| Abstract: | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษากรอบแนวคิดการบริหารสถาบันอุดมศึกษาสังกัดกองทัพเรือและการสร้างขีดความสามารถด้านการวิจัยและพัฒนานวัตกรรม 2) ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์การบริหารสถาบันอุดมศึกษาสังกัดกองทัพเรือตามแนวคิดการสร้างขีดความสามารถด้านการวิจัยและพัฒนานวัตกรรม 3) ศึกษาจุดแข็ง จุดอ่อน โอกาส และภาวะคุกคามของการบริหารสถาบันอุดมศึกษาสังกัดกองทัพเรือตามแนวคิดการสร้างขีดความสามารถด้านการวิจัยและพัฒนานวัตกรรม และ 4) พัฒนากลยุทธ์การบริหารสถาบันอุดมศึกษาสังกัดกองทัพเรือตามแนวคิดการสร้างขีดความสามารถด้านการวิจัยและพัฒนานวัตกรรม โดยใช้วิธีวิจัยแบบผสมทั้งการวิจัยเชิงปริมาณและเชิงคุณภาพ ประเมินกรอบแนวคิดโดยผู้ทรงคุณวุฒิจำนวน 5 ท่าน ประชากรในการวิจัยครั้งนี้ คือ สถาบันอุดมศึกษาสังกัดกองทัพเรือ มีจำนวน 2 แห่ง ประกอบด้วย โรงเรียนนายเรือและวิทยาลัยพยาบาลกองทัพเรือ ผู้ให้ข้อมูลได้แก่ กลุ่มผู้บริหารสถาบันอุดมศึกษาสังกัดกองทัพเรือ จำนวน 7 คน และกลุ่มอาจารย์/นักวิจัยของสถาบันอุดมศึกษาสังกัดกองทัพเรือ จำนวน 90 คน เครื่องมือที่ใช้ในการเก็บข้อมูล คือ แบบประเมิน แบบสอบถาม วิเคราะห์ข้อมูลโดยใช้สถิติเชิง บรรยาย ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าความต้องการจำเป็น (PNImodified) และ การวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1) กรอบแนวคิดการบริหารสถาบันอุดมศึกษาสังกัดกองทัพเรือและการสร้างขีดความสามารถด้านการวิจัยและพัฒนานวัตกรรม ประกอบไปด้วยกรอบแนวคิดหลัก 2 เรื่อง คือ 1.1) กรอบการบริหารสถาบันอุดมศึกษาสังกัดกองทัพเรือที่เกี่ยวข้องกับการวิจัย มี 2 องค์ประกอบคือ (1) ด้านการบริหารการผลิตบัณฑิต (2) ด้านการบริหารการวิจัย 1.2) กรอบแนวคิดการสร้างขีดความสามารถด้านการวิจัยและพัฒนานวัตกรรมประกอบด้วย 3 มิติ คือ (1) มิติของหน่วยงาน/องค์กร (2) มิติบุคคล (3) มิติเครือข่ายความสัมพันธ์ระหว่างองค์กร/บุคคล 2) สภาพปัจจุบันของการบริหารสถาบันอุดมศึกษาสังกัดกองทัพเรือตามแนวคิดการสร้างขีดความสามารถด้านการวิจัยและพัฒนานวัตกรรมในภาพรวมอยู่ในระดับปานกลาง ( = 3.309,SD=0.84) ส่วนสภาพที่พึงประสงค์ในภาพรวมอยู่ในระดับมาก ( = 4.258, SD= 0.70) 3) จุดแข็งของการบริหารสถาบันอุดมศึกษาสังกัดกองทัพเรือตามแนวคิดการสร้างขีดความสามารถด้านการวิจัยและพัฒนานวัตกรรม คือ การบริหารการผลิตบัณฑิต และมิติองค์กร/หน่วยงาน จุดอ่อน คือ การบริหารการวิจัย มิติบุคคลและมิติของเครือข่ายความสัมพันธ์ระหว่างองค์กร/บุคคล ส่วนโอกาส คือ นโยบายของรัฐบาล สภาพสังคม และสภาพเทคโนโลยี ภาวะคุกคาม คือ สภาพเศรษฐกิจ 4) กลยุทธ์การบริหารสถาบันอุดมศึกษาสังกัดกองทัพเรือตามแนวคิดการสร้างขีดความสามารถด้านการวิจัยและพัฒนานวัตกรรม ประกอบด้วย 3 กลยุทธ์หลัก คือ (1) ปรับปรุงการบริหารการผลิตบัณฑิตให้ผู้เรียนมีขีดความสามารถด้านการวิจัยและพัฒนานวัตกรรม (2) เร่งพัฒนาการบริหารการวิจัยด้านเครือข่ายความร่วมมือด้านการวิจัยและพัฒนานวัตกรรม และ (3) ประสานความร่วมมือด้านการบริหารงบประมาณการวิจัยและพัฒนานวัตกรรม |
| Other Abstract: | The objectives of this research are 1) to study the conceptual framework of the administration of higher education institutions under the Royal Thai Navy in accordance with the concept of capacity building for Innovation Research and Development, 2) to study the current and desirable statuses of the administration of higher education institutions under the Royal Thai Navy in accordance with the concept of capacity building for Innovation Research and Development, 3) to study the strengths, weaknesses, opportunities and threats of the administration of higher education institutions under the Royal Thai Navy in accordance with the concept of capacity building for Innovation Research and Development, and 4) To develop strategies for the administration of higher education institutions under the Royal Thai Navy in accordance with the concept of capacity building for Innovation Research and Development. The research methodology is mixed method which includes quantitative and qualitative research methodologies. The population of this research consists of the 2 naval academic institutions including the Naval Academy and the Naval Nursing College. The research informants are 7 administrators and 90 faculty members and researchers from both naval academic institutions. The tools used includes questionnaire and the management strategies feasibility evaluation form. Data was analyzed by Frequency, Percentage, Mean, Standard Deviation, and Priority Need Index. The results were concluded as follow. 1) The conceptual framework of the administration of higher education institutions under the Royal Thai Navy in accordance with the concept of capacity building for Innovation Research and Development consists of 2 sections which are 1.1) the 2 administrative tasks of the naval academic institutions relating to Innovation Research and Development which are (1) the institution administration to produce graduates and (2) the institution administration to enhance researching 1.2) the concept of capacity building for Innovation Research and Development which includes 3 dimensions namely (1) the organization factors (2) the individual factors and (3) the relationship of organization and individuals factors. 2) The current status of the administration of higher education institutions under the Royal Thai Navy based on the concept of capacity building for innovation research and development is at a moderate level ( = 3.309, SD = 0.84) while the desirable status is at a high level ( = 4.258, SD = 0.70). 3) The strengths of the administration of higher education institutions under the Royal Thai Navy in accordance with the concept of capacity building for Innovation Research and Development are the institution administration to produce graduates, and the organization factors. The weaknesses are the institution administration to enhance researching, the individual factors and, the relationship of organization and individuals factors. The opportunities are government policies, social conditions, and technological conditions. The threat is the economic conditions. 4) Management strategies for Higher Education Institutions Under The Royal Thai Navy According to the Concept of Capacity Building for Innovation Research and Development, consists of three main strategies: (1) To improve the institution administration to enhance innovation research and development capacity of the students. (2) To accelerate the development of the administration of innovation research and development network and (3) To collaborate the administration of the innovation research and development budgetary. |
