dc.description.abstract	วิทยานิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อศึกษาถึงลักษณะการมีส่วนร่วมของประชาชนในการจัดบริการสาธารณะขององค์กรปกครองส่วนท้องถิ่น ปัจจัยที่มีผลต่อลักษณะการมีส่วนร่วมของประชาชนในการจัดบริการสาธารณะขององค์กรปกครองส่วนท้องภิ่น และแนวทางในการส่งเสริมการมีส่วนร่วมของประชาชนในการจัดบริการสาธารณะขององค์กรปกครองส่วนท้องถิ่นให้มีมากยิ่งขึ้น โดยผู้วิจัยใช้กรณีศึกษาคือ องค์กรปกครองส่วนท้องถิ่นในรูปแบบเทศบาลจำนวน 2 แห่ง ได้แก่ เทศบาลตำบลท่าศาลา จังหวัดลพบุรี และเทศบาลเมืองสิงห์บุรี ผู้วิจัยได้ดำเนินการเก็บรวบรวมข้อมูลโดยการศึกษาข้อมูลทุติยภูมิ การสำรวจพื้นที่ การสังเกตการณ์ และการสัมภาษณ์เชิงลึก ผลการวิจัยพบว่า 1) ลักษณะการมีส่วนร่วมของประชาชนในการจัดบริการสาธารณะขององค์กรปกครองส่วนท้องถิ่นมี 5 ลักษณะ ได้แก่ การรับทราบข้อมูลข่าวสาร การเสนอข้อมูล การเข้าร่วมการประชุม การเข้าร่วมดำเนินงาน และการเข้าร่วมตรวจสอบการดำเนินงาน 2) ปัจจัยที่มีผลต่อลักษณะการมีส่วนร่วมของประชาชนประกอบไปด้วยปัจจัยส่วนบุคคลของประชาชน ได้แก่ ทัศนคติของประชาชนที่มีต่อการส่วนร่วมในลักษณะต่าง ๆ ทัศนคติของประชาชนต่อองค์กรปกครองส่วนท้องถิ่น ความสะดวกเรื่องเวลาของประชาชน การเป็นคนในพื้นที่องค์กรปกครองส่วนท้องถิ่น ความจำเป็นในการพึ่งพาองค์กรปกครองส่วนท้องถิ่นของประชาชน และศักยภาพของประชาชน กับปัจจัยภายนอกของประชาชน ได้แก่ บริการสาธารณะที่เป็นเรื่องใกล้ตัวของประชาชน ลักษณะของสื่อที่ใช้ในการประชาสัมพันธ์ การมีสิ่งตอบแทนที่เป็นรูปธรรมจากองค์กรปกครองส่วนท้องถิ่น การมีปัญหาความต้องการในชุมชน การรวมตัวกันในชุมชน และสภาพดินฟ้าอากาศ โดยปัจจัยที่มีผลต่อการมีส่วนร่วมจะมีความแตกต่างกันไปในแต่ละลักษณะการมีส่วนร่วม 3) แนวทางในการส่งเสริมการมีส่วนร่วมของประชาชนให้มีมากยิ่งขึ้นประกอบไปด้วยแนวทางที่เน้นไปที่ประชาชน แนวทางที่เน้นไปที่องค์กรปกครองส่วนท้องถิ่น และแนวทางที่เน้นไปที่หน่วยงานหรือองค์กรภายนอกองค์กรปกครองส่วนท้องถิ่น โดยแนวทางในการส่งเสริมการมีส่วนร่วมจะมีความแตกต่างกันไปในแต่ละลักษณะการมีส่วนร่วม	en_US
dc.description.abstractalternative	The objectives of this study are to investigate the aspects of public participation in public service delivery of tocal government, to investigate the factors that determine the aspects of public participation, and to explore the ways to promote public participation. The researcher selected two local governments as studied cases, including Thasala municipality in Lopburi province and Singburi municipality in Singburi province. The study was carried out through collection of information by secondary data studies, area surveys, observations, and in-depth interviews. The research finding are following: 1) There are five aspects of public participation in public service delivery of local government: information acknowledgement, data offering, meeting attendance, operating attendance, and operational auditing attendance. 2) The factors that determine the aspects of public participation are individual factors: attitude toward public participation aspects, attitude toward local government, having free time, having name in house registration located in local area, necessity to depend on local government, and potentiality and external personal factors: public services that involved directly with people, aspects of media, objectivity rewards, problem and requirement of community, collection in community, and weater. The factors that determine the aspects of public participation are difference in each aspects. 3) The ways to promote public participation are the ways that emphasis on people, the ways that emphasis on local government, and the ways that emphasis on organizations outside local government. The ways to promote public participation are difference in each aspects.	en_US
