| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์ 4 ประการคือ 1) เพื่อศึกษาทัศนะของประชาชนต่อการเลือกตั้งสมาชิกสภาเทศบาลและการเลือกตั้งนายกเทศมนตรีโดยตรงของเทศบาลเมืองจันทบุรี 2) เพื่อศึกษาปัจจัยสำคัญที่มีผลต่อความพึงพอใจของประชาชนในการดำเนินงานของเทศบาลเมืองจันทบุรี และ 3) เพื่อศึกษาความต้องการเร่งด่วนของประชาชนในเขตเทศบาลเมืองจันทบุรี ข้อมูลที่ใช้ในการวิจัยครั้งนี้ได้มากจากการแบบสอบถามกลุ่มตัวอย่างประชากรที่มีสิทธิเลือกตั้งจำนวน 300 คน จากทั้งหมด 377 คิดเป็นร้อยละ 79.58 ของการสุ่มแบบคละ (cluster Sampling) ข้อมูลทั้งหมดถูกวิเคราะห์โดยโปรแกรม SPSS for Windows ค่าสถิติที่ใช้คือ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และสัมประสิทธิ์สหสัมพันธ์ถดถอยพหุคูณแบบสเต็บไวท์ ผลการวิจัยสรุปได้ดังนี้ 1.ในการเลือกตั้งครั้งสุดท้ายที่ผ่านมาประชาชนประมาณร้อยละ 71 ออกไปเลือกตั้งสมาชิกสภาเทศบาลผู้ไปเลืกตั้งประมาณร้อยละ 58 เลือกกลุ่มนายจักรเพ็ชร จิตงามสุจริต รองลงมาเลือกลุ่มของนายสุนทร เจียมสกุล (33%) สาเหตุ 5 อันดับแรกที่ประชาชนเลือกแต่ละกลุ่มเพราะ 1) ชอบ 2) ตั้งใจทำงาน 3) เป็นคนดี 4) เลือกตามคำแนะนำของครอบครัว และ 5) ผลงานดี ตามลำดับ 2. ประชาชนประมาณร้อยละ 51 ทราบว่าจะมีการเลือกตั้งสมาชิกสภาเทศบาลประมาณเดือนมกราคม กุมภาพันธ์ 2547 และประชาชนที่มีสิทธิร้อยละ 82 คาดว่าจะออกไปเลือกตั้งสมาชิกสภาเทศบาล และประมาณร้อยละ 59 ของผู้ที่จะไปเลือกตั้งจะเลือกกลุ่มการเมืองท้องถิ่น ส่วนลักษณะและคุณสมบัติ 3 อันดับแรกของสมาชิกสภาเทศบาลที่ประชาชนต้องการเลือกคือ 1) จริงใจแก้ปัญหาท้องถิ่นอย่างจริงจัง 2) เข้าใจปัญหาของประชาชนและชุมชน และ 3) ให้ประชาชนได้มีส่วนร่วมในการรับฟัง แสดงความคิดเห็น และแก้ไขปัญหา สำหรับสมาชิกสภาเทศบาลที่มีคุณสมบัติดัวกล่าวส่วนใหญ่จะอยู่ในกลุ่มการเมืองของนายจักรเพ็ชร จิตงามสุจรติ (ร้อยละ 61) และกลุ่มการเมืองของนายสุนทร เจียมสกุล (ร้อยละ 27) 3. ประชาชนประมาณร้อยละ 39 ทราบว่าจะมีการเลือกตั้งนายกเทศมาตรีโดยตรงประมาณเดือนมกราคม-กุมภาพันธ์ 2547 (อีกประมาณร้อยละ 61 ไม่ทราบ) สำหรับคุณสมบัติของนายกเทศมนตรีที่ประชาชนต้องการคือ ต้องสังกัดกลุ่มการเมืองท้องถิ่น สำเร็จการศึกษาระดับปริญญาตรี และมีพฤติกรรมสำคัญใน 3 ดันดับแรก คือ 1) จริงใจแก้ปัญหาท้องถิ่นอย่างจริงจัง 2) แก้ปัญหาด้วยความรวดเร็ว และ 3) เข้าใจปัญหาของประชาชนและชุมชน ตามลำดับ และพบว่า นายจักรเพ็ชร จิตงามสุจรติ เป็นบุคคลที่ประชาชนประมาณร้อยละ 63 ให้ความเห็นว่าตรงกับคุณสมบัติดังกล่าวมากที่สุด ในทำนองเดียวกันพบว่า ประชาชนประมาณร้อยละ 63 จะเลือกสมาชิกสภาเทศบาลทีอยู่กลุ่มเดียวกันกับกลุ่มนายกเทศมนตรีที่ตนเลือกต้อย 4. ประชาชนมีความพึงพอใจต่อการให้บริการขอเทศบาลในด้านความสะอาดของชุมชนและการกำจัดขยะมูลฝอยหรคือสิ่งปฏิกูลอยู่ในระดับมาก ส่วนบริการอื่น ๆ อยู่ในระดับปานกลาง 5. สามตัวแปร คือ การมีส่วนร่วมของประชาชนในการตรวจสอบการดำเนินงานของเทศบาล ความสะอาดของชุมชน/การกำจัดขยะมูลฝอยหรือสิ่งปฏิกูล และการให้บริการด้านห้องสมุดประชาชน เป็นปัจจัยสำคัญที่มีผลต่อความพึงพอใจของประชาชนในการให้บริการของเทศบาลอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ทั้งสามตัวแปรนี้สามารถทำนายหรืออธิบายความแปรปรวนต่อความพึงพอใจของประชาชนได้ร้อยละ 67.50 และพบว่า การมีส่วนร่วมของประชาชนในการตรวจสอบการดำเนินงานของเทศบาลเป็นตัวแปรทำนายที่สำคัญมากที่สุด โดยตัวแปรนี้เพียงตัวแปรเดียวสามารถทำนายตัวแปรตามได้ร้อยละ 41.40 6. ความต้องการเร่งด่วนของประชาชนที่ต้องการให้เทศบาลเมืองจันทบุรีดำเนินการ 5 อันดับแรก ได้แก่ 1) การป้องกันน้ำท่วม/ปรับปรุงท่อระบายน้ำ/ทำนบน้ำ/ทำนบกั้นน้ำ 2) การกำจัดขยะสิ่งปฏิกูล/ความสะอาดของถนนหนทาง 3) การเข้มงวดเรื่องการปราบปรามยาเสพติด 4) การเคร่งครัดในเรื่องการจัดการจราจรบนท้องถนน (สัญญาณไฟ การจอดรถ และควบคุมการทำผิดกฎหมายจราจร) และการดูแลความปลอดภัยในชีวิตและทรัพย์สินของประชาชน และ 5) การปรับปรุงถนนหนทางที่คับแคบ และการส่งเสริมอาชีพ/พัฒนารายได้ของประชาชน ตามลำดับ | en |
| dc.description.abstractalternative | The purpose of this study was threefold: first, to study the civilian's point of views on directly electing the president and senate members of the Chanthaburi City Municipality (CCM); second, to study crucial factors that effected to the civilian's satisfaction on all public services of the CCM; and third, to study the suddenly needs of civilian that rested in the CCM area. All 300 subjects (from 377) of 79.58 percent from cluster random sampling were participated in this study. Data were analyzed by computing frequency, percentage, mean, standard deviation, and Stepwise-multiple regression correlation. Research results were as follows: 1. The last electing senate members of the CCM, most of civilian (71 percent) were to elect the CCM senate members; 58 percent electing a group of Chakapet Jiy-ngamsuiarit, and 33 percent a group of Sunthorn Jiemsakul, respectively. The 5 first causes of electing in each group were: 1) lilke them; 2) attention to do works; 3) good persons; 4) suggestion from family members; and 5) good works, respectively. 2. Fifty-one percent of civilian knew that the new CCM senate members would be elected in January or February 2004. Most of them (82 percent) expected that they would go to elect the CCM senate members, 59 percent electing members with local politic groups. The qualifications of the CCM senate members with the 3 first civilian needs were as follows: 1) attention to really solving local problems; 2) understanding problems of civilian and community ; and 3) giving civilian with participation in hearing, sharing ideas, and solving problems. It also found that those qualifications of the CCM senate members were in local politic groups of Chakapet Jit-ngamsujarit (61 percent) and a group of Sunthorn Jiemsakul (27 percent). 3. Thirty-nine of civilian knew that the direct election of the CCM president would be occurred in January or February 2004 (approximate 61 percent unknown). The qualifications of the CCM president with civilian needs were: participating with a local politic group; receiving undergraduate degree; and having the 3 first following crucical behaviors; 1) attention to really solving local problems, 2) solving problems fast, and 3) understanding problems of civilian and community. Most of civilian (63 percent) indicated that Mr. Chakapet Jit-ngamsujarit had all those qualifications. It was also found that 63 percent of civilian would elect the CCM senate members in the same politic group of the president candidate. 4. As a civilian satisfaction on the CCM services, most of items were at moderate level, except community clean and garbage disposals were at good level. 5. Three variables (civilian participation in auditing the CCM works, community clean and garbage disposals, and civil library services) were factors on the civilian satisfaction, could explain the variance of the civilian satisfaction at 67.50 percent, significant at .05 level. The civilian participation in auditing the CCM works was the best predictor (41.40 percent) on the civilian satisfaction. 6. The5 first suddenly needs of civilian were as follows: 1) managing flood protections, 2) garbage disposals/street and road cleaning, 3) seriously against drugs, 4) seriously managing traffics (traffic light, parking vehicles, strict traffic regulations) and keeping and saving life and assets, and 5) building and repairing the narrow streets )roads) and helping occupation development/increasing incomes, respectively. | en |
