dc.description.abstract	การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อเสนอแนวทางการใช้ที่ดินสำหรับเขตชานเมืองเชียงใหม่ เพื่อป้องกันการรุกล้ำพื้นที่เกษตรกรรม พัฒนาการของเมืองเชียงใหม่ทำให้ความต้องการในที่ดินราคาถูกในชานเมืองเพิ่มขึ้น เพื่อรองรับการขยายตัวของเมือง เป็นเหตุให้พื้นที่เกษตรชานเมืองถูกใช้ไปเพื่อการพัฒนา โดยเฉพาะเพื่อการอยู่อาศัย การศึกษาพบว่า การพัฒนาพื้นที่โดยเอกชนมีส่วนสำคัญต่อการบุกรุกพื้นที่เกษตรกรรมชานเมืองขบวนการนี้เป็นไปโดยขาดการวางแผน เรื่มจากการเปลี่ยนการถือครองกรรมสิทธิ์ที่ดินจากชาวนาสู่นายทุน มีการกักตุนเพื่อรอเก็งกำไรจนราคาที่ดินสูงขึ้น หรือผลตอบแทนที่น่าพอใจจากการลงทุน เกิดการเสียโอกาสและการใช้ที่ดินไม่เหมาะสมในพื้นที่เกษตรกรรมชานเมือง เป็นการสูญเสียทางเศรษฐกิจและทำลายทรัพยากรธรรมชาติ สิ่งแวดล้อมของเมือง เป็นผลให้แรงต้านทานการบุกรุกการขยายตัวของเมืองลดลง ซึ่งแนวโน้มการขยายตัวของเมืองที่กำลังเพิ่มขึ้นในเขตชานเมืองในอนาคตอีก 20 ปี พื้นที่เมืองจะขยายตัวจากการเพิ่มขึ้นของประชากร จะทำให้พื้นที่ว่าง และเกษตรกรรมในชานเมืองหมดไป ฉะนั้น พื้นที่เกษตรกรรมชานเมืองต้องได้รับการอนุรักษ์ไว้เพื่อเป็นทรัพยากร แหล่งอาหาร และรักษาสมดุลย์ของสิ่งแวดล้อม การวางแผนการใช้ที่ดินที่เหมาะสม และกำหนดให้มีการพัฒนาชุมชนบริวาร จึงเป็นแนวทางการใช้ที่ดินสำหรับชานเมืองเชียงใหม่จากการศึกาในครั้งนี้
dc.description.abstractalternative	This study is designed with the objective to set up guidelines for landuse planning in Chiang Mai suburbs. The development of Chiang Mai has raised the demand of cheap land needed for the expansion of the city. As a result, agricultural land in the suburb is quickly replaced by built up areas such as housing estates. The study finds that private investments are major cause of the invasion of agricultural land. This process is unplanned and derived from the changing of land ownership from farmers to capitalists. The use of land is often held up until the price increases satisfactorily or the investment is profitable. The wasting of land and the inappropriate use of land without ownership cause economic loss and damage eco-system of natural resources. The resistant force to land use replacement is also reduced consequently. The trend of expansion of built up areas into the suburb is growing. In twenty years time, the expansion of urban areas required by increased population will take up all the vacant land in suburb areas. Therefore agricultural land of Chiang Mai must be reserved as resources for food and environmental balance. The planning of land use and the settellite community in the suburb are guide lines recommended in this study.
