| dc.description.abstract | การวิจัยเชิงคุณภาพนี้ มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาสภาพและปัญหาการขับเคลื่อนนโยบายการศึกษาเพื่อพัฒนาคุณภาพชีวิตของเด็กพิการ 2) เพื่อวิเคราะห์กลไกการขับเคลื่อนนโยบายการศึกษาเพื่อพัฒนาคุณภาพชีวิตของเด็กพิการ 3) เพื่อนำเสนอแนวทางการขับเคลื่อนนโยบายการศึกษาเพื่อพัฒนาคุณภาพชีวิตของเด็กพิการ โดยมีวิธีการวิจัย ได้แก่ 1) การศึกษาเอกสารและงานวิจัยที่เกี่ยวข้อง 2) การสัมภาษณ์เชิงลึกกลุ่มผู้บริหารระดับกระทรวง ผู้บริหารระดับโรงเรียน นักวิเคราะห์นโยบายและแผน ครูชำนาญการ คณะอนุกรรมาธิการด้านคนพิการ และเครือข่ายคนพิการที่ทำงานด้านการขับเคลื่อนนโยบาย 3) การจัดสนทนากลุ่มผู้ทรงคุณวุฒิเพื่อหาแนวทางการขับเคลื่อนนโยบายการศึกษาเพื่อพัฒนาคุณภาพชีวิตเด็กพิการ ผลการวิจัยพบว่า นโยบายและกฎหมายที่เกี่ยวกับการศึกษาของคนพิการมีเพียงพอและครอบคลุมในระดับหนึ่ง หากแต่การขับเคลื่อนนโยบายการจัดการศึกษาเพื่อพัฒนาคุณภาพชีวิตเด็กพิการยังมีปัญหา คือ การขาดแคลนบุคลากรด้านการศึกษาพิเศษ ความเข้าใจที่ไม่ตรงกันในการนำนโยบายไปสู่การปฏิบัติ การปรับเปลี่ยนผู้บริหารบ่อยครั้ง และการขาดความรู้เชิงวิชาการที่สนับสนุนการขับเคลื่อนนโยบาย และเมื่อวิเคราะห์กลไกการขับเคลื่อนนโยบายการศึกษาเพื่อพัฒนาคุณภาพชีวิตเด็กพิการพบว่ามีกลไกการบริหารจัดการ กลไกสนับสนุนและให้ความช่วยเหลือ และกลไกแปลงนโยบายไปสู่การปฏิบัติ ส่วนแนวทางที่เหมาะสมในการขับเคลื่อนนโยบายการศึกษาเพื่อพัฒนาคุณภาพชีวิตเด็กพิการ ได้แก่ 1. จัดการเรียนการสอนที่สอดคล้องกับความต้องการของคนพิการ ด้วยการเตรียมความพร้อมเด็กพิการ ส่งเสริมการศึกษาเพื่อการมีงานทำ โดยครูได้รับความรู้ เทคนิคการสอน และผลิตสื่อที่เหมาะสมกับเด็กพิการ 2. สนับสนุนกลไกการจัดการเรียนการสอน โดยสร้างองค์ความรู้ด้านคนพิการ กระทรวงที่เกี่ยวข้องจัดทำระบบฐานข้อมูลคนพิการที่สามารถเชื่อมโยงข้อมูลเพื่อใช้ประโยชน์ได้จริง เพื่อส่งเสริมการจัดตั้งศูนย์การเรียนเฉพาะความพิการ 3. สนับสนุนทรัพยากรที่เพียงพอแก่หน่วยงานที่นำนโยบายไปปฏิบัติ ให้ความรู้แก่ผู้นำนโยบายไปปฏิบัติ สร้างระบบ กลไกการนิเทศ ติดตาม และตรวจสอบการนำนโยบายไปปฏิบัติอย่างจริงจัง | en_US |
| dc.description.abstractalternative | This qualitative research aims to 1) study situations and problems of educational policy implementation for the development of disabled children’s quality of life, 2) analyze educational policy implementation mechanisms for the development of disabled children’s quality of life, 3) propose guidelines for the implementation of the educational policy for the development of the disabled children’s quality of life. Methods employed in this research include 1) review of literature and relevant research; 2) in-depth interviews with ministry executives, school executives, professional level teachers, sub-committee members involved with people with disability, and networks for people with disability involved in policy implementation; and 3) focus group discussion to propose guidelines for the implementation of the educational policy for the development of the disabled children’s quality of life. The study finds that there are sufficient and adequate policies and plans on education for people with disability to a certain extent. However, there are several problems on educational policy implementation for the development of the disabled children’s quality of life, including the lack of personnel on special education, different mindsets in policy implementation, reshuffling of executives, and lack of academic knowledge supporting policy implementation. Through analysis of educational policy implementation mechanisms for the development of the disabled children’s quality of life, management mechanism, aid and support mechanism, and policy implementation mechanism are identified. Proposed guidelines for the implementation of the educational policy for the development of the disabled children’s quality of life include: 1. Provide learning experiences coherent with the needs of people with disability, and support education for career. Knowledge, teaching techniques and media production appropriate with disabled children are provided to teacher; 2. Support learning mechanism by forming knowledge of people with disability and create a central database system for practical application for the establishment of special education centers for people with disability; and 3. provide sufficient resources to organizations involved with policy implementation, distribute knowledge to those involved with policy implementation, and establish a system for policy supervision and evaluation. | en_US |
