dc.description.abstract	วิทยานิพนธ์ฉบับนี้ ศึกษาความร่วมมือระหว่างลาว กับ สหประชาชาติ ในการแก้ ไขปัญหายาเสพติด, ค.ศ. 1990 - 2001 โดยมีวัตถุประสงค์มุ่งเน้นศึกษาพัฒนาการของ ความร่วมมือทวิภาคีระหว่างลาว กับ สหประชาชาติ เป็นปัจจัยหลัก ผู้วิจัยได้นำเอาแนวความคิดเกี่ยวกับความร่วมมือระหว่างประเทศ และทฤษฏีระบอบระหว่างประเทศ มาเป็นกรอบในการวิเคราะห์ในการเขียนวิทยานิพนธ์ ฉบับนี้ ผลการศึกษา พบว่า สหประชาชาติมีนโยบายให้ความช่วยเหลือแก่ประเทศสมาชิกที่ประสบ กับปัญหายาเสพติดในรูปของโครงการด้านต่างๆ เช่น โครงการด้าน การปลูกพืชทดแทนและพัฒนาพื้นที่ที่มีการปลูกสิ่งเสพติด โครงการด้านการปราบปรามยาเสพติด โครงการด้านการป้องกันยาเสพติด และโครงการด้านการบำบัดรักษาและฟื้นฟูสมรรถภาพผู้ที่ติดยาเสพติด เป็นต้น พร้อมนี้ผลการศึกษายังพบว่า สาธารณรัฐประชาธิปไตยประชาชนลาว ประสบกับปัญหายาเสพติดที่เรื้อรังมานาน รัฐบาลลาวไม่ว่าในอดีตหรือปัจจุบันพยายามแก้ไขปัญหาดังกล่าวโดยปราศจากการได้รับความช่วยเหลือจากภายนอก แต่ไม่สามารถกำจัดการผลิตและค้ายาเสพติด เนื่องจากปัญหานี้มีความซับซ้อน และโดยเฉพาะอย่างยิ่งรัฐบาลลาวขาดแคลนด้านงบประมาณ ขาดแคลนด้านเครื่องมือวัตถุอุปกรณ์ ขาดแคลนด้านทรัพยากรมนุษย์ และขาดแคลนด้านความรู้ความชำนาญในการจัดการกับปัญหาดังกล่าว เป็นต้น จนกระทั่งเมื่อปี ค.ศ.1988 รัฐบาลลาวได้ รับความร่วมมือและความช่วยเหลือจากสหประชาชาติ และประเทศต่างๆ รวมทั้งองค์กร ที่ขึ้นกับรัฐบาลและองค์กรพัฒนาเอกชน (NGOs) พร้อมนี้ รัฐบาลลาวได้ก่อตั้งองค์กร ระดับชาติที่มีหน้าที่เกี่ยวกับการควบคุมและปราบปรามยาเสพติดขึ้นมาแก้ไขปัญหายาเสพติด	-
dc.description.abstractalternative	This thesis is to make a study on the cooperation between the Laos and the United Nations in solving drug problems from 1990 to 2001. Bilateral cooperations between Laos and the United Nations is the main theme of the study. A concept of International cooperation concept and international regime approach are used as conceptual framework of this thesis. The study found that the United Nations had the policy of giving assistance to the member states that experienced the drug problems in various programmes such as the programme in substitute plant cultivation and of development of the area that previously had the opium poppy cultivation, the programme in drug suppression, drug prevention and, the treatment and rehabilitative capability of drug addicts. The study also found that Laos had long experienced in drug problems. The Lao governments in the past and nowadays all have tried to solve such problems without receiving assistance from abroad, but it failed to eliminate drug trafficking because it had many problems, particularly the lack of budget, equipments and materials, human resources, and the knowledge and capacity in solving the drug problems. Until 1988, the Lao government received the cooperation and assistance from the United Nations, some countries, and various non-governmental organizations. The Lao government also established its own organization of drugs control and suppression.	-
