| Abstract: | ศึกษาสภาพและปัญหาในการดำเนินงานของสมาคมกีฬาจังหวัด และเปรียบเทียบสภาพและปัญหาในการดำเนินงานของสมาคมกีฬาจังหวัด ตามการรับรู้ของคณะกรรมการบริหารสมาคมกีฬาจังหวัด ตามตัวแปรที่ตั้งของสมาคมกีฬาจังหวัดตามภูมิภาค 4 ภูมิภาค คือ ภาคกลาง ภาคเหนือ ภาคใต้ และภาคตะวันออกเฉียงเหนือ โดยส่งแบบสำรวจให้กับเลขาธิการสมาคมกีฬาจังหวัดต่างๆ ทั้ง 43 สมาคมกีฬาจังหวัด จำนวน 43 ฉบับ ได้รับแบบสำรวจกลับคืนมา จำนวน 41 ฉบับ คิดเป็นร้อยละ 95.34 และส่งแบบสอบถามให้กับคณะกรรมการบริหารสมาคมกีฬาจังหวัดต่างๆ ทั้ง 43 สมาคมกีฬาจังหวัด รวมทั้งสิ้น 734 คน ได้รับแบบสอบถามกลับคืนมา จำนวน 630 ฉบับคิดเป็นร้อยละ 85.83 แล้วนำข้อมูลมาวิเคราะห์หาค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และวิเคราะห์ความแปรปรวนทางเดียว (One-Way Analysis of Variance) และทดสอบความแตกต่างรายคู่โดยวิธีของเชฟเฟ (Scheffe') ผลการวิจัยพบว่า 1. สภาพการดำเนินงานโดยรวมของสมาคมกีฬาจังหวัดมีการดำเนินงานอยู่ในระดับดี และสภาพการดำเนินงานในแต่ละด้าน ซึ่งประกอบด้วย 8 ด้าน คือ ด้านการวางแผน ด้านการจัดองค์การ ด้านการจัดบุคลากร ด้านการงบประมาณ ด้านสถานที่ วัสดุอุปกรณ์ ด้านการอำนวยการ ด้านการประสานงาน และด้านการรายงานผล มีการดำเนินงานอยู่ในระดับดีทุกด้านเช่นเดียวกัน 2. ปัญหาในการดำเนินงานโดยรวมของสมาคมกีฬาจังหวัดมีปัญหาอยู่ในระดับน้อย และปัญหาในการดำเนินงานในแต่ละด้าน ซึ่งประกอบด้วย 7 ด้าน คือ ด้านการวางแผน ด้านการจัดองค์การ ด้านการจัดบุคลากร ด้านการงบประมาณ ด้านการอำนวยการ ด้านการประสานงาน และด้านการรายงานผล มีปัญหาอยู่ในระดับน้อย ยกเว้นด้านสถานที่ วัสดุอุปกรณ์ เพียงด้านเดียวที่มีปัญหาอยู่ในระดับมาก และยังพบว่ามีบางรายการของบางด้านที่มีปัญหาอยู่ในระดับมาก โดยเรียงลำดับตามค่าเฉลี่ยจากมากไปหาน้อย คือ งบประมาณไม่เพียงพอ จำนวนวัสดุอุปกรณ์ทางกีฬาไม่เพียงพอ วัสดุอุปกรณ์ของสำนักงานมีไม่เพียงพอ ขาดเจ้าหน้าที่ทำงานด้านธุรการ สถานที่ที่ใช้จัดกิจกรรมทางกีฬาไม่เพียงพอ วัสดุอุปกรณ์ของสำนักงานขาดความทันสมัยมีความล่าช้าในการจัดหาและซ่อมแซมอุปกรณ์ สำนักงานของสมาคมคับแคบเกินไป ขาดปัจจัยสำคัญในการวางแผน มีความล่าช้าในการพิจารณางบประมาณ และขาดบุคลากรทำงานด้านกีฬา 3. สภาพการดำเนินงานโดยรวมของสมาคมกีฬาจังหวัดในแต่ละภูมิภาค แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 และสภาพการดำเนินงานในแต่ละด้านมีจำนวน 5 ด้าน คือ ด้านการวางแผน ด้านการจัดบุคลากร ด้านการงบประมาณ ด้านการอำนวยการ |
| Other Abstract: | Studies the state and problems of the provincial sport associations. This study was based on the perceptions of the committees of the provincial sport associations relied on the associations location: the central, north, northeast and south regions. The questionnaires were sent to 43 associations secretaries and 41 or 95.34 percent of questionnaires were returned. The questionnaires were also sent to 734 associations committees and 630 or 85.83 percent were returned. The data were then analyzed in terms of percentages, means and standard deviations. One-Way ANOVA was used to test the significant differences. The Scheffe' method was used in post-hoc comparison to determine the significant differences between means. The findings were as follows: 1. The whole proceeding state of the provincial sport associations was at a good level and each area composed of planning, organizing, staff organizing, budgeting, location and material, directing, co-ordinating and reporting were at a good level. 2. All problems of the provincial sport associations was at a low level and the proceeding problems in area planning, organizing, staff organizing, budgeting, directing, co-ordinating and reporting were at a low level except the location and material area which was at a high level. The high level problems in each area were : the budget, the sport materials and office equipment. The associations had a lack of office personnel and area for sport activities. The associations did not have modern office equipment and there were delays in locating and restoring the equipment. The office area of the associations was limited. The associations lacked the essential factors of planning and sport personnel. 3. The state of the whole proceeding of the provincial sport associations in each region were statistically significantly different at the .05 level and the procedures in each area : planning, staff organizing, budgeting, directing and co-ordinating, organizing, location and material, and reporting were not statistically significantly different at the .05 level. 4. All proceeding problems of the provincial sport associations in each region were statistically significantly different at the .05 level and the proceeding problems in each area : planning, organizing, staff organizing, budgeting, directing, co-ordinating and reporting were statistically significantly different at the .05 level. |
