| Abstract: | การวิจัยครั้งนี้มีวัตถุประสงค์ (1) เพื่อสร้างแผนที่กลยุทธ์ด้านการวิจัยของคณะครุศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย และตัวบ่งชี้ผลการดำเนินงานสำคัญ ตามแนวคิด บาลานซ์ สกอร์คาร์ด (2) เพื่อประเมินผลการปฏิบัติงานด้านการวิจัยของคณะครุศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย โดยใช้แผนที่กลยุทธ์ด้านการวิจัยและตัวบ่งชี้ผลการดำเนินงานสำคัญที่พัฒนาขึ้น และ (3) เพื่อเสนอแนวทางในการพัฒนาผลการประเมินผลการปฏิบัติงานด้านการวิจัยของคณะครุศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย กระบวนการในการประเมินแบ่งออกเป็น 3 ขั้นตอนหลัก คือ การสร้างแผนที่กลยุทธ์จากการวิเคราะห์บทสัมภาษณ์ของผู้เชี่ยวชาญและเอกสารที่เกี่ยวข้อง การกำหนดตัวบ่งชี้ผลการดำเนินงานสำคัญและเป้าหมายที่ต้องการบรรลุโดยเทคนิคกลุ่มสมมตินัยปรับปรุง และการดำเนินการประเมินผลการปฏิบัติงานด้านการวิจัย เก็บรวบรวมข้อมูลโดยการคัดลอกข้อมูลดิบจากเอกสารลงแบบบันทึกข้อมูล วิเคราะห์ข้อมูลของตัวบ่งชี้โดยการวิเคราะห์ร้อยละ สัดส่วน และความถี่ ประเมินผลการปฏิบัติงานด้านการวิจัยจากการวิเคราะห์ค่าร้อยละของการบรรลุเป้าหมาย ผลการวิจัยพบว่า 1. แผนที่กลยุทธ์ประกอบด้วยวัตถุประสงค์เชิงกลยุทธ์ทั้งสิ้น 27 วัตถุประสงค์ มีมุมมองด้านลูกค้าหรือสังคมอยู่ส่วนบนสุดของโครงสร้าง รอบรับด้วยมุมมองด้านกระบวนการภายใน กับมุมมองด้านการเรียนรู้และการเติบโต ส่วนล่างสุดคือมุมมองด้านการเงิน มีวัตถุประสงค์ภายในแต่ละมุมมองจำนวน 8, 8, 7 และ4 วัตถุประสงค์ตามลำดับ 2. ตัวบ่งชี้ผลการปฏิบัติงานด้านการวิจัยและเป้าหมายที่ต้องการบรรลุ มีทั้งสิ้น 29 ชุด เป็นตัวบ่งชี้และเป้าหมายของมุมมองด้านลูกค้าหรือสังคม 8 ชุด ด้านกระบวนการภายใน 10 ชุด ด้านการเรียนรู้และการเติมโต 7 ชุด และด้านการเงิน 4 ชุด 3. จากการประเมินตัวบ่งชี้ 14 ใน 29 ตัวบ่งชี้ทั้งหมด พบว่า ผลการดำเนินงานเป็นไปตามเป้าหมายหรือดีกว่าเป้าหมาย 9 ตัวบ่งชี้ และผลการดำเนินงานต่ำกว่าเป้าหมายมาก ควรปรับปรุงแก้ไขในทันที 5 ตัวบ่งชี้ ได้แก่ ร้อยละของจำนวนอาจารย์ที่ได้รับรางวัลระดับชาติ นานาชาติ หรือได้รับทุนจากภายนอกมากกว่า 1 ล้านบาท ร้อยละของจำนวนผลงานวิจัยที่ได้รับรางวัลระดับชาติร้อยละของจำนวนอาจารย์ที่มีผลงานนำเสนอในการประชุมวิชาการระดับนานาชาติ ร้อยละของจำนวนผลงานวิจัยที่ได้รับรางวัลระดับชาติ นานาชาติ หรือได้รับสิทธิบัตร และร้อยละของจำนวนอาจารย์ที่มีตำแหน่งทางวิชาการหรือวุฒิการศึกษาสูงขึ้น ข้อเสนอแนะ 1. ควรกำหนดแผนปฏิบัติงานเชิงกลยุทธ์ที่สามารถเชื่อมโยงกับวัตถุประสงค์เชิงกลยุทธ์อย่างแท้จริง 2. ควรกำกับติดตาม และประเมินผลการปฏิบัติงาน รวมทั้งวิเคราะห์ผลการประเมินอย่างต่อเนื่อง เพื่อปรับแต่งกลยุทธ์และแผนปฏิบัติงานเหมาะสมยิ่งขึ้น 3. ควรพัฒนาระบบฐานข้อมูลเดียว ซึ่งมีข้อมูลสอดคล้องและสนับสนุนการประเมินผลการปฏิบัติงานและการตัดสินใจทางกลยุทธ์ทั้งหมด |
| Other Abstract: | The purposes of this study were (1) to create the strategy map and key performance indicators (KPls) by the balanced scorecard method (2) to evaluate the research performance of the Faculty of Education, Chulalongkorn University between 1998 to 2002 by an application of balanced scorecard approach and (3) to propose guideline for research performance improvement of the Faculty of Education. Chulalongkorn University. The process of the study was divided into 3 main steps. The first was the strategy map creation from the typological analysis of the expert interview and the content analysis of related data The second was KPIs and targets identification using the improved nominal group technique. The final step was the evaluation of research performance. The KPI data were analyzed by using percentage. Proportion and frequency analysis. The research findings were summarized as follows. 1. There were 27 objectives in the strategy map. The customer perspective was on the top and supported by the internal process learning & growth and the financial perspective with 8, 8 , 7 and 4 objectives respectively. 2. There were 29 KPls and targets to evaluate the research performance: 8 for the customer perspective: 10 for the internal process perspective: 7 for the learning & growth perspective and 4 for the financial perspective 3. The 14 KPLs were assessed. It was found that 9 KPls were on or above the target while 5 KPLs were below the target. The 5 KPLs were (1) the percentage of teachers who received the national prize. the international prize or the external grant more than one million baths. (2) the percentage of researches with national prize. (3) the percentage of teachers presenting in the international conference. (4) the percentage of researches with the national prize the international prize or patent and (5) the percentage of teachers who got higher degree or higher position. The suggestions for the research performance implement were (1) strategies initiatives linking to each strategies objective should be set (2) the Faculty of Education should continuously audit and evaluate the research performance as well as improve the strategy and initiatives. (3) the Faculty of Education should develop common database to support the evaluation and strategic determination. |
