dc.description.abstract	การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาสถานภาพและการเปลี่ยนแปลงการพัฒนา เปรียบเทียบระหว่างจังหวัดมุกดาหารกับอนุภาคที่เกี่ยวข้องและภาคตะวันออกเฉียงเหนือ วิเคราะห์ถึงปัจจัยที่เป็นอุปสรรคในการพัฒนาและส่งผลกระทบต่อศักยภาพของจังหวัดมุกดาหารและพื้นที่เกี่ยวเนื่อง รวมทั้งเสนอแนะแนวทางการพัฒนาจังหวัดมุกดาหารในลักษณะ บูรณาการกับพื้นที่เกี่ยวเนื่องให้สามารถไปได้อย่างมีประสิทธิภาพ มุกดาหารมีสถานภาพเป็นเมืองชายแดน ที่กำลังมีการเติบโตและขยายตัวสูงเมื่อเทียบกับจังหวัดอื่น ๆ ในภาค ทั้งด้านกำลังคนและระบบเศรษฐกิจ มีสาขาการผลิตที่มีความสามารถในการแข่งขันในระดับภาคและจังหวัดโดยมีความได้เปรียบด้านที่ตั้งมากกว่ากลุ่มจังหวัดในพื้นที่เกี่ยวเนื่องของอนุภาค มีบทบาทเป็นเมืองชายแดนที่มีความสำคัญเป็นเมืองเศรษฐกิจด่านหน้าของภูมิภาค ปัจจัยที่ส่งเสริมการพัฒนาจังหวัดมุกดาหาร ประกอบด้วย ความเหมาะสมด้านที่ตั้งที่เป็นจุดเชื่อมโยงได้หลายทิศทาง ความอุดมสมบูรณ์ของทรัพยากรธรรมชาติ ความหนาแน่นของการตั้งถิ่นฐานมีน้อย ที่ดินและค่าจ้างแรงงานมีราคาถูก มีบริการด้านไฟฟ้าและพลังงานที่สามารถให้บริการได้เพียงพอ แหล่งท่องเที่ยวมีศักยภาพในการพัฒนาได้หลายแห่ง และมีแนวโน้มการขยายตัวทางเศรษฐกิจสูง เนื่องจากสามารถเชื่อมโยงกับสปป.ลาวและเวียดนามในอนาคต แนวโน้มการเปลี่ยนแปลงดังกล่าว ส่งผลกระทบต่อการเปลี่ยนแปลงโครงสร้างของเมือง ที่ขยายตัวตามไม่ทัน จึงเกิดปัญหาหลายประการ ที่สำคัญคือ ปัญหาโครงสร้างพื้นฐานที่จะมีมากขึ้นในอนาคต เนื่องจากไม่สามารถรองรับการขยายตัวของเมืองได้ การขยายและปรับปรุงโครงสร้างพื้นฐาน ให้สามารถรองรับการเติบโตขยายตัวของเมือง พร้อมกับปรับปรุงโครงข่ายเมืองในอนาคต จึงเป็นข้อเสนอแนะที่จำเป็นต่อการวางแผนพัฒนาจังหวัดมุกดาหาร การสร้างโครงข่ายการเชื่อมโยงการคมนาคมขนส่ง การสื่อสาร และส่งเสริมการลงทุนโดยให้สิทธิพิเศษ สร้างโอกาสทางการค้าและอุตสาหกรรม ขณะเดียวกันก็มีความจำเป็นต้องปฏิรูปที่ดินการเกษตร เพื่อแก้ปัญหาที่ทำกินไม่เพียงพอของประชากรในชนบท และให้การผลิตมีประสิทธิภาพมากขึ้น เป็นการพัฒนาแหล่งผลิตวัตถุดิบเพื่อแปรรูปในอุตสาหกรรมการเกษตรที่สำคัญของจังหวัด เป็นเพิ่มบทบาทการเป็นฐานการผลิตขั้นต้นในอนาคต นอกเหนือจากการพัฒนาบทบาททางการค้า การขนส่งและการท่องเที่ยวระหว่างประเทศ	-
dc.description.abstractalternative	The objectives of this research are to (1) study and compare situations and development of various changes between Mukdahan province along with its sub-region and Northeastern Region; and (2) analyze factors that are obstacles to development and affecting the potential of Mukdahan province along with its sub-region. Mukdahan is a border town in the Northeastern Region, having high growth and expansion in terms of economic and population when compared to other provinces in the region. It has higher competitive economic and location advantages than other provinces in the region. It is found out that factors that promote provincial development are as follow: of suitable location for international linkages, rich natural resources, low density human settlements, low land price and wages, surplus of electric city and energy supply, high potential for tourism development, and high economic development trend that will link Thai-Laos-and Vietnam in the future. These factors cause urban structural change, while infrastructure expansion cannot keep up with. It is recommended that Mukdahan province should expand and improve its basic infrastructure and network in order to meet urban growth. In addition, improvement should be made on communication and transportation network, investment promotion, trading and industrial development. Simultaneously, agricultural land reform should be promoted in order to increase size of land productivity of farmers. This will help supply raw material for agro-industry in the province.	-
