนโยบายต่างประเทศที่ปฏิเสธการเข้าร่วมความคิดริเริ่มด้านความมั่นคงทางทะเลในภูมิภาค(Regional Maritime Security Initiatives)โดยการศึกษาครั้งนี้จะทำให้เกิดความเข้าใจในการกำหนดนโยบายต่างประเทศของประเทศอินโดนีเซียและประเทศมาเลเซีย นำไปสู่การพัฒนาความร่วมมือกับต่างชาติเพื่อปราบปรามโจรสลัดในภูมิภาคนี้ต่อไป ในที่นี้การศึกษาเหตุผลทางด้านการเมือง เศรษฐกิจ และสังคม ซึ่งอยู่ในช่วงหลังอินโดนีเซียและมาเลเซียได้รับเอกราชเป็นต้นมา ว่ามีผลกระทบต่อการกำหนดนโยบายที่ไม่เข้าร่วมความคิดริเริ่มด้านความมั่นคงทางทะเลในภูมิภาค(Regional Maritime Security Initiatives)ของรัฐสภาที่มีเสียงข้างมากของประเทศมาเลเซียในสมัยอับดุลลาห์ อาหมัด บาดาวี(Abdullah bin Haji Ahmad Badawi)ตั้งแต่วันที่ 31 ตุลาคม ค.ศ. 2003 – 3 เมษายน ค.ศ. 2009 และกลุ่มที่มีอำนาจอิสระหลายกลุ่มในรัฐสภาประเทศอินโดนีเซียในสมัยเมกาวาตี ซูการ์โนบุตรี(Megawati Soekarnoputr) ในช่วง 23 กรกฎาคม ค.ศ. 2001 - 20 ตุลาคม ค.ศ. 2004	en_US
dc.description.abstractalternative	At the present, Countries around the world focus on the piracy operations. Because piracy operations affect to economic and security issues around the world especially in Indonesia and Malaysia. Malaysia and Indonesia are located in the maritime security strategy location of the world, it is very important to study why Malaysia and Indonesia foreign policy seldom support the anti-piracy operations from other countries especially the United States of America in case of Regional Maritime Initiatives (RMSI) in 2004. Among various factors and anti-piracy supporting from other countries, it is found that major factors influencing the foreign - policy making of Indonesia and Malaysia in case of anti – piracy operations are internal factors which consist of social, economic and political factors since the independence era of both countries. The main research question focuses on the reasons of Malaysia and Indonesia and their foreign – policy making in case of anti – piracy operations from 2003 to 2009. The purpose of this research is to study the reasons and foreign - policy making of Malaysia and Indonesia in case of comparative study of anti – piracy operations from 2003 to 2009.	en_US
