dc.description.abstract	งานวิจัยเรื่อง "กระบวนการฝึกอบรมหลักสูตรพัฒนาการพูดและการเมือง โรงเรียนการเมือง พลตรีสนั่น ขจรประศาสน์" มุ่งศึกษาแนวคิดและวัตถุประสงค์ของการก่อตั้งหลักสูตร คุณสมบัติของผู้เรียน วิเคราะห์รูปแบบและเนื้อหาตลอดจนสำรวจความพึงพอใจของผู้เรียนรวมทั้งทรรศนะ ของผู้ทรงคุณวุฒิที่เป็นบุคคลภายนอกที่มีต่อการก่อตั้งหลักสูตร โดยใช้การวิจัยเชิงคุณภาพและปริมาณร่วมกัน เก็บข้อมูลด้วยวิธีการสังเกตแบบมีส่วนร่วม ผู้วิจัยสมัครเข้ารับการฝึกอบรมในโรงเรียนการเมือง, วิจัยเอกสารการเรียนการสอน, การสัมภาษณ์เชิงเจาะลึกและออกแบบสอบถามเพื่อสำรวจลักษณะ ประชากรและความพึงพอใจโดยภาพรวม ผลการวิจัยพบว่าหลักสูตรพัฒนาการพูดและการเมืองก่อตั้งขึ้นมาโดยความตั้งใจ ส่วนตัวของ พลตรีสนั่น ขจรประศาสน์ ที่ต้องการฝึกฝนนักการเมืองรุ่นใหม่ให้มีความพร้อมก่อนเข้าไปปฏิบัติงานการ เมือง ในสภา ต่อมาจึงขยายโอกาสการฝึกอบรมไปสู่นักการเมืองท้องถิ่นและประชาชน ภายใต้แนวคิดที่ว่าการเมือง จะพัฒนาได้ นักการเมืองและประชาชนต้องเข้าใจการเมืองร่วมกันและแสดงบทบาทตามหน้าที่ของ ตนได้อย่างถูกต้อง เนื้อหาการอบรมแบ่งเป็น 2 ส่วน ได้แก่ 1. กลยุทธ์การพูดทางการเมือง สอนการพูดเฉพาะกิจทางการเมืองและหลักการพูดในที่สาธารณะทั่วไป 2.ภารกิจทางการเมืองให้ความรู้เรื่องเศรษฐกิจ สังคม การเมือง กฎหมาย รวมทั้งการปฏิบัติตัวตามหน้าที่ในระบอบประชาธิปไตย ส่วนเนื้อหาเรื่องคุณธรรม จริยธรรมในการพูดและการเมืองมีสัดส่วนที่ค่อนข้างน้อย นักเรียนการเมืองเข้ามารับการฝึกอบรมเพราะต้องการนำความรู้ไปใช้พัฒนาตนเอง ใช้ในการปฏิบัติหน้าที่ทางการเมืองและเพื่อแสวงหาเพื่อนและเครือข่ายทางการ เมือง โดยภาพรวมแล้วผู้เรียนมีความพึงพอใจความรู้ที่ได้รับจากหลักสูตร สามารถนำไปประยุกต์ใช้ในหน้าที่ทางการเมืองและหน้าที่การงานในปัจจุบัน และการได้รวมกลุ่มนักเรียนการเมืองถือเป็นสิ่งที่เป็นประโยชน์ที่จะได้ ติดต่อประสานงานกันต่อไปในอนาคต บุคคลภายนอกมีทรรศนะว่าการให้การศึกษาทางการเมืองถือเป็นแนวทางพัฒนาการ เมืองในระบอบประชาธิปไตยที่ยั่งยืน แต่ต้องเปิดโอกาสการเรียนให้คนทุกระดับ ไม่เป็นไปเพื่อผลประโยชน์เฉพาะกลุ่ม การฝึกอบรมจะช่วยให้คนที่มาเรียนได้สร้างความสัมพันธ์แบบไม่เป็นทางการต่อ กัน ในอนาคตพรรคการเมืองควรจะมีหลักสูตรการฝึกอบรมเพื่อเป็นช่องทางให้พรรคการ เมืองกับประชาชนได้สื่อสารกันในเชิงนโยบาย	en
dc.description.abstractalternative	The purpose of this thesis was to explore speech and political training course, to study the objectives, trainees'qualifications, patterns of teaching, content of the course, survey students'satisfaction and outsiders'opinion regarding this school. This study used multiple methodology : participant observation, documentary research, in-depth interviews and questionnaires. The results showed that this training program was formulated based on the intention of Major General Sa-Nun Kajornprasart who wanted to train public speaking and political skills to young politicians, including both local politicians and laymen with the idea of developing political knowledge among learners. The scope of content also included political/public speaking strategies and political mission knowledge ; economics, sociology, politics, law and citizen duty in a democratic system. Moral content was found to be minimal. The main purpose of the trainees for joining the program was to develop themselves, in performing political duty and to create connection. In general, the trainees were satisfied with the course ; they could apply the knowledge to both political duty and everyday affairs. Almost all of them thought connection was very beneficial for future cooperation. The outsiders expressed their opinion that political education was an efficient way to permanently develop a democratic system. However this training should be extended to everybody. Through the training, informal relationship was formed. In the future, a political party could use training to be a channel to communicate with people at the grassroots level regarding national policy	en
