| Abstract: | วัตถุประสงค์ของงานวิจัยนี้ เพื่อปรับปรุงระบบคุณภาพขององค์กรให้สอดคล้องตามเกณฑ์มาตรฐาน ISO9001:2008 และนำไปสู่แนวทางการปฏิบัติเพื่อการขอรับการรับรองมาตรฐานระบบบริหารคุณภาพตามแนวทาง ISO9001:2008 โดยการระดมสมอง การวิเคราะห์ SWOT เทคนิค TOWS Matrix เทคนิคการตรวจติดตามคุณภาพ แผนภูมิก้างปลา การเทียบเคียง ใบรายการการตรวจสอบ มาตรฐานคุณภาพ ISO9001:2008 และมาตรฐาน ISO19011 ขั้นตอนการดำเนินงานวิจัยประกอบด้วย 5 ขั้นตอน (I)การกำหนดปัญหาจากการร่วมกันค้นหาปัญหาและข้อเสนอแนะที่พบจากกระบวนการตรวจติดตามคุณภาพภายใน พบปัญหาทั้งสิ้น 4 ปัญหา กล่าวคือ 1)ขาดการวางแผนการตรวจติดตามคุณภาพภายใน 2)การขาดความรู้ความเข้าใจในกระบวนการของผู้ตรวจติดตามคุณภาพภายใน 3) วิธีการตรวจติดตามคุณภาพภายในที่ไม่เป็นไปตามเอกสารที่ระบุไว้ และ 4) ข้อคำถามในใบรายการตรวจติดตาม (II)การหาสาเหตุหลัก พบว่าพนักงานขาดการอบรมและทักษะในการดำเนินกิจกรรมการตรวจติดตามคุณภาพทำให้ไม่เข้าใจประโยชน์และกระบวนการที่เป็นมาตรฐานในระบบบริหารคุณภาพ (III) การหาวิธีการแก้ปัญหา ได้ทำการปรับปรุงแก้ไขปัญหาที่สาเหตุโดยจัดการฝึกอบรม ทบทวนและให้ความรู้เกี่ยวกับระบบคุณภาพ ISO9001:2008 และการอบรมสำหรับการเป็นผู้ตรวจประเมินคุณภาพภายใน และร่วมกันระดมความคิดในการแก้ไขปัญหาทุกปัญหาสามารถสร้างมาตรฐานการตรวจติดตามคุณภาพภายในใหม่ (IV) การนำวิธีแก้ไปปฏิบัติโดยเริ่มจากความเห็นชอบของฝ่ายบริหารในการต้องการให้เกิดการปรับปรุงกระบวนการตรวจติดตามคุณภาพภายใน ก่อนนำกระบวนการตรวจติดตามคุณภาพที่ปรับปรุงใหม่มาปฏิบัติ(V) การประเมินผลระบบการตรวจติดตามคุณภาพภายในใหม่ได้รับการปรับปรุงและดำเนินการตามกระบวนการใหม่ทำให้ไม่พบข้อบกพร่องทางคุณภาพ และผ่านการรับรองมาตรฐาน ISO9001:2008 จากสถาบันรับรองมาตรฐานไอเอสโอกระทรวงอุตสาหกรรม และปัจจัยที่ทำให้บรรลุผลสำเร็จประกอบด้วย ผู้บริหารบุคลากรมีความรู้ความสามารถการกำหนดมาตรฐานและเป้าหมายคุณภาพที่ชัดเจน |
| Other Abstract: | The purpose of this study is to improve the quality system of public organization according of ISO9001:2008 standard and to provide a guidable line for ISO9001:2008 certification process. Techniques adopted in this research comprised of interview, observation brainstorming, SWOT analysis, TOWS Matrix, quality audit technique, fishbone diagram, ISO9001:2008 standard and ISO19011 standard. The methodology was composed of the five phases: (I) Define phase identified four process quality problems which were (1)lack of internal quality audit (2)lack up under standard in auditing of auditor (3)method of internal quality audit did not perform according to the document list and (4)the questions in the internal quality audit checklist is difficult to understand. (II)Identify the root cause of the quality problems: We found that operators do not understand of the benefit of quality management system and some operators lack of training.(III)Generate problem solutions which are to provide internal quality audit training and check for a new internal quality audit process standard. (IV)The solutions were approved by management team before implementation a new process (V) Finally the public organization has been certified ISO9001:2008 by Management System Certification Institute (MASCI) that evaluation of the new internal quality audit system. Critical success factors for quality system certification are the commitment for top management, the compliance with laws and regulation, knowledge of staffs on internal quality audit, clarify of quality objectives and set up the documents to cover all of the quality processes. |
