dc.description.abstract	การศึกษานี้มีวัตอุประสงค์เพี่อวิเคราะห์ทางความต้องการและการให้บริการปัญหาของสาธารณูปการในปัจจุบันของพื้นที่โดยรวม ตลอดถึงความเหมาะสมและความเป็นไปได้ในการจัดเตรียมและกระจายการให้บริการในด้าน สาธารณูปการให้เพียงพอ เพี่อรองรับการขยายตัวของชุมชนที่อยู่อาศัยที่จะเกิดขึ้นจากสภาพการพัฒนาในพื้นที่ศึกษา ทำให้เกิดการเปลี่ยนแปลงในลักษณะความเป็นเมืองมากยิ่งขึ้น ประกอบกับมีการสร้างสะพานพระราม 5 และถนนเชื่อมต่อ ส่งผลให้เกิดการขยายตัวของชุมชน จึงจำเป็นต้องมีการพัฒนาสาธารณูปการเพี่อรองรับการขยายตัวของชุมชนที่เกิดขึ้น โดยการจัดให้บริการสาธารณูปการสามารถแบ่งออกได้เป็น 5 ด้านคือ 1) ต้านการศึกษา มีสถานบริการด้านการศึกษาทั้ง 3 ระดับ ตั้งกระจายครอบคลุมในทุกหมู่บ้านและตำบล แต่มีปัญหาในการกระจายตัวของสถานศึกษาในพื้นที่ไม่เหมาะสม กับจำนวนเด็กนักเรียน และรัศมีการให้บริการไม่ครอบคลุมในพื้นที่ชุมชนทั้งในเขตและนอกเขตเทศบาล ในอนาคตมี ความต้องการใช้สถานศึกษาเพิ่มขึ้น เนื่องจากการเพิ่มขึ้นของประชากร ดังนั้น แนวทางการพัฒนาควรจะดำเนินการเพิ่ม จำนวนสถานบริการ และปรับปรุงสถานศึกษาที่มีอยู่เดิม ให้เพียงพอต่อการให้บริการ 2) ด้านการแพทย์และสาธารณสุข การกระจายตัวของสถานบริการสาธารณสุขครอบคลุมในทุกพื้นที่ การให้บริการมีจำนวนสถานบริการเพียงพอต่อจำนวน ประชากรในปัจจุบัน และสามารถรองรับประชากรที่จะอพยพเข้ามาเพิ่มขึ้นใน 10 ปีข้างหน้า ซึ่งกลุ่มประชากรอพยพที่ เข้ามา โดยส่วนใหญ่มีฐานะทางเศรษฐกิจดี มีความต้องการใช้สถานบริการที่มีความพร้อมและมีคุณภาพ ดังนั้น แนวทาง พัฒนาจึงควรเน้นการปรับปรุงระบบการให้บริการให้มีประสิทธิภาพเพิ่มขึ้น 3) ด้านการพักผ่อนหย่อนใจ การกระจายตัว ของสถานที่พักผ่อนหย่อนใจที่เป็นสวนสาธารณะทั้งหมดในพื้นที่ศึกษา มีปัญหารัศมีการให้บริการของส่วนไม่ครอบคลุม ในพื้นที่ศึกษา เนื่องจากจำนวนสวนสาธารณะมีไม่เพียงพอ ซึ่งในอนาคตจะมีการเพิ่มขึ้นของจำนวนประชากร ทำให้การรองรับจะยิ่งมีปัญหาไม่เพียงพอมากขึ้น ดังนั้น แนวทางการพัฒนาจึงควรรีบดำเนินการเพิ่มจำนวนสวนสาธารณะชุมชน และหาพื้นที่ว่างเพี่อปรับปรุงให้เป็นที่พักผ่อนของคนภายในชุมชน 4) ด้านการรักษาความปลอดภัยในชีวิตและทรัพย์สิน มีการให้บริการทั้งสถานีตำรวจและสถานีดับเพลิง การให้บริการจะแบ่งพื้นที่รับผิดชอบในการดูแล ซึ่งการให้บริการของสถานีตำรวจทุกแห่งจะครอบคลุมพื้นที่ศึกษาและมีจำนวนเพียงพอ สำหรับการให้บริการของสถานีดับเพลิง มีปัญหารัศมี การให้บริการยังครอบคลุมพื้นที่ไม่ทั่วถึงในเขตตำบลบางรักน้อยและตำบลไทรม้า นอกจากนี้ยังขาดแคลนตู้ยามตำรวจ ในชุมชน ดังนั้น แนวทางการพัฒนาจึงควรเพิ่มจำนวนตู้ยามตำรวจและสถานีดับเพลิงย่อยภายในชุมชน 5) ด้านการ บริการตลาด มีการกระจายตัวการให้บริการครอบคลุมในพื้นที่ชุมชน และมีจำนวนเพียงพอ แต่มีปัญหาของขนาดพื้นที่ ตลาดคับแคบและทรุดโทรม ในอนาคตจะมีจำนวนประชากรในพื้นที่เพิ่มมากขึ้น ดังนั้น แนวทางการพัฒนาจึงควรมีการปรับปรุงตลาดที่ตั้งเดิมให้มีสภาพดีขึ้น ผลที่ได้รับจากการศึกษานี้ จะเป็นแนวทางการพัฒนาสาธารณปการในพื้นที่ศึกษา โดยมีการวางแผนรองรับ ประชากรในบริเวณพื้นที่ศึกษา เพี่อเป็นแนวทางในการจัดให้บริการสาธารณูปการของหน่วยงานต่างๆ ที่เกี่ยวข้อง
dc.description.abstractalternative	The aim of this research is to analyze the needs and services, the general problems about infrastructure in the studied area, the suitability and possibilities in the preparation and distribution of infrastructure to meet the expansion of residential communities resulting from development of this area which is becoming increasingly urbanized. The construction of Rama V Bridge and road network has led to the expansion of the community. This requires the development of an infrastructure to accommodate the expansion of the communities by considering 5 factors: 1) education 2) medicine and public health 3) recreational areas 4) protection of life and property and 5) markets. As for the first factor, there should be enough educational institutions offering all 3 levels of education scattered through every communities and district. However, at present, the existing schools cannot accommodate the growing number of students from both inside and outside the municipality. As a result, new schools should be constructed and the existing schools should be improved or expanded to meet the growing demand. As concerns medicine and health, there should be enough well - equipped health centers to serve the residents in every community at present and in the next 10 years. Most new residents in the area are well-off and demand good services, so the development is needed. Regarding recreation, there should be more public parks, and uninhabited areas should be developed into recreational areas. As for protection of life and property, adequate police stations are found in the area; however, there should be more fire stations, especially in Bang Ruk Noi and Sai Ma Districts. Sentry boxes in the studied area are also inadequate to accommodate the Community expansion. As for the last factor, markets, although there are enough markets to serve the communities, they are small and dilapidated. Consequently, they should be renovated. The study results will be used as guidelines for developing infrastructure in the studied area with thorough planning to meet the residents' needs. Related agencies can adopt these in developing infrastructure in their responsible areas.
