| Abstract: | การวิจัยครั้งนี้ มีวัตถุประสงค์คือ 1) เพื่อศึกษาศักยภาพที่พึงประสงค์ของนักการเมืองสตรีไทยในระดับท้องถิ่น 2) เพื่อวิเคราะห์สภาพปัจจุบัน ปัญหา และปัจจัยที่เกี่ยวข้องกับการเรียนรู้เพื่อส่งเสริมศักยภาพของนักการเมืองสตรีไทยในระดับท้องถิ่น และ 3) เพื่อพัฒนารูปแบบการเรียนรู้เพื่อส่งเสริมศักยภาพของนักการเมืองสตรีไทยในระดับท้องถิ่น สำหรับวิธีการวิจัยใช้วิธีการวิจัยแบบผสานวิธี (Mixed Methods) ผลการวิจัยพบว่า ศักยภาพที่พึงประสงค์ของนักการเมืองสตรีไทยในระดับท้องถิ่นประกอบด้วย 4 ด้าน คือ 1) ด้านจิตใจ ได้แก่ (1.1) ความมุ่งมั่นในการทำงาน (1.2) ความยุติธรรม (1.3) คุณธรรมจริยธรรม 2) ด้านความคิด ได้แก่ (2.1) การยึดมั่นหลักประชาธิปไตย (2.2) ความคิดริเริ่มในการทำงานเพื่อท้องถิ่น (2.3) วิสัยทัศน์กว้างไกล 3) ด้านความรู้ ได้แก่ (3.1) การบริหารจัดการ (3.2) การบริหารท้องถิ่น (3.3) มิติหญิงชาย และ4) ด้านพฤติกรรม ได้แก่ (4.1) มนุษยสัมพันธ์ (4.2) ความซื่อสัตย์สุจริต (4.3) ความซื่อตรงในการทำงาน ในส่วนของสภาพปัจจุบัน ปัญหา และปัจจัยที่เกี่ยวข้องกับการเรียนรู้เพื่อส่งเสริมศักยภาพของนักการเมืองสตรีไทยในระดับท้องถิ่น พบว่าปัจจุบันมีหน่วยงานที่ส่งเสริมการเรียนรู้ของนักการเมือง ได้แก่ สถาบันพัฒนาบุคลากรท้องถิ่นกระทรวงมหาดไทย สถาบันพระปกเกล้า และกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ นักการเมืองสตรีมีวิธีการเรียนรู้ที่หลากหลาย ได้แก่ การเรียนรู้จากประสบการณ์ การเรียนรู้จากการเข้าร่วมประชุมอบรมสัมมนา เรียนรู้จากครอบครัว เรียนรู้จากสื่อต่างๆ และการเรียนรู้จากเครือข่าย ปัญหาที่เกี่ยวข้องกับการเรียนรู้ พบว่ามีปัญหาในด้านต่างๆ ได้แก่นโยบายในการส่งเสริมศักยภาพของนักการเมืองสตรีของหน่วยงานที่เกี่ยวข้องยังไม่ต่อเนื่อง ส่วนปัจจัยที่เกี่ยวข้องกับการเรียนรู้ พบว่าสิ่งที่เรียนรู้ต้องสามารถนำไปใช้ได้จริง สามารถนำไปใช้ในการแก้ปัญหาการทำงานได้ การพัฒนารูปแบบการเรียนรู้เพื่อส่งเสริมศักยภาพของนักการเมืองสตรีไทยในระดับท้องถิ่นคือ “รูปแบบการเรียนรู้ของนักการเมืองสตรีไทยในระดับท้องถิ่น: รูปแบบการเรียนรู้เพื่อการเปลี่ยนแปลง” ประกอบด้วย 1) เป้าหมายการเรียนรู้เพื่อเสริมสร้างคุณลักษณะที่ดีของนักการเมืองสตรีให้มีคุณลักษณะพึงประสงค์ทั้ง 4 ด้าน คือจิตใจ ความคิด ความรู้ และพฤติกรรม 2) วิธีการเรียนรู้ เป็นการเรียนรู้เพื่อการเปลี่ยนแปลง ประกอบด้วยประสบการณ์ของปัจเจกบุคคล การใคร่ครวญอย่างมีวิจารณญาณ และการแลกเปลี่ยนทางความคิดอย่างมีเหตุผล โดยคำนึงถึงมโนทัศน์ของผู้เรียน ประสบการณ์ของผู้เรียน ความพร้อมในการเรียน และแนวทางในการเรียนรู้ 3) เนื้อหาการเรียนรู้ สอดคล้องกับการส่งเสริมคุณลักษณะที่พึงประสงค์ของนักการเมืองสตรีและสามารถนำไปใช้ได้จริง และ4) ปัจจัยที่เกี่ยวข้องกับการเรียนรู้ หน่วยงานที่เกี่ยวข้องควรจัดการเรียนรู้เพื่อส่งเสริมศักยภาพของนักการเมืองสตรีไทยอย่างจริงจังและต่อเนื่องตามแนวทางการเรียนรู้เพื่อการเปลี่ยนแปลง |
| Other Abstract: | This mixed method research aims to 1) study the desired potentials of Thai female local politicians, 2) analyze current situations, problems, and factors involving learning to enhance potential of Thai female local politicians, and 3) develop a learning model to enhance potential of Thai female local politicians. The results of this study show that there are 4 desired potentials of Thai female local politicians, which are 1) mental potential, including (1.1) commitment to work (1.2) mind for justice (1.3) morality and ethics, 2) thought potential, including (2.1) adherence to democracy (2.2) creativity in local work (2.3) broad vision, 3) cognitive potential, including (3.1) management (3.2) local administration (3.3) gender and 4) behavioral potential, including (4.1) human relations (4.2) honesty (4.3) integrity to work In terms of current situations, problems, and factors involving learning to enhance potential of Thai female local politicians, it is found that there are entities supporting learning among politicians, namely Local Personnel Development Institution, Ministry of Interior, King Prajadhipok’s Institute, and Ministry of Social Development and Human Security. There are many learning methods employed by female local politicians, including learning from experience, learning from seminars and workshops, learning from the family, learning from the media, and learning from networks. In term of problems involving learning, policies from involving entities to enhance potential of female local politicians are disruptive. In term of factors involving learning, the learning content has to be practical in order to solve problems. The development of the learning model to enhance potential of Thai female local politicians, “The Female Local Politicians Learning Model: Transformative Learning Model”, include the following methods: 1) Strengthening the 4 desired characteristics of female local politicians, including mental potential, thought potential, cognitive potential, and behavioral potential, which are the potentials of females active in local politics required for political changes 2) Learning for changes, including individual experiences, critical thinking, and knowledge exchange with rationality based on learners’ perspectives, experiences, readiness, and methods 3) Designing the learning content coherent with guidelines to strengthen characteristics of female local politicians for practical use, and 4) Involving entities regarding learning to enhance potential of Thai female local politicians deliberately and continuously. |
