dc.description.abstract	การศึกษาเพื่อการอนุรักษ์ย่านนางเลิ้ง ซึ่งเป็นย่านการค้าเก่าที่เหลืออยู่เพียงไม่กี่แห่งในกรุงเทพมหานครนี้มีเป้าหมายเพื่อศึกษาความสำคัญทางประวัติศาสตร์ โครงสร้างชุมชน ข้อจำกัดด้านกฎหมายและนโยบายของหน่วยงานที่เกี่ยวข้อง ตลอดจนการเสนอแนะแนวทางการวางแผนอนุรักษ์ ซึ่งอาจนำไปใช้เป็นข้อมูลพื้นฐานสำหรับชุมชนและหน่วยงานที่เกี่ยวข้องในการพิจารณาย่านนางเลิ้งในเชิงอนุรักษ์และเป็นแนวทางในการนำแผนการอนุรักษ์มาปฏิบัติให้เป็นจริงต่อไป ในการศึกษานี้ใช้ข้อมูลจากเอกสาร รายงาน การออกแบบสอบถาม และการสำรวจภาคสนาม โดยขอบเขตของพื้นที่ศึกษากำหนดด้วยลักษณะความเป็นศูนย์กลางของย่าน ความสำคัญทางประวัติศาสตร์ลักษณะทางกายภาพที่หลงเหลืออยู่จากอดีต และการรวมกลุ่มชุมชนในปัจจุบัน จากการศึกษาพบว่าย่านนางเลิ้งมีคุณค่าในเชิงอนุรักษ์ จากการเป็นพื้นที่ที่มีความทรงจำทางวัฒนธรรมทั้งการเป็นแหล่งการค้าอาหาร ขนมหวานที่ขึ้นชื่อ เป็นชุมชนเก่าที่มีปฏิสัมพันธ์ในชุมชนสูง มีสถาปัตยกรรมที่มีคุณค่าทางประวัติศาสตร์ และเคยเป็นแหล่งบันเทิงที่สำคัญของกรุงเทพมหานคร นับว่าเป็นพื้นที่ที่มีศักยภาพในการท่องเที่ยวเชิงวัฒนธรรมแห่งหนึ่ง แต่ในด้านความเข้มแข็งของชุมชนพบว่าการรวมกลุ่มกันแก้ปัญหาของชุมชนยังมีน้อย และยังขาดองค์กรชุมชนที่เข้มแข็ง ในการวางแผนการอนุรักษ์ย่านนางเลิ้ง ทางด้านลักษณะทางกายภาพใช้วิธีการฟื้นฟูเมือง ซึ่งแบ่งการพัฒนาออกเป็น 3 ระดับ คือ การอนุรักษ์ การปรับปรุงฟื้นฟู และการพัฒนาสร้างใหม่ ในส่วนอาคารอนุรักษ์เสนอให้มีการจัดลำดับอาคารอนุรักษ์ และมีการประกาศใช้แนวทางการอนุรักษ์และเพื่อควบคุมความเปลี่ยนแปลง ในส่วนอาคารที่จะต่อเติมหรือการสร้างอาคารใหม่ในอนาคตจะต้องมีการประกาศใช้แนวทางการออกแบบอาคาร ทั้งนี้ควรแก้ไขข้อกฎหมายจำกัดความสูงอาคารให้มีการคำนึงถึงความกลมกลืนของอาคารในพื้นที่มากขึ้น นอกจากนี้ควรมีการส่งเสริมกิจกรรมทางด้านเศรษฐกิจ เช่นการกำหนดกิจกรรมการใช้อาคาร การใช้ที่ดินควบคู่ไปด้วย ทั้งนี้จะต้องมีการแก้ไขระบบสัญญาเช่าเพื่อสร้างความมั่นคงในที่อยู่อาศัยทำให้เกิดแรงจูงใจในการพัฒนาชุมชนของตน ด้านงบประมาณ ในการดำเนินการอาจใช้งบประมาณจากเจ้าของที่ดิน คือ วัดโสมนัสวรวิหารและสำนักงานทรัพย์สินส่วนพระมหากษัตริย์เอง หรือการสร้างแรงจูงใจจากการให้ความช่วยเหลือเงินกู้ดอกเบี้ยต่ำของกองทุนเพื่อการอนุรักษ์ต่างๆ ในด้านการพัฒนาความเข้มแข็งของชุมชนควรมีการรวมกลุ่มกัน แก้ปัญหาสังคมและเศรษฐกิจ เช่นการจัดตั้งกองทุนออมทรัพย์ มีการแลกเปลี่ยนความคิด ประสบการณ์การทำงานซึ่งกันและกัน และการให้ความรู้ การสร้างจิตสำนึกในการบำรุงรักษาสาธารณะสมบัติและศิลปวัฒนธรรมของชุมชน ทั้งนี้กระบวนการในการอนุรักษ์จะต้องให้ความสำคัญแก่การมีส่วนร่วมของชุมชนในทุกขั้นตอน	en
dc.description.abstractalternative	The study for conservation of Nang-Loeng district, one of a few survived old commercial areas in Bangkok, has the main objectives to reveal the historical significance, urban structure, and the limited conservation factors in terms of laws and governmental policy. Moreover, this study also provides some recommendations for conservation planning which will be beneficial for further implementation. The study process is based on the integration of related documents, as well as responses from questionnaires, and facts from observation. The scope of study is determined by smaller area but at the heart of the district. The major finding has shown that Nang-Loeng district used to be an entertaining zone of Bangkok and is still a favorite food center especially Thai-deserts. Other unique characters of Nang-Loeng are cozy community and valuable architectural features, which have high potential for development to be cultural tourism location. However Nang-Loeng district still lack influential leader and public power to solve the problems of weak organization community. To conserve Nang-Loeng district, physical developments should be considered in three levels i.e., conservation, rehabilitation, and redevelopment. Historical value sequence and announcement of building conservation guideline and design guideline should be arranged to control physical change of the district. It may necessary to amend the relevant laws such as building height regulations in order to make sound linkage between historic and new buildings. Apart from the physical factors, it has to control over economic activities to enhance for example building usage, and land usage, etc. Therefore, the lengthening of lease contract should encourage people to create their community strength. Budgets may come from The Crown Property Bureau's fund or low-interest rate source for conservation fund. To make the community strength should set a social group of people to work together to solve social and economic problems, setting a saving fund, experience changing, and the creation of conservation awareness. All the conservation processes have to make acceptable and practical by getting the public participation.	en
