| Abstract: | พัฒนาระบบการวัดสมรรถนะงานบำรุงรักษาด้านโรงงานและศูนย์ซ่อม โดยประยุกต์ใช้แนวทางของการวัดผลเชิงดุลยภาพ (Balanced scorecard: BSC) การศึกษาได้ดำเนินการ (1) สำรวจการบริหารงานและระบบการซ่อมแซมรถไฟของหน่วยงานด้านโรงงานและศูนย์ซ่อมรถดีเซลราง (2) วิเคราะห์วัตถุประสงค์เชิงกลยุทธ์ของระบบงานบำรุงรักษาโดยจำแนกตามหลักการของ BSC ออกเป็น 4 มุมมอง ได้แก่ ด้านการเงิน ด้านลูกค้า ด้านกระบวนการซ่อมแซม และด้านการเรียนรู้และเติบโต (3) สร้างแผนที่ทางกลยุทธ์จาก 4 มุมมอง (4) ออกแบบและพัฒนาตัวชี้วัดระบบงานบำรุงรักษา (5) กำหนดเป้าหมายและกิจกรรม และ (6) ประยุกต์ใช้กับหน่วยงานศูนย์ซ่อมรถดีเซลราง จากการศึกษาพบว่า (1) วัตถุประสงค์ทางกลยุทธ์ที่สำคัญของหน่วยงานด้านโรงงานคือ อะไหล่ทดแทนที่เพียงพอต่อการซ่อมบำรุง และความสามารถในการผลิตชิ้นส่วนเพื่อซ่อมบำรุงสำหรับศูนย์ซ่อมรถดีเซลรางคือ อะไหล่ทดแทนที่เพียงพอต่อการซ่อมบำรุงรถดีเซลราง (2) ตัวชี้วัดที่สำคัญของมุมมองด้านการเงินคือ ความแปรปรวนต้นทุนงานซ่อมต่องาน (วาระหนักรถจักร) มุมมองด้านลูกค้าคือ อัตราการซ่อมแซมล่าช้า และอัตราการซ่อมเสร็จตามแผน มุมมองด้านกระบวนการซ่อมแซมคือ ความพร้อมของอะไหล่ทดแทน และประสิทธิภาพการผลิต และมุมมองด้านการเรียนรู้และเติบโตคือ อัตราการดัดแปลงรถ จากการประยุกต์ใช้ BSC กับศูนย์ซ่อมรถดีเซลรางพบว่า (1) หน่วยงานได้รับการกระตุ้นให้เห็นความสำคัญของหน่วยงานที่รับรถจักรและล้อเลื่อนไปใช้ (หรือลูกค้า) และการพัฒนาบุคลากรและเทคโนโลยี (2) ปัญหาความพร้อมของอะไหล่ทดแทนและการซ่อมแซมล่าช้า ได้รับการบรรจุเป็นแผนการปรับปรุงเร่งด่วน |
| Other Abstract: | To develop the Maintenance Performance System (MPS) applying the Balanced Scorecard concept. The analysis of the strategic objectives of maintenance activities of workshop from state enterprise’s vision and mission, establishment of indicators targets and strategic initiatives were studied. The last stage was the transference workshop’s strategic objectives to each maintenance centers to initiate MPS for each centers. The MPS implementation occurred at Diesel Railcar and Air-Conditioned Carriage Repair Center (DARC).The research results were (1) the vital Workshop’s strategic objectives were unit replacement for maintenance activities and production parts capability. (2) the important indicator of financial perspective was Locomotive’s unit cost variance, customer perspective were lately repair ratio (LRR) and work orders completion ratio, maintenance process perspective was unit replacement availability (URA) and production efficiency, and learning and growth perspective was car modification ratio. After implementation at DARC, (1) DARC was stimulated to appreciate customer satisfaction and human resource and technology development (2) URA and LRR were planned in emergency plan. |
