Abstract:
เนื่องจากปัญหามลพิษจากภาคอุตสาหกรรมที่ส่งผลกระทบภายนอกต่อสังคม (Externality) นั้นได้ส่งผลให้ภาระงบประมาณของภาครัฐในการแก้ปัญหามลพิษมีแนวโน้มสูงขึ้น ดังนั้นในการแก้ปัญหาดังกล่าวโดยการจัดเก็บค่าปล่อยมลพิษจากภาคอุตสาหกรรมจึงมีความสำคัญในเชิงนโยบายของรัฐ วิทยานิพนธ์ฉบับนี้มีวัตถุประสงค์ เพื่อศึกษาการกำหนดค่าปล่อยมลพิษ ในกรณีศึกษาอุตสาหกรรมฟอกหนัง จากการปล่อยน้ำเสีย โดยใช้ข้อมูลในปี พ.ศ. 2542 และใช้แบบจำลอง Cobb-Douglas production function เป็น Model ที่ใช้ประมาณความสัมพันธ์ระหว่างผลผลิตและปัจจัยการผลิต โดยปัจจัยการผลิตที่ใช้ใน Model ดังกล่าวประกอบด้วย หนังดิบ สารเคมี แรงงาน ปริมาณน้ำ ซึ่งการกำหนดแบบจำลองดังกล่าวจะถูกนำไปคำนวณหาค่าปล่อยมลพิษ โดยในการศึกษานั้นได้มีสมมติฐานเบื้องต้นว่าเมื่อมีการผลิตมาก จะทำให้เกิดปัญหามลพิษมากตามการผลิต ดังนั้นในการกำหนดค่าปล่อยมลพิษจึงกำหนดจากมูลค่าส่วนเพิ่มมลพิษ เพื่อแก้ไขปัญหามลพิษที่เกิดขึ้น จำเป็นจะต้องมีการลดมลสารอันเป็นตัวที่ก่อให้เกิดมลพิษ ในการศึกษานี้มลสารที่นำมาใช้เป็นตัวแทนการศึกษาคือ ค่าบีโอดี ดังนั้นในการลดค่าบีโอดีเพื่อแก้ไขปัญหาสิ่งแวดล้อมนั้น ในมุมมองของผู้ผลิตภาคอุตสาหกรรมการลดค่าบีโอดีหรือมลสารจึงเปรียบเสมือน ต้นทุนค่าเสียโอกาสในการผลิตของผู้ผลิต ผลการศึกษาพบว่า ภายใต้แบบจำลอง Cobb-Douglas production function ปัจจัยการผลิตที่มีนัยสำคัญต่อปริมาณหนังฟอกในระดับความเชื่อมั่นร้อยละ 99 คือ หนังดิบ (ค่า t-stat = 4.4970) ปัจจัยการผลิตที่มีนัยสำคัญต่อปริมาณหนังฟอกในระดับความเชื่อมั่นร้อยละ 95 คือ สารเคมี (ค่า t-stat = 2.0395) ส่วนปัจจัยการผลิตที่เหลือ ซึ่งประกอบด้วย แรงงานแและปริมาณน้ำใช้ มีนัยสำคัญในระดับความเชื่อมั่นที่น้อยกว่าร้อยละ 90 นอกจากนี้ผลการศึกษาได้พบว่าผลตอบแทนต่อขนาดอุตสาหกรรม (Return to Scale) เป็นแบบผลตอบแทนขนาดเพิ่มขึ้นมีค่าเท่ากับ 2.0130 และอัตราการเก็บค่าปล่อยมลพิษควรจัดเก็บที่กิโลกรัมบีโอดีละ 1,680.04 บาท
