dc.description.abstract	วิทยานิพนธ์เรื่อง ปัจจัยที่มีผลต่อการเข้าเป็นสมาชิกองค์การการค้าโลกของรัสเซียมีจุดประสงค์เพื่อศึกษาปัจจัยที่ส่งผลต่อการใช้เวลาเพื่อเข้าเป็นสมาชิกองค์การการค้าโลกของรัสเซีย ซึ่งใช้กรอบแนวคิดของ Robert D. Putnum เรื่องทฤษฏีเกมส์สองระดับ (Two Level Games) ในการอธิบายปัจจัยด้านการเมืองภายใน และปัจจัยระหว่างประเทศที่ทำให้รัสเซียต้องล่าช้าในการเข้าเป็นสมาชิกองค์การการค้าโลก ผลการศึกษาพบว่าปัจจัยที่ทำให้รัสเซียต้องล่าช้าในการเข้าเป็นสมาชิกองค์การการค้ามาจากปัจจัยสำคัญ 2 ด้านคือ ปัจจัยภายในประเทศและปัจจัยระหว่างประเทศ โดยปัจจัยภายในคือบทบาทของกลุ่มผลประโยชน์ต่างๆ ในรัสเซียที่มีส่วนได้ประโยชน์ และเสียประโยชน์จากการเข้าองค์การการค้าโลก โดยกลุ่มที่ได้ประโยชน์จากการเข้าองค์การการค้าโลกคือรัฐบาล และกลุ่มสหภาพผู้ประกอบการและนักอุตสาหกรรมรัสเซีย ซึ่งต้องการให้รัสเซียปฏิรูปเศรษฐกิจให้เป็นเสรี ส่วนกลุ่มที่เสียประโยชน์คือกลุ่มอุตสาหกรรมรถยนต์ กลุ่มเกษตรกรรม และกลุ่มสภาหอการค้าและอุตสาหกรรมรัสเซีย โดยกลุ่มเหล่านี้ต่อต้านการปฏิรูประบบเศรษฐกิจเสรีและไม่ต้องการให้อุตสาหกรรมภายในแข่งขันกับสินค้าและบริการจากต่างประเทศ ด้านปัจจัยภายนอกที่ส่งผลให้เกิดความล่าช้าในการเข้าองค์การการค้าโลกคือ ปัญหาการเจรจาเพื่อเปิดเสรีทางการค้าระหว่างรัสเซียกับชาติมหาอำนาจ เช่น สหรัฐอเมริกา สหภาพยุโรป และความขัดแย้งระหว่างรัสเซียและจอร์เจียเหนือดินแดนออสเซเทียใต้และอับคาเซีย โดยปัญหาเหล่านี้เคยส่งผลให้รัสเซียไม่สามารถเข้าเป็นสมาชิกองค์การการค้าโลกจนกระทั่ง ค.ศ. 2012	en_US
dc.description.abstractalternative	The thesis entitled on “Factors contributing to Russia’s Accession to WTO” aims to study various factors that have influenced the delay in Russia’s accession to WTO. This thesis will consult with Robert D. Putnam’s conceptual framework of “Two-level Games”, which deals with both domestic factors (level II) and international factors (level I). The finding of this thesis concludes that domestic factors cause more influence in delaying the accession than international factors. Having said that, domestic factors refer to various crucial interest groups within Russia. They are, on the one hand, the Russian government and Russian Union of Industrialist and Entrepreneurs (RSPP) which has supported liberalization of Russian economy; on the other hand, the opposition parties, the agricultural, automobile and aviation sectors, the Chamber of Commerce and Industry of Russia (CICC) that have both opposed the efforts to liberalize the economy within Russia, and tried to protect the infant industries. As for international factors causing the delay in Russia’s accession to WTO include negotiation problems in trade and service with both the US and the EU, together with the conflict with Georgia on Abkhazia and South Ossetia issues. All of these factors had constituted the delay in Russia’s accession to WTO until 2012 when Russia has officially acceded to WTO.	en_US
