dc.description.abstractการวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาวิธีการแก้ข่าวอื้อฉาวของกรมตำรวจ ระหว่างปี พ.ศ. 2533-2534 อันได้แก่เหตุการณ์ตำรวจสุพรรณและมติ ก.ตร.อัปยศ ในปี พ.ศ. 2533 ซึ่ง พล.ต.อ.แสวง ธีระสวัสดิ์ ดำรงตำแหน่งอธิบดีกรมตำรวจ และเหตุการณ์ยักยอกเพชรซาอุฯ ในปี พ.ศ. 2534 ซึ่ง พล.ต.อ. สวัสดิ์ อมรวิวัฒน์ ดำรงตำแหน่งอธิบดีกรมตำรวจ พร้อมทั้งศึกษาวิธีการของสื่อมวลชนในการนำเสนอการแก้ข่าวและระดับความเชื่อถือของสื่อมวลชนที่มีต่อการแก้ข่าวอื้อฉาวของกรมตำรวจด้วย ผลการวิจัยพบว่า กรมตำรวจมีวิธีการแก้ข่าวโดยมุ่งหวังต่อผลในการลดความขัดแย้งมากกว่าการนำเสนอข้อเท็จจริงแก่ประชาชน และไม่เคยมีการใช้หลักการประชาสัมพันธ์ที่เหมาะสมแก้ไขภาวะวิกฤติที่เกิดขึ้น ทำให้การแก้ข่าวอื้อฉาวของกรมตำรวจทั้งสามกรณีไม่ได้รับความเชื่อถือจากสื่อมวลชนและประชาชนทั่วไป เพราะกรมตำรวจมักแก้ข่าวล่าช้า ไม่ให้ข้อเท็จจริงกับประชาชนอย่างเพียงพอและขาดการประชาสัมพันธ์ภายในองค์กร อันเป็นเหตุให้ผู้รับสารเกิดความสับสนและไม่ไว้วางใจ นอกจากนี้ยังพบว่ามีปัจจัยอื่นๆ ที่มีผลกระทบต่อการแก้ข่าวอื้อฉาวของกรมตำรวจด้วย คือภาพพจน์ในทางลบของกรมตำรวจ บุคลิกของอธิบดีกรมตำรวจและสภาวะทางการเมืองในขณะนั้น สิ่งสำคัญอีกประการหนึ่งซึ่งมีส่วนสนับสนุนในการแก้ข่าวอื้อฉาวของกรมตำรวจคือ กรมตำรวจยังไม่สามารถใช้สื่อมวลชนเพื่อสนับสนุนการประชาสัมพันธ์ได้ตามวัตถุประสงค์ แม้แต่สื่อทางวิทยุกระจายเสียงของกรมตำรวจ ซึ่งมีอยู่ 44 สถานีทั่วประเทศก็ตาม จึงทำให้การแก้ข่าวเหตุการณ์อื้อฉาวของกรมตำรวจระหว่าง พ.ศ. 2533-2534 ไม่ประสบความสำเร็จen_US
dc.description.abstractalternativeThe objective of this study is to examine the tactics employed by the Royal Thai Police Department to clarify the scandalous police activities between 1990-1991. The scandals discussed in this study were the police incident in Supan Buri, the disgraceful appointment s of high-ranking officers in 1990 when Pol. Gen. Sawaeng Thirasawat was the Police-Director-General, and the disappearance of the jewelry smuggled from Saudi Arabia in 1991 when Pol, Gen. Sawat Amoranwiwat was in charge of the department. The study focuses also on the way mass media presented the news and the level of trust they had towards the Police Department’s attempt at clearing up the scandals. The study reveals that in clarifying the scandals, the Police Department aimed at minimizing conflicts rather than presenting facts to the public. Besides, the Department has never used appropriate PR tactics to alleviate the problems. Because of these factors, together with the slow responses to the scandals, and the lack of communication within the organization to form consistent campaigns, the mass media and the public tended to be confused and to distrust the Police Department ‘s efforts. In addition, the study found that the poor image of the Police Department and the political situation at that time also made the scandal remedy less effective. Another inhibiting factor was the Police Department’s inability to use mass media to support its public relations, not event its forty-four radio stations all over the country. As a result, the Police Department failed to restore its reputation during the years under study.en_US
