| Abstract: | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาความคิดเห็นของผู้บริหารและเจ้าหน้าที่ปฏิบัติงานเกี่ยวกับการดำเนินงานการศึกษานอกโรงเรียนเพื่อพัฒนาอาชีพ ของศูนย์การศึกษานอกโรงเรียนจังหวัดในด้านวัตถุประสงค์ กลุ่มเป้าหมายกระบวนการดำเนินงาน และกิจกรรมเพื่อพัฒนาอาชีพ รวมทั้งศึกษาถึงสภาพการดำเนินงาน ปัญหาอุปสรรคและผลการดำเนินงาน ผลการศึกษาพบว่าผู้บริหารและเจ้าหน้าที่ปฏิบัติงาน มีระดับความคิดเห็นต่อแนวทางการดำเนินงานจัดอยู่ในระดับเห็นด้วยทุกด้าน และเมื่อเปรียบเทียบความคิดเห็นของผู้บริหารและเจ้าหน้าที่ปฏิบัติงานที่มีต่อแนวทางการดำเนินงานพบว่า ในด้านวัตถุประสงค์และกลุ่มเป้าหมายไม่มีข้อแตกต่างกัน ส่วนในด้านกระบวนการดำเนินงานในการจัดกิจกรรมหลังเรียนพบว่ามีข้อแตกต่างกันอย่างมีนัยสำคัญหางสถิติที่ระดับ. 05 เพียง 1 ประเด็น คือ ในเรื่องการจัดกระตุ้นและส่งเสริมให้เกิดการพึ่งพาตนเอง นอกนั้นไม่พบข้อแตกต่างกัน สำหรับในด้านกิจกรรมเพื่อพัฒนาอาชีพพบว่า มีข้อแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ. 05 เพียงประเด็นเดียว คือ การเผยแพร่ข่าวสารข้อมูลทางอาชีพเพื่อให้ประชาชนเกิดความรู้ความเข้าใจ และเห็นช่องทางการพัฒนาอาชีพส่วนข้ออื่น ๆ ไม่มีข้อใดแตกต่างกัน สำหรับในด้านการดำเนินงานพบว่า ศูนย์การศึกษานอกโรงเรียนจังหวัดได้มีการดำเนินงานการศึกษานอกโรงเรียนเพื่อพัฒนาอาชีพตั้งแต่ปีงบประมาณ 2529 คิดเป็นร้อยละ 43.66 และเพิ่มขึ้นในปีงบประมาณ 2530 ถึง 2532 เป็นร้อยละ 52.11, 67.60 และ 90.14 ตามลำดับ โดยมีร้อยละ 52.38 ของจำนวนศูนย์ทั้งหมดดำเนินงานทุกอำเภอในปีงบประมาณ 2532 การดำเนินงานส่วนใหญ่เน้นในด้านมุ่งพัฒนาประชาชนให้มองเห็นช่องทางในการประกอบอาชีพ ผลการดำเนินงานในรอบปีที่ผ่านมา (ตุลาคม 2531 ถึง กันยายน 2532) ส่วนใหญ่จัดกิจกรรม 1-5 ครั้ง มีผู้ใช้บริการมากกว่า 500 คนขึ้นไป ในด้านปัญหาอุปสรรคของการดำเนินงานพบปัญหาด้านบุคลากรยังไม่เข้าใจในหลักการดำเนินงาน และบทบาทหน้าที่บางศูนย์ยังมีบุคลากรจำนวนจำกัด โดยเฉพาะศูนย์ที่ตั้งใหม่ตลอดจนยังขาดวิทยากรในบางสาขาในด้านงบประมาณมีปัญหาในเรื่องระเบียบหลักเกณฑ์ซึ่งยังไม่เอื้อต่อการจัดกิจกรรม และค่าตอบแทนซึ่งมีระดับต่ำที่ส่วนในด้านวัสดุอุปกรณ์ ส่วนใหญ่ยังมีปัญหาในเรื่องเก่าล้าสมัย ชำรุด เครื่องมือยังไม่ทันต่อสภาพของเทคโนโลยีที่เปลี่ยนแปลงไปและขาดข้อมูลที่ทันสมัย โดยเฉพาะข้อมูลด้านการตลาด |
| Other Abstract: | The purpose of this research was to survey the opinions of provincial non-formal education administrators and officials concerning the operation of program for vocational development with regard to objectives, target groups, operation process and activities. As a result, the study would contribute to the development of the provincial non-formal education centers. The research results indicated that the degrees of opinion of non-formal education administrators and officials regarding working policy were at moderate level in all items. When their opinion degrees regarding working policy were compared. It was found that there were no significant difference in objectives and target groups. On working process their opinions were significantly difference at .05 level on one item only, that was the stimulation and encouragement the students to depend on themselves. Other Items were no different. On vocational development activities only one item was found significantly difference. That was spreading of vocational information for people to assimilate and gain insight into vocational development. On operation aspect 43.66% of provincial non-formal education centers had worked on non-formal education for vocational development since fiscal year 1986 and from 1987 to 1989 the percentages were 52.11, 67.60 and 90.14 respectively. And 52.38% of provincial centers operated in all districts in the fiscal year 1989 mainly on developing people to gain insight into vocational efforts. From October 1988 to September 1989, they performed 1-5 activities and over 500 people to ultilize their services. The obstacles in operations were the officials had not yet understood the roles and non-formal education principles. Some centers, especially new centers were short of personnel and instructors in some vocational areas. The finance regulations were also not conducive to management of vocational development activities and honorarium rate was also very low. The teaching instruments and aids were outdated, worn-out and for behind the changing of modern technology. Vocational and marketing information were also inadequate. |
