| Abstract: | ปัญหาที่หน่วยงานปกครองส่วนท้องถิ่น ประสบอยู่ในการจัดการข้อมูลเพื่อใช้ในการปฏิบัติงานคือ ขาดข้อมูลที่เป็นมาตรฐาน มีการจัดเก็บข้อมูลที่ซ้ำซ้อน ยุ่งยากในการเรียกใช้ข้อมูลระหว่างหน่วยงาน การวิจัยนี้จึงได้จัดทำระบบข้อมูลที่ดินสำหรับพื้นที่ชุมชนขนาดเล็กเพื่อแก้ปัญหาดังกล่าว โดยเลือกบริเวณหมู่บ้านเสรี 1 เป็นพื้นที่ศึกษา องค์ประกอบของระบบ ได้แก่ การเตรียมข้อมูลและวิเคราะห์โครงสร้าง การบันทึกข้อมูลเข้าฐานข้อมูล การนำเสนอข้อมูล และ การเรียกใช้ข้อมูลในรูปแบบต่าง ๆ การเตรียมข้อมูลและวิเคราะห์โครงสร้าง ได้มีการออกแบบโครงสร้างของฐานข้อมูลเชิงภาพ ได้แก่ ฐานข้อมูลแผนที่ฐาน ฐานข้อมูลระวางแผนที่แปลงกรรมสิทธิ์ที่ดิน ฐานข้อมูลแผนที่ระบบสาธารณูปโภค และการออกแบบโครงสร้างของฐานข้อมูลตัวอักษร ประกอบด้วยฐานข้อมูลงานทะเบียนที่ดิน ฐานข้อมูลงานประเมินราคาทรัพย์สินและงานจัดเก็บภาษี ฐานข้อมูลงานจัดการระบบสาธารณูปโภค ในการบันทึกข้อมูลเข้าสู่ฐานข้อมูล ได้จัดทำระบบโปรแกรมคอมพิวเตอร์เพื่อใช้ในการเพิ่มเติม แก้ไข ลบ และแสดงข้อมูลในแฟ้มข้อมูล โดยมีส่วนตรวจสอบความถูกต้องของข้อมูล การนำเสนอข้อมูลสามารถแสดงข้อมูลเชิงภาพ ได้แก่ แผนที่ฐาน ระวางแผนที่แปลงกรรมสิทธิ์ที่ดิน แผนที่ระบบสาธารณูปโภค บนจอภาพ โต๊ะเขียนแผนที่ เครื่องพิมพ์ และได้จัดทำโปรแกรมนำเสนอข้อมูลตัวอักษรในบางส่วน ได้แก่ จำนวนการถือครองที่ดินของบุคคลใดบุคคลหนึ่ง ประวัติการจดทะเบียนของที่ดินแปลงใด ๆ จำนวนอาคารที่ปลูกสร้างอยู่ในแปลงที่ดินที่ระบุ ฯลฯ ในส่วนการเรียกใช้ข้อมูลในรูปแบบต่าง ๆ ได้มีการทดสอบการเรียกใช้ข้อมูลในงานจดทะเบียนที่ดิน |
| Other Abstract: | A Land Information System for Small Communal Area can serve as a tool for the local government agencies to solve the data handling problems, such as, lacking of standard and up-to-date data, redundant data, difficulty in data interchange between agencies. In this research, Seree I Village is used as a test area. The system comprises of 4 main parts namely (a) data acquisition (b) data input and storage (c) information output and (d) data retrieval. In the data acquisition, the data base structure were designed and divided into 2 types, namely a spatial data base and a textural data base. For the data input and storage, a computer program system is established to add, edit, delete and list the data in the data files. Regarding the information output, textural data can be displayed on the monitor and printer; where as the spatial data can be displayed on the monitor, printer and plotter. The last part is data retrieval which has been tested to retrieve the land registration data. |
