| dc.description.abstract | วัตถุประสงค์ของการวิจัย เพื่อศึกษาสภาพปัจจุบัน ปัญหาและบทบาท วิเคราะห์ปัจจัยแวดล้อมที่เอื้ออำนวยต่อประสิทธิผลการดำเนินงานด้านการทำนุบำรุงศิลปวัฒนธรรม เพื่อกำหนดกลยุทธ์การพัฒนาบทบาทของสถาบันอุดมศึกษาด้านการทำนุบำรุงศิลปวัฒนธรรม โดยศึกษาจากเอกสาร การสัมภาษณ์แบบกึ่งโครงสร้างผู้บริหารและผู้เชี่ยวชาญ จำนวน 12 คน เก็บข้อมูลโดยแบบสอบถามกลุ่มผู้ปฏิบัติงานในสถาบันอุดมศึกษา 19 สถาบัน จำนวน 240 คน และกำหนดกลยุทธ์การพัฒนาบทบาทของสถาบันอุดมศึกษาด้านการทำนุบำรุงศิลปวัฒนธรรม โดยใช้เทคนิคสวอทเมตริกซ์ (SWOT Matrix Analysis) ตรวจสอบร่างกลยุทธ์โดยการจัดประชุมผู้ทรงคุณวุฒิ (Connoisseurship) ผลการวิจัยพบว่า สถานภาพองค์กรด้านการทำนุบำรุงศิลปวัฒนธรรมของสถาบันอุดมศึกษา ส่วนใหญ่เป็นศูนย์ศิลปวัฒนธรรมที่มหาวิทยาลัยจัดตั้ง เพื่อดำเนินงานอนุรักษ์ สืบสาน และสร้างสรรค์ศิลปวัฒนธรรม โดยกระบวนการศึกษาค้นคว้า วิจัย และเผยแพร่ ลักษณะที่ทำการเป็นห้องปฏิบัติงาน เนื้องานที่นำเสนอคือวิถีชีวิตชุมชน ปัญหาที่เกิดขึ้นมากที่สุดคือ ขาดความสนใจระดับผู้นำรัฐบาล ขาดบุคลากร ขาดงบประมาณ บทบาทสถาบันอุดมศึกษาต้องกำหนดให้สอดคล้องกับนโยบายระดับชาติ ในเรื่องการส่งเสริม สนับสนุน รวมไปถึงการจัดกิจกรรมด้านนี้คือภารกิจสำคัญเท่าเทียมกับภารกิจด้านอื่น ๆ ของสถาบันอุดมศึกษา ปัจจัยที่ส่งผลต่อบทบาทพบว่าปัจจัยทั้ง 36 ปัจจัย มีระดับการส่งผลต่องานด้านการทำนุบำรุงศิลปวัฒนธรรมในระดับปานกลางถึงมาก ( 3.35 - 4.43 , SD 0.475 - 1.207) วิเคราะห์องค์ประกอบได้ 10 องค์ประกอบ อธิบายความแปรปรวนร่วม (Eigenvalues) ได้ร้อยละ 89.107 กลยุทธ์การพัฒนาบทบาทของสถาบันอุดมศึกษาด้านการทำนุบำรุงศิลปวัฒนธรรม 4 ด้าน คือ ด้านนโยบาย 1) การสร้างความเข้าใจในองค์กร จัดทำแผน 10 ปีอย่างที่มีทิศทางและเห็นความต่อเนื่อง 2)การเพิ่มการยอมรับในระดับนานาชาติ 3) ผลิตบัณฑิตที่มีความรู้คู่คุณธรรม มีสำนึกและ จิตวิญญาณด้านศิลปวัฒนธรรม ด้านบุคลากร 1) องค์กรแห่งการเรียนรู้ด้วยแนวทางชุมชนนักปฏิบัติ 2) การพัฒนาบุคลากรเป็นรายบุคคล (Individual Development Plan: IDP) ด้านการพัฒนา 1) ลงพื้นที่เรียนรู้วิถีชุมชน 2)ขยายบริการทางวิชาการด้านศิลปวัฒนธรรม 3)รวบรวมเอกสารข้อมูล จัดเก็บองค์ความรู้อย่างเป็นระบบ 4)พัฒนาระบบการบริหารจัดการให้มีความคล่องตัว มีประสิทธิภาพ และประสิทธิผล โปร่งใส 5) มีทรัพยากรเพื่อการพัฒนาอย่างต่อเนื่อง ด้านกลยุทธ์ 1)สร้างเครือข่ายความร่วมมือด้านศิลปวัฒนธรรม 2)สร้างมาตรฐานการปฏิบัติงานและการประเมินผล 3)สร้างระบบประเมินและบริหารความเสี่ยงที่เหมาะสม รวม 13 กลยุทธ์ | en |
| dc.description.abstractalternative | The objectives of this research were to study current circumstances, issues and roles concerning arts and cultural preservation, as well as the factors contributing to its efficiency; and, to develop strategies for the role development of higher education institutions in arts and cultural preservation. The research was conducted using interviews with twelve administrators and experts; and, questionnaires for collection of data from 240 personnel at nineteen higher education institutions. The strategies for the role development of higher education institutions in arts and cultural preservation were developed using a SWOT Matrix Analysis. The strategies obtained were reviewed by a connoisseurship. The research has found that most arts and cultural preservation entities of higher education institutions are arts and cultural centers established by the universities. Their goals are to preserve, perpetuate and recreate artistic and cultural elements through studies, researches and dissemination of information in such a manner as that of a laboratory, with the content presented being the way of life in a community. The most common problems found were the lack of attention from government leaders, the lack of personnel and the lack of operational budget. Their role was found to be consistent with national policies on promotion and implementation of activities in this area. The significance of arts and cultural preservation mission was comparable with other missions of higher education institutions. All 36 factors studied were found to have moderate to high impacts on arts and cultural preservation initiatives ( 3.35-4.43, SD 0.475-1.207). A total of ten components were determined with Eigenvalues of 89.107. The thirteen strategies for the role development of higher education institutions in arts and cultural preservation involve four areas of operation. Policy: 1) creation of understanding within the organization and development of a ten-year plan which offers a clear and consistent direction; 2) elevation of acceptance at international level; and, 3) development of graduates with moral soundness, conscience and inclination towards arts and culture. Personnel: 1) learning organization guided by the practitioners community principle; and, 2) individual development plan (IDP). Development: 1) field visits to learn more about local way of life; 2) extension of arts and cultural-related academic services; 3) systemic compilation of documents and storage of key knowledge; 4) development of flexible, efficient and transparent management system; and, 5) availability of resources for continuous development.
