dc.description.abstract	ศึกษากรอบรายการของรายการวิทยุกองทัพบกในระหว่างการร่างรัฐธรรมนูญแห่งราชอาณาจักรไทย พุทธศักราช 2550 โดยวิเคราะห์รูปแบบและเนื้อหาของรายการวิทยุในเครือกองทัพบกทั้ง 4 รายการคือ รายการสยามมานุสติ รายการกองทัพบกเพื่อประชาชน รายการรู้รักสามัคคี ทำความดีเพื่อแผ่นดิน และรายการใต้ร่มธงไทยเพื่อการพัฒนาประชาธิปไตย ที่สะท้อนให้เห็นถึงกรอบในการผลิตข้อมูลข่าวสารมาสู่ประชาชน โดยอาศัยแนวคิดเกี่ยวกับกรอบ และแนวคิดเกี่ยวกับการปฏิบัติการข่าวสาร ที่ประกอบไปด้วย แนวคิดเกี่ยวกับการปฏิบัติการจิตวิทยา แนวคิดเกี่ยวกับการลวงทางการทหาร แนวคิดเกี่ยวกับการปฏิบัติการกิจการพลเรือน แนวคิดเกี่ยวกับการปฏิบัติการกิจการสาธารณะ เป็นกรอบในการวิเคราะห์ มีขอบเขตการวิจัย ในช่วงที่มีการพิจารณาร่างรัฐธรรมนูญแห่งราชอาณาจักรไทยฉบับที่ 1 ตั้งแต่วันที่ 1 กุมภาพันธ์ จนถึงวันที่ 17 เมษายน พ.ศ. 2550 เป็นระยะเวลาทั้งสิ้น 76 วัน จากการศึกษาพบว่า รายการวิทยุในเครือกองทัพบกทั้ง 4 รายการ มีการให้น้ำหนักของการใช้ปฏิบัติการข่าวสารเป็นกรอบในการผลิตรายการที่ต่างกัน โดยขึ้นกับวัตถุประสงค์รายการที่แตกต่างกัน กล่าวคือ การปฏิบัติการจิตวิทยา เป็นการปฏิบัติการข่าวสารที่ถูกใช้ในทุกรายการ เนื่องจากเป็นพื้นฐานของการปฏิบัติการข่าวสาร ที่มีจุดมุ่งหมายเพื่อโน้มน้าวใจผู้รับสาร ซึ่งแตกต่างจากการปฏิบัติการกิจการสาธารณะที่มุ่งการประชาสัมพันธ์งานและกิจกรรมของกองทัพ และการปฏิบัติการกิจการพลเรือนมุ่งลงพื้นที่สร้างความไว้วางใจและการยอมรับจากประชาชน ข่าวสารที่ปรากฏขึ้นในรายการจึงมีความเฉพาะตัวที่ต้องเป็นข่าวที่เกี่ยวข้องกับกองทัพเท่านั้น จึงจะมีการใช้การปฏิบัติการทั้งสองเกิดขึ้น ในส่วนของข่าวที่เกี่ยวกับการร่างรัฐธรรมนูญนั้น มีปรากฏในรายการกองทัพบกเพื่อประชาชน และรายการใต้ร่มธงไทยเพื่อการพัฒนาประชาธิปไตยเท่านั้น การที่กองทัพนำเสนอในเรื่องนี้ เพื่อต้องการแสดงให้ประชาชนเห็นว่า กองทัพสนับสนุนในการร่างรัฐธรรมนูญในครั้งนี้ มีความมุ่งหวังให้ประชาชนเข้าใจในจุดยืนและเจตนารมณ์ที่โปร่งใส และบริสุทธิ์ใจในการเข้ามาทำงานทั้งของกองทัพและคณะมนตรีความมั่นคงด้วย นอกจากนั้น จากการวิจัยพบว่า นอกจากรายการมีวัตถุประสงค์ของรายการและการปฏิบัติการข่าวสาร รายการวิทยุในเครือกองทัพบกทั้ง 4 รายการ ยังถูกกรอบของโครงสร้างสถานีวิทยุทหารมาเป็นกรอบในการกำหนดโครงสร้างในการผลิต และเป็นตัวกำหนดรูปแบบรายการอีกด้วย.	en
dc.description.abstractalternative	To study the Framing of Army Radio Programs during the drafting of Thai Constitution B.E. 2550 by analyzing the format and content of 4 army radio programs, namely Siammanusati, Gongtupbokpueprachachon, Rooraksamakkee Tamkwamdeepuepandin, and Tairomthongthaipuekanpattanaprachathippatai; which reflected the framing of information distribution to public. The concept framework of the study bases on Factor and Function in Communication Process, Framing; and Information Operation consisting of Psychological Operations, Civil Affairs Operations, Public Affairs Operations and Military Deception. Furthermore, Structure of Thai Army Radio Broadcast System and Radio Broadcast Productions have been used as theoretical framework. Scope of research was during the 1st drafting of Thai Constitution, from 1 February to 17 April B.E. 2550, 76 days in total. According to the study, the researcher found that each 4 radio programs hosted by Royal Thai Army emphasized the Communication Operations as their production framing in different degree, depending on different objectives. Psychological Operations were used by every program, as they are the foundation of Communications Operation and aim at persuading the receiver. On the contrary, the Public Affairs Operations focus on Public Relations to communicate the event and activity if Army. Moreover the Civil Affairs Operations focus on accessing the people in order to build trust and acceptance. As a result, to implement both operations, the information presented in program had to be particularly related to Army’s information. The news on drafting constitution was presented only in Gongtupbokpueprachachon and Tairomthongthaipuekanpattana. The Army intended to broadcast this in order to communicate to the people that the Army supported this constitution drafting. The Army hoped that people would understand its standpoint and transparent ingenious intention of management from Army and Council of National Security. Moreover, apart from the program objectives and communication operations, 4 radio programs hosted by Royal Thai Army were framed by the structure of army radio station in determining the production structure and program style.	en
