Abstract:	การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อสำรวจและวิเคราะห์ความหลากหลายของรูปแบบการใช้เทคนิค EDFR โดยมีประเด็นการวิเคราะห์จำแนกตามจุดมุ่งหมายของการวิจัยกับวิธีวิทยา (methodology) ของเทคนิค EDFR และความซับซ้อนของเรื่องที่ทำวิจัยกับวิธีวิทยาของเทคนิค EDFR และเพื่อศึกษาเหตุผล ปัญหา และข้อเสนอแนะจากการใช้เทคนิค EDFR แหล่งข้อมูลในการวิจัยแบ่งเป็น 2 แหล่ง ได้แก่ แหล่งแรก เป็นงานวิจัยที่ใช้เทคนิค EDFR ที่พบในประเทศไทยตั้งแต่ปี พ.ศ.2529-2543 จำนวน 60 เล่ม แหล่งที่สองคือนักวิจัยที่เคยใช้เทคนิค EDFR มาแล้วจำนวน 10 คน เครื่องมือในการวิจัยประกอบด้วย แบบบันทึกข้อมูล แบบประเมินคุณภาพงานวิจัยที่ใช้เทคนิค EDFR และแบบสัมภาษณ์ การวิเคราะห์ข้อมูลแบ่งเป็นสองตอน คือ ตอนแรกเป็นการวิเคราะห์ข้อมูลจากงานวิจัย ด้วยสถิติภาคบรรยายด้วยคอมพิวเตอร์โปรแกรม SPSS for WINS version 9.0 ตอนที่สองเป็นการวิเคราะห์เนื้อหาเกี่ยวกับเหตุผล ปัญหาและข้อเสนอแนะในการใช้เทคนิค EDFR จากข้อมูลการสัมภาษณ์นักวิจัยที่เคยใช้เทคนิคนี้มาแล้ว ผลการวิจัยพบว่า 1. ความหลากหลายของรูปแบบการใช้เทคนิค EDFR เมื่อจำแนกตามจุดมุ่งหมายของการวิจัยกับวิธีวิทยาของเทคนิค EDFR สรุปได้ 5 ประเด็น คือ การกำหนดห้วงเวลาที่ใช้ศึกษา การกำหนดกลุ่มผู้เชี่ยวชาญ การกำหนดรูปแบบในการสัมภาษณ์ จำนวนรอบที่ใช้ในการเก็บข้อมูล และการกำหนดค่าสถิติที่ใช้เป็นเกณฑ์ในการพิจารณาข้อกระทงแนวโน้มและความสอดคล้องของผู้เชี่ยวชาญ 2. ความหลากหลายของรูปแบบการใช้เทคนิค EDFR เมื่อจำแนกตามความซับซ้อนของเรื่องที่ทำวิจัยกับวิธีวิทยาของเทคนิค EDFR สรุปได้ 5 ประเด็น คือ การกำหนดห้วงเวลาที่ใช้ศึกษา การกำหนดกลุ่มผู้เชี่ยวชาญ การกำหนดรูปแบบในการสัมภาษณ์ การกำหนดค่าสถิติที่ใช้เป็นเกณฑ์ในการพิจารณาข้อกระทงแนวโน้มและความสอดคล้องของผู้เชี่ยวชาญ และการกำหนดรูปแบบในการรายงานผล 3. เหตุผลของการนำเทคนิค EDFR ไปใช้ในงานวิจัย สรุปได้เป็น 4 ประการ คือ 1) นักวิจัยต้องการได้วิธีวิทยาการวิจัยเชิงอนาคตที่ใหม่ในขณะนั้น 2) นักวิจัยศึกษาด้วยตัวเองแล้วพบว่าเทคนิค EDFR มีความเหมาะสม สอดคล้องกับงานวิจัยของตนมากที่สุด 3) นักวิจัยศึกษาด้วยตัวเอง พบจุดอ่อนของเทคนิค Delphi และ เทคนิค EFR และเชื่อว่าเทคนิค EDFR ที่ได้รับการพัฒนาขึ้นมาสามารถแก้ไขจุดอ่อนของเทคนิคทั้งสองได้ 4) นักวิจัยได้เรียนหรือเข้ารับการอบรมสัมมนากับผู้พัฒนาเทคนิค EDFR คือ ดร.จุมพล ทูลภัทรชีวิน 4. ปัญหาที่พบในการใช้เทคนิค EDFR เป็นปัญหาที่มีลักษณะเช่นเดียวกับการวิจัยอนาคตเทคนิค Delphi นั่น คือ การเลือกกลุ่มผู้เชี่ยวชาญที่จะให้ได้ผู้เชี่ยวชาญอย่างแท้จริง และการไม่ค่อยได้รับความร่วมมือจากผู้เชี่ยวชาญเนื่องจากต้องเก็บรวบรวมข้อมูลซํ้าหลายรอบ ส่วนข้อเสนอแนะในการใช้เทคนิค EDFR คือ การวางแผนการดำเนินงานที่ชัดเจนที่สำคัญคือมีการเตรียมตัวผู้วิจัยและผู้เชี่ยวชาญก่อนการเก็บข้อมูล นักวิจัยที่เคยใช้เทคนิคนี้มาแล้วเสนอแนะว่า ควรจัดให้มีเวทีหรือประชุมวิชาการเพื่อเผยแพร่ผลงาน วิจัยเชิงอนาคต เป็นการดึงเอาประโยชน์ที่ได้จากการวิจัยมาใช้ให้มากที่สุด
Other Abstract:	The purposes of this research were to survey and analyze various forms of using EDFR technique. The analysis was classified according to the following issues : objectives & methodology of EDFR, the complexity of research content & EDFR methodology, and to study reasons, problems and suggestions in using EDFR technique. There were two sources of information : first , 60 research reports using EDFR technique conducted from 1989 to 2000, second , 10 researchers who had experience using EDFR technique. The research instruments were coding forms, research report evaluation, and interview guideline. There were 2 parts of data analyses. Data from research reports were analyzed by descriptive statistics using SPSS for WINS version 9.0. Second, interviewing information from 10 researchers concerning reasons, problems and suggestions in using EDFR technique were analyzed through content analysis. The findings of this research were 1. The various forms of using EDFR technique classified according to objectives & EDFR methodology could be summarized into 5 issues : studied time frame, panel expert specification, interviewing patterns specification, rounds of data collection, statistics used for identifying possible and consensus trends. 2. The various forms of using EDFR technique classified according to the complexity of research content & EDFR methodology could be summarized into 5 issues : studied time frame, panel expert specification, interviewing patterns specification, statistics used for identifying possible and consensus trends, and styles of research reporting. 3. The reasons for using EDFR technique could be summarized into 4 main reasons : 1) Researchers wanted to use new futures research methodology 2) Researchers studied by themselves and found that EDFR technique was suitable and consistent with their research. 3) Researchers studied by themselves and found the weaknesses of both EFR and Delphi and believed that EDFR technique helped correct weaknesses of each other 4) Researchers attended the class or seminar with Dr. Chumpol Poolpatarachewin - the developer of EDFR technique. 4. The problems of EDFR technique was similar to Delphi technique : the problem of getting authentic experts and lacking of cooperation from experts due to the replication in data collection. Recommendations for using EDFR technique included a clear operating plan and a well preparation for both the researcher and the experts.
