dc.description.abstract	การวจัยเชิงคุณภาพนี้ มีวัตถุประสงค์เพื่อศึกษา (1) เพื่อศึกษาและทราบสถานการณ์ความไม่แน่นอนของชนกลุ่มน้อย ในการขอมีสัญชาติไทย ในเขตอำเภอแม่ฟ้าหลวง จังหวัดเชียงราย (2) เพื่อศึกษาและทราบถึงกระบวนการแสวงหา ข้อมูลข่าวสารเกี่ยวกับการขอมีสัญชาติไทยแล้ว (3) เพื่อศึกษาและทราบถึงปัจจัยที่เกี่ยวข้องกับการแสวงหาข้อมูล ข่าวสารเกี่ยวกับการขอมีสัญชาติไทยของชนกลุ่มน้อย โดยการใช้ทฤษฏีการลดความไม่แน่นอนและทฤษฎีการจัด การความไม่แน่นอน เป็นกรอบในการวิเคราะห์กระบวนการแสวงหาข้อมูลข่าวสาร ดำเนินการเก็บข้อมูลระหว่าง เดือนกรกฎาคม 2548 ถึงเดือนกันยายน 2548 โดยการสัมภาษณ์แบบเจาะลึกชนกลุ่มน้อยจำนวน 35 คน ด้วยคำถาม ปลายเปิด เลือกกลุ่มตัวอย่างจากความสมัครใจ และใช้วิธี Snowball technique ชนกลุ่มน้อยที่ผู้วิจัยสัมภาษณ์มี อายุระหว่าง 18-55 ปี ระดับการศึกษาตั้งแต่ไม่ได้รับการศึกษาถึงมัธยมศึกษาตอนปลาย เป็นชาย 15 คน หญิง 20 คน ผลการวิจัยพบว่า ความไม่มีสัญชาติไทยของชนกลุ่มน้อย ทำให้ชนกลุ่มน้อยต้องการที่จะแสวงหาข้อมูลข่าวสาร ในการขอมีสัญชาติไทย สาเหตุของความไม่แน่นอนของชนกลุ่มน้อยมากจาก (1) การเปลี่ยนแปลงนโยบายของรัฐ ที่มีอยู่บ่อยครั้งในการให้สัญชาติไทยกับชนกลุ่มน้อย (2) ความเข้าใจผิดหรือความไม่รู้ของชนกลุ่มน้อย ส่วนกระบวน การแสวงหาข้อมูลข่าวสารของชนกลุ่มน้อยในการขอมีสัญชาติไทยสามารถแบ่งได้ 3 ระยะตามระยะของความ ไม่แน่นอนที่เกิดขึ้น คือ ระยะก่อนเข้าสู่กระบวนการขอมีสัญชาติไทย ระยะที่เข้าสู่กระบวนการขอมีสัญชาติไทย และระยะที่ได้รับสัญชาติไทยแล้ว โดยในแต่ละระยะมีวัตถุประสงค์ แหล่งข้อมูล ช่องทาง และเนื้อหาของข้อมูลข่าวสาร ที่แตกต่างกันไป ชนกลุ่มน้อยแสวงหาข้อมูลด้วยการรอรับ ใฝ่หา และมีปฏิสัมพันธ์กับผู้ที่มีประสบการณ์ ในการขอมี สัญชาติไทยและแหล่งข้อมูลอื่น ๆ ด้วยการเข้ากลุ่ม นอกจากนี้ชนกลุ่มน้อยยังมีการหลีกเลี่ยงข้อมูลข่าวสารซึ่งก่อให้ เกิดความสับสน เครียด และนำไปสู่การเพิ่มความไม่แน่นอนให้มากขึ้น ส่วนปัจจัยที่เกี่ยวข้องในการแสวงหาข้อมูล ข่าวสารของชนกลุ่มน้อยในการขอมีสัญชาติไทย คือ (1) ปัจจัยที่เอื้อต่อการแสวงหาข้อมูลข่าวสาร คือ ระดับการศึกษา และ (2) ปัจจัยที่เป็นอุปสรรคในการแสวงหาข้อมูลข่าวสาร คือ ความอายและความกลัว ความเครียด ความเสียใจและ ความวิตกกังวล รวมถึงปัจจัยด้านสื่อสารระหว่างบุคคลโยเฉพาะกับบุคลากรที่เป็นผู้นำ คือผู้ใหญ่บ้าน ทั้งวัจนภาษาและอวัจนภาษา อีกทั้งยังมีความลำบากในการแสวงหาข้อมูลข่าวสาร เนื่องจากข้อมูลข่าวสารการขอมีสัญชาติไทยยังมีน้อยหรือแทบจะไม่มีเลย ทำให้เกิดความไม่เท่าเทียมหรือขาดการรับรู้ข้อมูลข่าวสาร	en
dc.description.abstractalternative	The objectives of this research are to study (1) an uncertainly condition of the minority people to entitled to Thai nationality. (2) an information-seeking process used by the minority people to entitled to Thai nationality. (3) the factor that influencing an information seeking process used by the minority people to entitled to Thai nationality. The researcher uses uncertainty reduction theory and theory of uncertainty management as the framework of analysis. Thirty-five of minority people, who were interviewed in-depth during July 2005 September 2005, participate the research through snowball sampling technique. The result indicates that minority peoples information seeking process starts when realizing their stateless (non Thai nationality). Three stages of minority peoples information- seeking process includes confusing and rejecting, accepting and achieving stages. Each information-seeking stage involves different minority peoples goals, information sources, communication channels, and related messages. Most minority search for information through passive, active, and interactive strategies from self-help groups as well as other information sources. Many minority people use information to avoid strategy when the information increases their uncertainty on their condition. The factors influencing an information-seeking process are used by the minority people to entitled to Thai nationality are (1) an education level (2) the psychological factors such as fear, worry, and confusing. More often than not, these minority people face communication problems with village headman who are not sensitive to minority people needs. Furthermore, the minority people point out that information access on entitled to Thai nationality is limited for them.	en
