| Abstract: | การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อวิเคราะห์และเปรียบเทียบระบบการสำรวจข้อมูลในโครงการติดตามสภาวการณ์เด็กและเยาวชนในแต่ละระดับ (ระดับประเทศ ระดับภาคและระดับจังหวัด) ตามมาตรฐานสำรวจข้อมูลขนาดใหญ่ 2) เพื่อวิเคราะห์ความเป็นมาตรฐานเดียวกันของระบบการสำรวจข้อมูลในแต่ละพื้นที่ และวิเคราะห์ปัจจัยที่ส่งผลต่อความเป็นมาตรฐานเดียวกันของการจัดเก็บข้อมูล 3) เพื่อจัดทำข้อเสนอแนะแนวทางการปรับปรุงระบบการสำรวจข้อมูลขนาดใหญ่สำหรับโครงการการศึกษาครั้งนี้ใช้ระเบียบวิธีการวิจัยเชิงปริมาณควบคู่กับเชิงคุณภาพ กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ นักวิจัยของโครงการติดตามสภาวการณ์เด็กและเยาวชนรายจังหวัด ระดับประเทศ ระดับภาค และระดับจังหวัด จำนวน 81 คน ซึ่งได้มาจากการสุ่มแบบเจาะจง การเก็บรวบรวมข้อมูลใช้แบบสำรวจและแบบสัมภาษณ์เป็นเครื่องมือ วิเคราะห์ข้อมูลด้วยสถิติบรรยายโดยใช้โปรแกรม SPSS และการวิเคราะห์เนื้อหา ผลการวิจัยสรุปได้ดังนี้ 1) เมื่อพิจารณาจากจุดตัดคะแนน (Cut-off Score) ที่ถือว่าการเก็บข้อมูลผ่านเกณฑ์ในระดับที่น่าพอใจ คือ ร้อยละ 80 ขึ้นไป หรือเทียบเท่า 4.00 ขึ้นไป และผ่านเกณฑ์ในระดับที่ยอมรับได้คือร้อยละ 70 หรือเทียบเท่า 3.50 ขึ้นไป โดยใช้ Likert Scale (1– 5) เป็นเกณฑ์ พบว่า โครงการติดตามสภาวการณ์เด็กและเยาวชนรายจังหวัด (Child Watch) ผ่านเกณฑ์ในระดับที่ยอมรับได้ทั้งหมด แต่พบว่ามีข้อที่ยังไม่ผ่านเกณฑ์ในระดับที่น่าพอใจ อยู่ 8 ข้อ ซึ่งเมื่อจำแนกดูในรายระดับแล้ว จะพบที่เป็นปัญหาร่วมทั้ง 3 ระดับอยู่ 3 ข้อ คือ การจัดฝึกอบรมให้แก่บุคลากร อาทิ เทคนิคการสุ่มตัวอย่างเทคนิคการเขียนรายงานการคัดเลือกครูหรือผู้ช่วยในการแจกแบบสำรวจ การชี้แจงนักเรียนตลอดจนการเก็บรวบรวมแบบสำรวจคืนทีมจังหวัด และ การมีจำนวนบุคลากรเพียงพอต่อการสำรวจข้อมูลและเป็นปัญหาร่วมอย่างน้อย 2 ระดับอยู่ 5 ข้อ 2) เมื่อวิเคราะห์ในระดับพื้นที่(ภาค) พบว่าทุกภาคผ่านเกณฑ์ในระดับที่ยอมรับได้ แต่มี 1 ภาค จาก 5 ภาค ที่คะแนนรวมยังไม่ถึงเกณฑ์ในระดับที่น่าพอใจ เมื่อจำแนกดูรายข้อของแต่ละภาค พบปัญหาร่วมของ 4 ใน 5 ภาคที่คะแนนไม่ถึงเกณฑ์ในระดับที่น่าพอใจซึ่งถือเป็นปัญหาสำคัญ 1 เรื่อง คือ การจัดฝึกอบรมให้แก่บุคลากร และพบปัญหาร่วมที่คะแนนรวมไม่ถึงเกณฑ์ในระดับที่น่าพอใจใน 3 ภาค อีก 8 ข้อ ทั้งนี้เหตุปัจจัยสำคัญที่ทำให้เกิดความแตกต่างในการเก็บข้อมูล ได้แก่ 1) ปัจจัยคน 2) ปัจจัยระยะเวลา 3) ปัจจัยเชิงบริบทพื้นที่ 4) ปัจจัยความร่วมมือ และ 5) ปัจจัยเนื่องจากเงื่อนไขอื่นๆ ของแหล่งทุน จากผลการวิจัยข้างต้นผู้วิจัยมีข้อเสนอแนะสำคัญอยู่ 3 ประการ คือ 1) การลงทุนกับการพัฒนาบุคลากรทุกระดับอย่างพอเพียง 2) การปรับเงื่อนไขของแหล่งทุนให้ยืดหยุ่นและสอดคล้องกับสภาพและข้อจำกัดในการเก็บข้อมูลในแต่ละพื้นที่ และ 3) การศึกษาความต้องการของหน่วยงานส่วนกลางและระดับพื้นที่ตลอดจนการทำข้อตกลงความร่วมมือกับบางหน่วยงาน เพื่อให้การเก็บข้อมูลมีประสิทธิภาพยิ่งขึ้น |
| Other Abstract: | The objectives of this study were 1) to analyze and compare the survey systems of the Child Watch Project at each levels (national, regional and provincial) against the standards of large-scale survey systems 2) to analyze the differences in standards of the survey system at regional level and factors affecting such differences. 3) to propose a guideline for the improvement of the project. Quantitative and qualitative research procedures were employed in this study. The participants of this study were 81 researchers from national, regional and provincial level of the Child Watch project. The purposive sampling was used in data sampling. Questionaires and interviews were used as research instruments. The data were analyzed by descriptive statistics using SPSS and content analysis. The study found that : 1) The analysis of the survey system of the project, using an average score for each item not less than 80% or 4.00 on 1-5 Likert scale as satisfactory criteria and 70% or 3.50 as acceptable criteria, showed that the Child Watch Project passed every standards at acceptable and satisfactory levels. There were eight items that could not pass satisfactory criteria. When classified by level, there were three items which did not pass satisfactory criteria at all three levels i.e., personnel training, adequacy of personnel and selection of assistants for data collection. There also were five other items which did not pass satisfactory criteria at two levels. 2) When the data were analyzed at regional level, it was found that every region passed every standards at acceptable and satisfactory levels. However, it was found that there was one item i.e., personnel training to be a common problem in four out of five regions with all average scores not reaching the satisfactory level. There also were eight other items that could not reach the satisfactory level in three regions. The factors that caused the differences in data collection standards were 1) human factor; 2) time factor 3) area -based contextual factor; 4) cooperative factor; and 5) factor related to other work conditions set forth by the funding agency. There are three suggestions from the research: 1) sufficient investment in personnel training and development at all levels, 2) the more flexible time and work conditions in accord with local contexts, and 3) the more effective use of need assessment of the key stakeholders at both national and local level including an arrangement for formal agreements with certain agencies in order to enhance the effectiveness of the project. |
